The Columbus Police Department says it is preparing for demonstrations this weekend after a law enforcement officer shot and killed a man as he entered his own home earlier this month.Casey Goodson, 23, was shot and killed by a Franklin County sheriff's deputy on Dec. 4. Goodson's family says he did not have a criminal record and says it's unclear what crime he could have committed prior to the shooting.Goodson's family and law enforcement authorities have given conflicting reports as to what happened since the day of the shooting. Goodson's grandmother, Sharon Payne, told a 911 dispatcher on the day of the shooting that Goodson had just returned from the dentist when she heard gunfire. She said Goodson then stumbled into the kitchen, bleeding and carrying a Subway sandwich that he had bought on the way home. But according to law enforcement, Franklin County Sheriff's Deputy Jason Meade — who at the time was working for a U.S. Marshal task force that was seeking another suspect — saw Goodson drive by and flash a gun. Police say Meade later confronted Goodson near his car and asked him to drop his weapon. When Goodson refused, Meade fired.Attorneys for Goodson's family say law enforcement's account of the incident omits "key details that raise cause for extreme concern" and allege that police mistook Goodson's sandwich for a gun.Despite law enforcement's claims that Goodson was armed as he drove by officers, they have not said if he was armed at the time the shooting took place. Goodson's family says that he was legally licensed to carry a concealed weapon. There is no video recording of the shooting on file, as Franklin County does not require police to wear body cameras, and its SWAT vehicles are not equipped with dashboard cameras. On Friday, Columbus Police Chief Tom Quinlan said he expects protests to take place throughout the city over the weekend."I hear the cries for this community. I hear your demands for answers, for accountability, for justice ... we understand the issues driving people to gather and speak out," he said. 2071

The Girl Scouts of the USA have appointed their first-ever Black CEO.On Monday, Judith Batty took over as Interim CEO after Sylvia Acevedo, who was with the Girl Scouts for four years, stepped down on Aug. 10. Acevedo's last day with the organization was Saturday."When I was young, the Girl Scouts instilled in me the courage, confidence, and character that have guided me through my life and career. It is an incredible honor to bring those lessons back full circle to help the Girl Scouts navigate this transition," said Judith Batty, interim CEO of GSUSA in the press release. "As families across the country contend with so much uncertainty and upheaval, I am committed to ensuring that the Girl Scouts continues to offer shelter in the storm - a place where all our girls feel welcome can find community, solidarity, leadership opportunities and fun, despite the challenging moment we are all collectively living through."Batty began in the organization as a Brownie with the Nassau County Council in New York. She continued scouting over the years, later serving two terms on the National Board. Per CNN, Batty served for nearly 30 years as both a corporate executive and senior legal counsel for ExxonMobil. While at ExxonMobil, she became the first woman and first Black General Counsel of the affiliate in Japan, CNN reported. 1343

The end of net neutrality is now scheduled for next month. The Federal Communications Commission said in a notice filed Thursday that new rules repealing the net neutrality protections are set to take effect 30 days from this Friday, or June 11."Now, on June 11, these unnecessary and harmful internet regulations will be repealed and the bipartisan, light-touch approach that served the online world well for nearly 20 years will be restored," Ajit Pai, chairman of the FCC, said in a statement Thursday. The Republican-led FCC voted along party lines in December to repeal the Obama-era net neutrality rules, which were intended to prevent internet providers from blocking, speeding up, or slowing down access to specific online services. The FCC previously said that parts of the repeal order would take effect on April 23. The rest of the order required the approval of the Office of Management and Budget, which the FCC says it received earlier this month. The new timeline comes as net neutrality advocates make a last ditch effort to undo the repeal.Related: Trump administration sends mixed messages on big mediaSenate Democrats are currently pushing for a vote on a bill to overturn the decision as soon as next week. Even if the resolution passes the Senate, it still faces an uphill battle in the House.Gigi Sohn, a counselor to former FCC chairman Tom Wheeler, recently told CNN that the future of net neutrality will likely "stay murky" through the remainder of this calendar year, "at the very least."More than 20 states have filed a lawsuit to stop the net neutrality repeal. Several states, including New Jersey, Washington, Oregon and California, have gone so far as to push legislation to enforce the principles of net neutrality within their borders. This local legislation could lead to a legal showdown, however.A spokeswoman for the FCC previously directed CNNMoney to a section of the final order for net neutrality, in which the FCC asserts authority to prevent states from pursuing laws inconsistent with the net neutrality repeal."You do have a number of states who have passed rules and they haven't really implemented them because if they do they will be sued by the operators."It's patently illegal for the states to make their own internet policy," says Roslyn Layton, a visiting scholar at the American Enterprise Institute who served on President Trump's transition team for the FCC.Layton expects telecommunications companies will sue the states if they try to enforce the protections.  2527

