(AP) — California lawmakers on Tuesday moved to cap annual rent increases statewide for most tenants as a limited housing supply in the country's most populous state continues to drive up the cost of living while pushing more people to the streets.The California Senate voted 25-10 to cap rent increases at 5% each year plus inflation for the next decade while banning landlords from evicting tenants without just cause. Democratic Gov. Gavin Newsom says he will sign the bill into law, but first it must survive a final vote in the state Assembly where the California Association of Realtors is pushing to defeat it. Lawmakers must act by Friday.California's largest cities, including Los Angeles, Oakland and San Francisco, have some form of rent control, but a state law passed in 1995 has restricted new rent control laws since that year. In most places, landlords can raise rents at any time and for any reason, as long as they give advance notice.In Pomona, about 30 miles (48 kilometers) east of Los Angeles, Yesenia Miranda Meza says her rent has jumped 20% in the past two years. Monday, she marched with other tenants through the halls of the state Capitol chanting: "Once I've paid my rent, all my money's spent.""I'm a rent increase away from eviction, and that's with me having two jobs," she said "So if this (bill) doesn't go through and I get another rent increase, I really don't know what I'm going to do. I'm either going to be homeless or I'll have to cram into a room with a whole bunch of other people."Opponents have likened the proposal to rent control — a more restrictive set of limitations on landlords. California voters overwhelmingly rejected in a statewide ballot initiative to overturn the 1995 law last year.California Association of Realtors President Jared Martin said the group's 200,000 members strongly oppose the bill because it will "reduce the supply and quality of rental housing." It's an argument echoed by Republican Sen. Jeff Stone, who said developers would have no reason to build new housing if they can't make money off their investment."We'll see even a greater housing crisis because of the low supply of housing," Stone said. "Either this will force our constituents to join a 60,000 homeless population that we see in the LA area, or they will simply just move to another state."But supporters say the bill includes lots safeguards to prevent that from happening. The rent caps don't apply to new construction built within the last 15 years — a provision that prompted the California Building Industry Association to drop its opposition.Plus, the caps don't apply to single family homes, except those owned by corporations or real estate investment trusts. And duplexes where the owner lives in one of the units are also exempt."We all desperately want to build more housing. It was a very important aspect of this bill," Democratic Assemblyman David Chiu said.But even some Democrats who voted for the bill on Tuesday signaled they didn't like it, a sign the bill is not guaranteed to pass. Steve Glazer, a Democrat representing a district in the San Francisco Bay area, cited a 2018 study by Sanford University showing landlords under rent control are more likely to nudge tenants out by spending less on maintenance."Any time you reduce rate of return on an investment, you make that investment less attractive, and this is true even if new investment is exempted for 15 years as this bill does," he said.But Carolyn Wilson, a 71-year-old Sacramento resident, said she needs help now. Robert Grays was having the game of his life on Saturday as his Midwestern State University squad was beating Texas A&M-Kingsville 35-13. The 19-year-old sophomore had matched a career-high with seven tackles, with his team about to improve to 2-0 on the season. Saturday ended up being Grays' final game.  With 3:24 remaining in the fourth quarter, Grays went in for a tackle, severely injuring his neck. After being transported to Houston for treatment, Grays died on Tuesday from the injury. Grays was the squad's starting cornerback, and also played on special teams. Grays was a graduate of Fort Bend L.V. Hightower High School in Missouri City, Texas."We are saddened by the loss of Robert Grays, one of our own. This is not an easy time for anyone associated with the football program," MSU coach Bill Maskill said. "He was a tremendous individual. I really believe he might have been the most popular man on our team."He always had a smile on his face. I never saw him have a bad day. He was an uplifting spirit for all of us. He was an exciting, fun loving guy. He's going to be sorely missed. Somehow, someway we'll find a way to fight through it. Robert would want us to forge ahead."Saturday marked a deadly day in college football. (AP) — Officials say California's unemployment rate fell to a new record low of 4% in September.The state Employment Development Department said Friday that employers added 21,300 nonfarm payroll jobs. That extended California's record job expansion to 115 months.The unemployment rate in August was 4.1%, matching the previous record low first set in 2018.The state's current period of job expansion tied the 1960s' expansion when it reached 113 months.California has gained 3,348,900 jobs since the expansion began in February 2010. 561

Running out of ideas to entertain your kids? A California writer and performer took his ideas, got crafty on Instagram and it has kids everywhere giggling. Avery Monsen took us behind the scenes of the "Super Secret Secret Club."Monsen has a lot of day jobs these days. He writes and illustrates books for children and adults, he's done some acting and he's been in commercials. But these days, Hollywood isn't doing much. One day a friend of his asked him to make a video to help entertain his own kids, who were quite literally climbing the walls.“He knows that I have this sort of grab bag of circus and magic tricks and skills that are very rarely actually useful in life, but they are useful in entertaining children,” said Monsen.And so, the Super Secret Secret Club was born. You can find it online, on Instagram or on Instagram TV, and it is full of good, clean fun.“It’s just a bunch of cardboard and duct tape, but there’s also all these strings that go everywhere we’re probably going to lose our security deposit on this place, whoops,” said Monsen.There's no market research about what kids like and Avery describes himself as a someone who is quite possibly still a kid.“I think I’m just making things that I like is the truth, and my taste is the taste of a 4 and 9-year-old. The things that I think are funny are the things a 4-year-old thinks are funny,” said Monsen.He also made activity pages for kids. There's puzzles and games and even a Super Secret Secret Club membership card.“I knew that kids were going to get bored and antsy in the quarantine times. I felt the least I could do is make some fun videos for them," said Monsen.Monsen isn't in it for the clicks, likes or comments. He's purely helping kids laugh, for free. And admittedly, he says, he needed a project and he happens to have a garage full of crafts as well as a huge paper maché pet rock named Anthony, who talks, by the way.“Which maybe means I’m a bit of a hoarder. I have a lot of cardboard. We had just moved into this new apartment which had a garage. Before that, I was doing projects in the living room which made my wife very sad,” said Monsen.His content has kids everywhere giggling and Monsen says, “when you’re devoting your entire week to making a silly video and you’re not getting paid for any of it, getting videos of kids enjoying it and doing the activities and laughing really, really makes it worthwhile.”Certainly, it’s a worthwhile effort from a guy who has all the tricks, trades and a huge knack for making all the little ones laugh during a time when giggles are hard to come by. 2603
