CHULA VISTA, Calif. (KGTV) -- The Chula Vista City Council Tuesday approved a number of items to help people struggling during the COVID-19 pandemic. The city’s eviction moratorium was extended until at least July 31, giving renters relief if they cannot make their monthly rent payments.The council also approved a .5 million small business grant program to reimburse businesses for losses caused by the closures during the pandemic. The money comes from the federal government. Businesses can apply for the grant on the city’s website and must meet certain criteria. Some of the requirements include having less than 10 employees, being independently owned and not being an essential business.For businesses along Third Avenue, the relief is welcome. Chula Vista Brewery has moved their business outdoors and continued curbside pick-up to stay afloat during the pandemic.In a move to expand outdoor dining, Chula Vista’s council approved a permitting process to allow businesses on Third Avenue to expand into the public right of way, with social distancing and ADA compliance. This will allow for things like sidewalk and curb cafes.The city also authorized the closure of a portion of Third Avenue to traffic. CINCINNATI -- A preliminary investigation reports both technical problems and human error may have played roles in first responders' failure to locate a teen who was found dead of asphyxiation in a van parked in a high school parking lot Tuesday.According to documents from an internal review obtained by Scripps station WCPO in Cincinnati, the 911 operator who answered Kyle Plush's second emergency call said she couldn't hear him. Plush, 16, was found dead in a minivan near Seven Hills School hours later Tuesday night. In one 911 call, he said he was stuck in a van outside the school. In the second call, he described the make, model and color of the minivan where he was trapped and dying.Investigators don't believe there was a failure in the phone system at that time, so it's not clear why the second operator couldn't hear Plush. But the 911 operators' computers experienced trouble "around that same time frame," one of the internal documents states. The operator said her screen froze, preventing her from properly documenting the call. TIMELINE: What happened the day Kyle Plush died?Still, the operator tried sending a text message to Plush, asking him for the address of the emergency. She tried calling him twice, records show. He never responded.That operator's supervisors found her work in that incident was "unacceptable," according to one of the internal documents. Police Chief Eliot Isaac said Thursday that she was placed on administrative leave.?"Something went wrong here, and we need to find out why were weren't able to provide that help," Isaac said. RELATED: As Kyle Plush pleaded for help, why didn't officers find him?After Plush's first call, the 911 operator used cellphone GPS information to point police officers to the thrift store parking lot across from the school. Plush was within feet of those coordinates. Two Cincinnati police officers arrived about two minutes later, but said they didn't see anything. Officials haven't said exactly where the officers searched. They tried calling Plush's phone, but he didn't answer. It was then that Plush called 911 the second time. "This is not a joke," he said. "I am trapped inside a gold Honda Odyssey van in the parking lot of Seven Hills. ... Send officers immediately. I'm almost dead."Plush's words were picked up by the recording, even though the 911 operator said she couldn't hear any sounds on the line. RELATED: Sheriff: Deputy never looked in Kyle Plush's vanA few minutes later, a Hamilton County deputy called in to the emergency dispatch center to say that he had also looked for the caller, but didn't find anything. Chief Deputy Mark Schoonover said on WLW radio Friday that the deputy looked into a van, but it wasn't the right one.?"He did look into some vehicles. He looked into a van, but he never looked into the victim's vehicle," Schoonover said. "He never located that."Cincinnati police investigators who reviewed security camera footage also said the deputy looked into many vehicles, including a van, but never made it to the far part of the parking lot.Instead, a family member found Plush dead inside the van at about 9 p.m., according to police. Hamilton County Coroner Lakshmi Sammarco said he died of asphyxia caused by chest compression. Officials haven't yet said what pressed so hard into Plush's chest that he suffocated. Isaac, Sheriff Jim Neil and Prosecutor Joe Deters have all ordered investigations into what happened.? 3544

He threatened to harm parishioners attending a mass for All Saints Day on Thursday at 8 a.m., police said.A church representative called police, who arrested Escajada Wednesday on suspicion of Felony Criminal Threats. Investigators said they did not know the motive for the threat.The All Saints Day mass is part of a solemn holy day for Catholic worshippers, dedicated to honor of the saints of the Church, according to Catholic.org.The mass and Thursday classes were canceled despite the arrest, police said. CHULA VISTA, Calif. (KGTV) - A South Bay city is the latest the approve the sale of legal marijuana in San Diego County.An ordinance that will allow the sale of legal weed in Chula Vista was approved by city leaders Tuesday, after City Council twice delayed a vote on the issue.The ordinance allows for 12 commercial licenses (three in each of the city's four districts) and eight total storefronts (two per district). RELATED: Parents raise concerns over marijuana shop operating near children in Chula VistaPot shops will be required to be at least 150 feet from residential zones, 600 feet from youth centers or parks, and 1000 feet from churches, schools, or daycare centers. Business applicants must have a year of experience operating a legal marijuana business.The ordinance will also allow legal delivery services to operate in the city and for businesses that grow cannabis, though only in industrial areas of the city. Now, Chula Vista resident will be tasked with voting on a local cannabis tax. Tax dollars would pay for new changes, processes, and enforcement of marijuana in the city.If everything is approved, the measure would go into effect Jan. 1, 2019, a year after a voter-approved proposition legalized weed across California.Chula Vista leaders hope the new ordinance will help crack down on illegal pot shops operating within the city. 1421

  

CHULA VISTA, Calif. (KGTV) — As ICU capacities continue to dip, coronavirus positive cases within the local Latino community stay high. Leaders within the Latino community are now pleading with people to stay home during the holidays. Christmas is just days away, it's a festive time for family, a joyous time of gathering. But Nancy Maldonado with the Chicano Federation says this year, that cannot happen."I get it, it's hard, but it's necessary, and it's what we have to do right now," Maldonado said.The percentage of Latino San Diegans testing positive with COVID-19 is disproportionately high. While making up 34% of the county population, Latinos make up nearly 60% of positive COVID cases. With ICU space now extremely limited, Maldonado says they cannot afford to add to those statistics."Latinos have been hit really hard because of the overrepresentation in front line jobs, because of crowded housing, and because of a number of different factors," Maldonado said. "What we're seeing right now is the fallout of people gathering from Thanksgiving, and we don't want to see these numbers increase."Last week, ABC 10News reported that the wait times at the South Chula Vista Library's free, no-appointment COVID testing site were hours long. But beginning Sunday, the county changed the site to be appointment only. The goal is to keep people from going out and gathering at a COVID-19 hotspot.The South Bay, which is home to many Latinos, has been hit hardest with the virus. Maldonado says that is why the Chicano Federation has boots on the ground to launch the "With Pride" campaign."It's the 'Con Orgullo' campaign, 'With Pride,'" Maldonado translated. "Because what we really want to do is touch on people's pride that they feel when keeping their families and communities safe."Their message is for people to get tested, stay safe, and stay home during the holidays."We are very family-oriented," Maldonado said. "Traditionally, we do gather during the holidays, and we gather in large groups. So we're sending a message that this holiday season, it has to look different so that next year, we can all get back to celebrating the way we love to. It's great to feel hopeful.