The Food and Drug Administration’s Vaccines and Related Biological Products Advisory Committee has endorsed Pfizer’s coronavirus vaccine, in a major step toward an epic vaccination campaign that could finally conquer the outbreak. The group, in a 17-4 vote with one abstention, concluded that the shot appears safe and effective against the coronavirus in people 16 and older. The Food and Drug Administration is expected to follow the recommendation issued Thursday by its expert advisers. A final FDA decision is expected within days. The vaccine had already been authorization by officials in Canada and the UK.An emergency use authorization allows practitioners to administer a vaccine despite it not gaining full FDA approval. The EUA means that the vaccine is allowed to be used in non-clinical settings, which would allow Americans not in a trial or hospital setting to get the vaccine.Millions of shots would then ship to begin vaccinating health care workers and nursing home residents, but the Centers for Disease Control and Prevention will need to formally recommend the vaccine before health care officials can begin distributing the shots.Once it is authorized, it is expected that several million doses of the vaccine will immediately begin being distributed throughout the US to high-risk individuals. The first group of those expected to be inoculated includes health care workers and those who live or work in assisted living facilities.“The FDA recognizes that transparency and dialogue are critical for the public to have confidence in COVID-19 vaccines. I want to assure the American people that the FDA’s process and evaluation of the data for a potential COVID-19 vaccine will be as open and transparent as possible,” said FDA Commissioner Stephen M. Hahn, M.D. “The FDA has been preparing for the review of EUAs for COVID-19 vaccines for several months and stands ready to do so as soon as a EUA request is submitted. While we cannot predict how long the FDA’s review will take, the FDA will review the request as expeditiously as possible, while still doing so in a thorough and science-based manner, so that we can help make available a vaccine that the American people deserve as soon as possible.”Pfizer says that the vaccine is showing a 95% efficacy against coronavirus infection. It is one of two vaccines that could be approved by the FDA in the next few weeks. Moderna also has a vaccine candidate that is showing the efficacy of 95%.“Our work to deliver a safe and effective vaccine has never been more urgent, as we continue to see an alarming rise in the number of cases of COVID-19 globally. Filing in the U.S. represents a critical milestone in our journey to deliver a COVID-19 vaccine to the world and we now have a more complete picture of both the efficacy and safety profile of our vaccine, giving us confidence in its potential,” said Dr. Albert Bourla, Pfizer Chairman and CEO. “We look forward to the upcoming Vaccines and Related Biological Products Advisory Committee discussion and continue to work closely with the FDA and regulatory authorities worldwide to secure authorization of our vaccine candidate as quickly as possible.”One concern over the Pfizer vaccine is possible side effects on those prone to allergic reactions. The UK’s National Health Service is advising those prone to allergic reactions to not take the Pfizer vaccine as it investigates two health care workers having apparent reactions after receiving the vaccine.Once given authorization, officials will be forced to confront two challenges: Public confidence in the vaccine and distribution. Both the Moderna and Pfizer vaccines are required to be refrigerated until use, complicating distribution methods. Also, polls are showing that a significant number of Americans are hesitant to take the vaccine. Public health experts say getting the vast majority of Americans immunized is important in order to reach herd immunity against the virus and to allow for normalcy to return to the US.In addition to a number of public health experts saying they’ll get the vaccine as a way to instill trust, former Presidents Bill Clinton, George W. Bush, and Barack Obama said they would publicly take the vaccine in order to instill faith in the shot.Widespread access to the general public is not expected until the spring. 4342

The Daytona International Speedway announced the Daytona 500 will have limited fan capacity next year due to COVID-19.Organizers said they will continue to work with local and state health officials regarding fan attendance at the 63rd annual event set for Feb. 14."While the stands may not be 101,500 strong, one truth remains: we are as committed as ever to delivering a best-in-class experience at the World Center of Racing for The Great American Race. "To ensure social distancing between groups who will be in attendance, many fans will be reseated in new locations," organizers said. The speedway is expected to complete the reseating process by early January.Everyone at the racetrack will be screened before they enter the facility and they'll also be required to wear face coverings while maintaining six feet social distancing, organizers said. This story was first reported by Lisette Lopez at WFTS in Tampa Bay, Florida. 1699
