SAN DIEGO (KGTV) - What looks like a fire zone on a busy Ocean Beach street is a fraud, the City of San Diego confirmed to 10News Wednesday. The red curb at Abbott Street and Santa Monica Avenue got the attention of neighbors. Diana Webster has lived in the community for 66 years and said people have been getting active with spray paint. “On Friday, five scooters were parked in there and on Saturday, somebody had painted black where all the scooters should be parked. Sounds like there is some suspicious activity with spray cans, I guess so,” Webster said. “I think it’s pretty crazy someone got away with it,” said a neighbor identified as Rodrigo. The city said illegal red curbing happens regularly in parking-dense areas and the best way to take care of it is to report it through their Get It Done app. If the paint looks different than a typical red curb, it’s likely illegal, the city said. 910

SAN DIEGO (KGTV)- A plan to permanently remove the traffic along Normal Street in Hillcrest and replace it with a promenade will be voted on Tuesday. If approved, the westside traffic lanes would become a pedestrian walkway with dedicated bike lanes. It would also make room for the weekly Hillcrest farmers market and other events. “They call it a promenade but where are people promenading to,” says Linda Hanna, owner of Salon Antoine. Hanna has owned the business near the corner of Normal Street and University Avenue for almost 20 years. “We are in favor of something like this, but we need to think it through.”Other business owners are worried because the project would eliminate a driveway to a nearby shopping center.“If you don’t close that driveway, you have a driveway going right to the park, and that’s a real problem,” says Benjamin Nicholls, Executive Director of the Hillcrest Business Association. To add space to the east side lanes, some parking spaces will be moved. The Hillcrest Business Association says there are plans to add dozens of parking spaces near Lincoln Avenue. The Uptown Planners will vote on the project Tuesday at 6 p.m. The Hillcrest Business Association will be holding an event before the vote to update members of the community on the project. 1296

SAN DIEGO (KGTV) -- When professors at San Diego City College weren't prepping for fall semester, they were getting in on a little TikTok action thanks to English professor Christy Ball."I watched a lot of TikTok this summer, I fell in love with all the silliness in America and I really needed it when all the bad news was coming and coming," Ball said. She teamed up with 30 of her colleagues "to let students know we understand this isn't the ideal learning environment but that we believe in them, and we are so committed to their success and we're going to work with them the whole way." Together, they created a 2-minute TikTok-inspired clip with messages like "We're in this together," "You're not alone," and "We are listening."The video's editor and SDCC English professor Kevin Gossett said, "Putting something out like this is a good reminder that we're ready for this. We've been doing months and months of training in so many different ways just for this moment to support you."Gossett said it took a few weeks to edit the video but the hardest part was teaching writers how to TikTok."I did zoom recording sessions where I was walking them step-by-step. I'm like 'Throw it in air so it looks like someone threw it at you' because a lot of people didn't understand 'film magic.'"Ball added, "We recognize this is super strange seeing your class and their kids in the background, pets everywhere, so we wanted to play with that and have fun with the video."Overall, Ball said she wanted one message in the video loud and clear: "We care more about their well being than we do the assignment, we know we can help them get the work done. We're being very mindful about the changing environment and responding to it in a way that's very compassionate." 1768

SAN DIEGO (KGTV) -- Two San Diego-based Marines are under investigation after posting a video that appears to show them in "blackface."According to KPBS, Zach Highfield originally posted the video on Snapchat. Highfield's Instagram page shows him in his Marine uniform. The video shows Highfield and another man in uniform with their faces blackened. One of them is heard saying "blackface." The other man puts on his cap and salutes. At one point, one of them uses a racist slang used to describe African Americans. The video shared on social media, with many people on Twitter, saying the Marines should be kicked out of the military. Bishop Cornelius Bowser is the pastor of Charity Apostolic Church. He agrees. "It seems as though, whether it's military or someone in the community or working for a company, they should have learned by now that this is unacceptable," said Bishop Bowser. Highfield told a KPBS reporter, they were wearing charcoal masks used to clean pores. He said they didn't mean to offend anyone. 10News tried calling Highfield at the number posted on his Instagram page, but his voicemail was full and he did not respond to texts. Bishop Bowser believes the two knew exactly what they were doing. "We pay our tax dollars for them to protect and serve our country and this is not it, right there, that kind of display, that kind of character should not be allowed." A spokesman with The Third Marine Aircraft Wing, based at Miramar Air Station, wouldn't release any details, but said the matter is under investigation. Major Josef Patterson sent 10News the following statement. 1610
