BEIJING, Feb. 3 (Xinhua) -- China has decided to start public hospital reform with pilot programs in selected cities or districts in each province, autonomous region and municipality, according to a cabinet guideline passed Wednesday.The guideline on public hospital reform was discussed and approved by an executive meeting of the State Council chaired by Premier Wen Jiabao.The public hospital reform is aimed to establish a reasonable, effective and optimized medical service system, and to fully motivate all medical workers to provide the public with safe, effective, convenient and affordable medical services, according to a statement issued after the meeting.It was stressed at the meeting that public hospitals must retain its orientation of serving public interests and giving top priority to people's health.According to the statement, a coordination mechanism should be established between big public hospitals and grassroots medical service institutions so that they could cooperate with each other with proper division of labor.The management system of public hospitals should also be reformed so that operation and supervision of the hospitals are conducted separately, it said.The quality of public hospitals' medical services should be improved, whereas their incentive mechanism of income distribution should be perfected, the statement said.Public hospitals should also gradually quit profiting from drugs and rely on medical service charges and government subsidies.The guideline also encourages non-governmental sectors to invest in and set up non-profit hospitals.

BEIJING, Jan. 17 (Xinhua) -- The bodies of all eight Chinese police officers buried under a collapsed building in the Haiti quake had been found as of early Sunday morning Beijing time, the Ministry of Public Security said.     The first body was found at 4:30 p.m. Jan. 16 Beijing time after more than 80 hours of search and rescue work, and the other seven were retrieved from 10:42 p.m. to 3:56 a.m. Jan. 17 under the joint efforts of the Chinese rescue team, the Chinese peacekeeping force in Haiti and several foreign rescue teams, the ministry's emergency response work team announced Sunday. TAIPEI, Feb. 22 (Xinhua) -- Taiwan leader Ma Ying-jeou said Monday that negotiating and signing a wide-ranging economic pact with the Chinese mainland was "absolutely necessary" and "needs to be done quickly."Ma made the remarks here when attending a gathering for Taiwan business people with business on the mainland. BEIJING, Jan. 13 (Xinhua) -- Top Chinese legislator Wu Bangguo on Wednesday said China and the United States should respect each other's core interests and properly handle sensitive affairs in a bid to preserve the sound development of bilateral ties.     China and the United States should handle bilateral ties from a strategic and long-term point of view, said Wu, chairman of the Standing Committee of the National People's Congress (NPC), in a meeting with a U.S. senate delegation.     Wu hailed the sound development of China-U.S. relations in 2009,saying it indicated a smooth transition from the Bush administration to the Obama's and the relationship between the countries was progressing well.     He labeled the China-U.S. relationship as "one of the world's most important" during the half-hour meeting in the Great Hall of the People in downtown Beijing.     Wu pledged to further the exchanges between the two country's parliaments in a bid to promote strategic mutual trust, mutually beneficial cooperation and friendship between the two peoples.     The delegation, headed by Senator Patty Murray, was in Beijing for a meeting under a regular exchange mechanism between the two parliaments, in which the two sides discussed such topics as bilateral ties, parliamentary exchanges and climate change.     The U.S. senators highlighted the importance of relations with China, promised to enhance communication and dialogue with the NPC so as to promote mutual understanding.
