SAN DIEGO (KGTV) -- The register sex offender accused of kidnapping and raping a three-year-old Oak Park girl pleaded not guilty to five felony counts Wednesday. Francisco "Freddy" Diaz now faces up to life in prison if convicted. Diaz is being held without bail. The young girl’s father, Silvester Soltero, says he was working on his car when his neighbor broke into a bedroom window, grabbing his sleeping daughter.Soltero says Diaz’ mother brought his daughter home, but she wasn’t wearing any pants. Soltero said when he asked his daughter what happened, she told him the man touched her private parts.RELATED: Man arrested after three-year-old says she was kidnapped and touchedWhen the father asked who the man was, Soltero said his daughter pointed to Diaz. When the father approached Diaz, Soltero said he became hostile, even threatening to kill him if he snitched.The two men then started fighting when Diaz reportedly tried to poke Soltero in the eye with a fork. After he ran off, San Diego Police caught Diaz a short distance away. After his arrest, Soltero learned his neighbor was a registered sex offender.“They should have told me, they should have told me I was living next to a pedophile, If I had known I wouldn’t have brought my daughter around here, there’s no way in hell," he said.Diaz was convicted in 2006 for molesting three girls on the playground near Oak Park Elementary School, right across the street from his mother’s house. Diaz was sentenced to eight years in prison, in part because he already had a criminal history. In 2000, Diaz was convicted of assault with a deadly weapon and making a terrorist threat.San Diego Police say Diaz was in full compliance with the terms of Megan's Law. He is required to check in with police every year and he does so, said Lt. Jason Weeden.Because Diaz' child molestation convictions were misdemeanors, he doesn't have to steer clear of schools and playgrounds. SAN DIEGO (KGTV) - The San Diego County Office of Education is bringing solutions to families without internet access to start the school year.The “digital divide” was already in place before the pandemic. With an increased reliance on distance learning and working from home, it’s only gotten worse.Before coronavirus, 1 in 5 students in San Diego County were under-connected or not connected at all.Chief Technology Officer, Terry Loftus, with the County Office of Education is working to help fix that.“If the parent had an Android phone, that qualifies as connectivity, but it’s not broadband and it doesn’t meet the needs of distance learning,” said Loftus.The COE is stepping up to the challenge of bridging the digital divide that plagued about 100,000 families.“Approximately 36,000 of those were South and East county,” said Loftus. “Or our districts that have people on the Free and Reduced Meal Program and haven’t had access in the past.”Many families can’t afford cable or wireless connections, or were forced to cut the cord after losing their jobs.Others live in more rural areas where that connection isn’t possible.So, they’re adding satellite solutions and distributing hotspot devices.“The 5,000 devices that are going out in the next week or two in that initial order, zero are being paid for by families,” said Loftus.There are also options for undocumented families and those who don’t want to share personal information to secure a connection.“To get that service without having to give details about their financial background, immigration status,” said Loftus.Most of the new connections are coming at no cost to parents or students thanks in-part to money from the CARES Act.The COE is also working with legislators on Senate Bill 1130 that would build new infrastructure in communities that need it.They’re in the process of surveying families to see who still needs connectivity as their programs are rolling out. SAN DIEGO (KGTV) — Thousands of SDG&E customers were left in the dark in Central San Diego, as an power outage hit late Wednesday.The outage affected about 5,800 customers in the Sorrento Valley, Mira Mesa, and Scripps Ranch areas just after 5 p.m., according to SDG&E's outage map. Those still without power dropped to about 1,900 customers by about 6 p.m.It's unclear what caused the outage. Crews were assessing the issue and estimated power would be restored by 8 p.m. up to 9:30 p.m. in some areas.Other outages were also reported in the Oceanside and Poway areas around the same time as well.
