ENCINITAS, Calif. (KGTV) -- A popular Encinitas cafe was destroyed and nearby residences were evacuated following a blaze early Monday morning.Crews were called around 12:15 a.m. to a commercial building fire at 698 N Coast Highway 101, about three blocks from the coastline.Witnesses reported hearing an explosion then seeing the building fully engulfed almost instantly. He thought the noise was gunfire until he realized the popular Mozy Cafe was engulfed in flames."I went outside and saw like a really big orange glow," said Prior.Flames were still raging an hour after the first units arrived. More firefighting units were called to the scene and crews evacuated nearby residential buildings. No injuries were reported. In total, Mozy Cafe and three other businesses resided in the destroyed commercial building. ESCONDIDO, Calif. (KGTV) -- Graffiti referencing the New Zealand mass shooting that left 50 people dead was discovered at the scene of a possible arson at an Escondido mosque early Sunday morning. According to police, the fire started around 3:30 a.m. at the Islamic Center of Escondido located near the intersection of 6th Avenue and Escondido Boulevard. Police believe members of the mosque were able to extinguish the flames before firefighters arrived. Seven people were inside when the fire was reportedly set. No one was injured and minimal damage was done to the building, according to police. "Our message to community is to make sure they keep a watchful eye out,'' Escondido Police Lt. Chris Lick said. "If they see something suspicious, especially around a house of worship, they should call police.''According to police, graffiti left behind by the suspect made reference to the mass shooting in New Zealand, though details on the graffiti weren't available. Police tell 10News they are investigating the incident as attempted arson and a possible hate crime. No suspects have been identified at this time. Following the fire, members of the mosque scheduled an interfaith prayer vigil. The event will be held at 8 p.m. Sunday at the Islamic Center of Escondido. "Once again, we will stand together in love and prayer as we show our unified support for the members of this local Mosque and for the Muslim community at large. All are welcome to attend," the mosque said in a news release. CAIR also released a statement on the incident. Read the full statement below: 1587

ENCINITAS (CNS) - The city of Encinitas announced its intent Tuesday to join a countywide joint-powers authority that would provide energy service to residents and compete with private companies like San Diego Gas & Electric. The Encinitas City Council voted Aug. 21 to join the JPA, which will be headed by the city of San Diego, because it aligns with the city's Climate Action Plan. In February, the San Diego City Council voted to begin the process of establishing a so-called community choice energy program with the intention of inviting other cities into the fold as the program expands. The county of San Diego and the cities of Chula Vista and La Mesa have also expressed a willingness to join the CCE program in recent weeks. Later this year, the San Diego City Council will officially vote to form the authority.RELATED: San Diego to begin building alternative to SDG&E"We're excited to work together with the City of San Diego in accomplishing this key component of our very similar Climate Action Plans," Encinitas Mayor Catherine Blakespear said. "Partnering in a large regional JPA gives us many more opportunities to develop large-scale projects aimed at reducing greenhouse gases in the region."If the city of San Diego remains on its current timeline, the joint- powers authority would hire a CEO and CFO by the end of the year and begin hiring staff and securing funding in early 2020.City officials hope to have the project off the ground and providing energy in 2021, but would need to submit the proposal to the state's Public Utility Commission by the end of the year to make that deadline. The Encinitas City Council plans to vote on a draft JPA agreement in September. 1702

FALLBROOK, Calif. (KGTV) -- A North County baker who has lost thousands of dollars due to postponed or canceled weddings is trying to help neighbors and keep her business afloat at the same time. Jennifer Duarte said owning a bakery is a dream she’s had since she was a child.“There was a bakery close to my house and the lady worked in the window,” said Jennifer Duarte, owner of Elegance on Display. “I would go and I would just stand there and watch her and said, when I grow up I want to do that.” That’s what she did. She has owned Elegance on Display in Fallbrook for 15 years. With the COVID-19 pandemic—and her specialty being wedding cakes—she’s lost a decent chunk of income.“I had 50 weddings postponed… maybe eight of those are canceling completely,” Duarte said. She has three employees, two of which she had to lay off. She hopes to be able to rehire her employees, but for now, she’s just trying to stay in business. With some items, like eggs, hard to find on store shelves, she’s using her connections to provide a service to her neighbors and also make some up some of her lost income. “We can order bulk through our bakery supplier. Last week, I got flour, sugar, eggs, and butter,” Duarte said. She repackages it in smaller amounts to sell to her neighbors. She said she isn’t making a big profit, but the community has been great lending their support. “So many people realize that there’s not a huge mark up on it. They’ve been tipping or volunteering to help with deliveries,”she added. Duarte is also still making cupcakes, cookies, and small cakes for people who would like to place an order. “I’m just trying to bring a little joy to everybody who’s stuck at home. Cupcakes [and] cookies make everybody feel better,” Duarte said. She makes deliveries throughout Fallbrook, although you have to order ahead. You can also place an order for pick up. If you live outside the Fallbrook area, Duarte can deliver for a small fee. For more information, you can visit eleganceondisplay.com or email: eleganceondisplay@yahoo.com. 2055

ENCINITAS, Calif. (KGTV) — Opening a new small business in the middle of this pandemic is a risky move, but San Diegans are doing it. Candles on Tap in downtown Encinitas is taking the chance."Today is a big, nerve-wracking, exciting day but we are opening to the public," CEO and co-founder Chantel Johnson said. She and CFO and co-founder Marcus Wandell are hopeful about their new venture. "The feature event is the scent bar where you pull up a chair and pour your own blend," said Wandell. Johnson added, "We are a custom scent bar so when people come in, they’re able to hand pour their own soy candles, diffusers, and fragrance sprays and they get to choose from over 90 scents." Wandell says some of his personal favorites in their shop include a scent called "old books" and they also have a "cannabis" smell. The two are well aware of what they’re getting into. "We're opening in the middle of a pandemic and it's a brick and mortar store so what could go wrong, right?" Wandell said jokingly.Yet, they say they see this time as the perfect opportunity. “There's pent up energy and demand to get out and do something as long as it’s safe so we're seizing on that need in the community for folks to find an experience to do with their loved ones and friends,” says Wandell. The pair are not alone. The U.S. Census reports almost 3.3 million business applications have been filed this year which is up 700,000 from this time last year. There were reportedly more than 1.6 million quarterly applications. In California alone, week 43 saw almost 9,000 applications which is a 25% increase from this time last year.“Some of our friends [say we’re] so brave. This is a bold move but everyone's really excited for us,” added Johnson.Candles on Tap is located at 687 S Coast Hwy 101 Unit 155 in Encinitas. It's open Tuesday through Friday from 11 a.m. to 8 p.m., Sunday from `12 p.m. to 5 p.m. and closed on Monday. 1923
