BEIJING, Dec. 1 (Xinhua) -- China's efforts to deal with lawsuit-related public petitions have seen positive results with 616 such cases being resolved as of the end of October, figures from the Ministry of Justice show.Since March, when a campaign to manage cases of public petitions and complaints began, judicial and administrative departments across the country have dealt with 6,501 lawsuit-related petition cases."In order to avoid lawsuit-related public petitions from the root, prisons and detention centers across the country have launched training programs for prison police to promote their management and law enforcement capacities," Vice Minister Hao Chiyong said Wednesday at a meeting.In China, many public petitions and complaints involved mistreatment of prisoners in detention centers as police sought confessions by allegedly torturing detainees."Through these efforts, the number of lawsuit-related petition cases have dropped significantly," Hao said.In addition to police training, local governments were told to carefully consider and check corruption-prone cases and those strongly felt by the public, and deal with these cases in accordance with laws and regulations.According to Hao, the ministry is planning to let mediation play a larger role in solving public conflicts and complaints by organizing legal workers to provide legal aid and guide people to express their demands in a reasonable manner.Figures released this September by the State Council Information Office show that, in 2009, the number of letters from, and visits of people for petitioning, dropped by 2.7 percent over the previous year, a decrease for the fifth consecutive year.

WUHAN, Nov. 15 (Xinhua) -- Chinese Foreign Minister Yang Jiechi said Monday that Premier Wen Jiabao's imminent visit to Russia and the 15th regular meeting between the Chinese and Russian prime ministers would further promote the bilateral relationship.Yang made the remarks while meeting with his Russian counterpart Sergei Lavrov at the 10th Meeting of the Foreign Ministers of China, Russia and India in central China's Wuhan city.However, Yang did not give a specific date for the prime ministers' meeting in Russia.During his meeting with Lavrov, Yang praised progress of the development of China-Russia strategic partnership of coordination this year. BEIJING, Nov. 30 (Xinhua) -- Chinese Premier Wen Jiabao on Tuesday urged Israel and Palestine to stay on the path of peace talks and take constructive moves to advance their stalled peace talks.Wen made the appeal in a message to the Conference in Commemoration of the International Day of Solidarity with the Palestinian People, which was held Monday at the United Nations headquarters in New York.Offering warm congratulations for the event on behalf of the Chinese government, Wen stressed that the Palestinian issue is at the core of the Middle East issue.The Chinese government has all along firmly supported the Palestinian people's just cause of restoring their legitimate national rights, and the efforts to continuously push the Middle East peace process forward, Wen said.The talks between Israel and Palestine have now reached a pivotal stage, he said, voicing the hope that both sides will stay on the track,take positive and constructive efforts, avoid any disturbance of the talks, cooperate with international mediation efforts, and constantly promote the negotiation process.He expressed the hope that on the basis of related UN resolutions and the "land-for-peace" principle, an independent Palestinian State with full sovereignty will be established and the peaceful coexistence of Israel and the Palestinian State will be achieved.An early settlement of the Palestinian issue is the expectation shared by all Middle East countries and peoples and the international community, Wen said.As a permanent member of the UN Security Council, China will as always support the United Nations in playing a vital role on the Middle East issue, he said.He added that China, along with the international community, will continue to make unremitting efforts to seek a just solution to the Palestinian issue and promote peace, stability and development in the Middle East.The UN General Assembly adopted a resolution in 1977 designating Nov. 29 as the International Day of Solidarity with the Palestinian People.
