SAN DIEGO (KGTV) — County officials closed a portion of La Jolla's coastline after a sewage spill Friday morning.The closure was issued for the area of Playa Del Norte in Windansea, near the 7000 block of Neptune Pl., after a sewage spilled before 9:30 a.m.Seven year La Jolla resident Marc Hirschfield said he was walking his dogs Saturday morning when he noticed the yellow warning signs dotting the beach and asked lifeguards what happened. He said they told him "there was a manhole cover that overflowed and raw sewage spilled into the ocean."Lifeguards told 10News it was a storm drain to blame in the same area.The spill has been contained, according to the County Department of Environmental Health, but there still may be impacts to water quality after 130 gallons of sewage entered the beach area.Warning signs have been placed in the area until samples of the ocean water indicate the water is safe for recreational use. It's not clear how long the area will remain closed.Some beach-goers ignored the signs, others, like surfer Cole Reiner just didn't see them. "Well I went out into the water. I mean contaminated doesn’t sound great, but I was out there and it says may cause illness so that’s not great," he said. Lifeguards couldn't say when the beach would reopen. SAN DIEGO (KGTV) – Around 400,000 people in San Diego County face hunger, including one in six children. To fight and end hunger in our county, programs like Feeding San Diego bridge the gap for those facing food insecurity and getting access to donations. "We were faced with so many decisions of its either food or paying the bills," said Gabriela Sanchez. Sanchez, a mom of four with a baby on the way, struggled to put food on the table after her husband got sick. "It was hard to even explain to the kids," Sanchez said. Now, she is getting the help she needs through Feeding San Diego's program in Oceanside. The program sets up at San Luis Rey Elementary school, one of their distribution sites, so the community can get access to free healthy food. "It's been a big difference between eating fruit from the cans to eating the fresh fruit and vegetables," Sanchez said. Donate to Month of a Million MealsAccording to Matthew Jennings, Director of Communications at Oceanside Unified School District, access to fresh, healthy food, will help students succeed in the classroom. "When a child shows up for school in the morning, and their belly isn't hungry and they're not worried about what they are going to each for lunch, students and families are able to focus on their education and on their time together," Jennings said. Gabriela Sanchez says the food has made a positive impact in her kids' lives. "With Ivan and Jacob, we've seen so much improvement. They have actually been able to exceed their reading levels, their math levels. They have been able to concentrate more," Sanchez said. The impact Feeding San Diego's program has had on this family is life-changing. "They go, mom, you're always crying, and I'm like it's just a blessing," Sanchez said. SAN DIEGO (KGTV) — Border officials say they seized more than .1 million in narcotics in two days at ports of entry in San Diego and Imperial Valley counties.Monday, a 45-year-old Mexican citizen driving a commercial bus was stopped at the San Ysidro port of entry and underwent a secondary screening. A K9 officer detected narcotics in the vehicle's gas tank.Officers found 229 pounds of cocaine, 23 pounds of fentanyl, and more than six pounds of heroin in the gas tank. In a second incident, on Tuesday, agents stopped a 23-year-old U.S. citizen at the Calexico East port of entry and referred them to a secondary screening. The port's imaging system screened the vehicle and noticed an anomoly in the back seat. A K9 officer also made a positive detection.Officers discovered 73 wrapped packages of methamphetamine hidden in the back seat, firewall, glove box, and inside vehicle panels.Later that same day, at the Calexico West port of entry, a 35-year-old Mexican citizen was found to be smuggling narcotics in the same manner.Imaging and a K9 officer detected narcotics, leading officers to find 50 wrapped packaged of methamphetamine inside vehicle panels.CBP officials seized all of the narcotics, valued together at more than .1 million.“Seizing these 400 plus pounds of narcotics is not only about keeping drugs out of our communities,” said Pete Flores, Director of Field Operations for CBP in San Diego. “It’s also about keeping millions of dollars in profits away from transnational criminal organizations, and preventing the ensuing crime and chaos they cause on both sides of the border." 1617

SAN DIEGO (KGTV) - Businesses are bracing for Governor Gavin Newsom's announcement Monday after San Diego has been on the state's watch-list since July 3, due to a surge in coronavirus cases.Newsom could announce indoor activities, like arcades, restaurant dining, movie theaters and museums will be shut down to contain the spread.This news comes as San Diego restaurants faced a volley of changes over the past four months."I think that the only thing that is constant is the change," Chief Brewing Officer Mike Hess said from his Imperial Beach brewery.He said the lucky thing about most of his locations is they have outdoor space, so they can shift more easily. Barnett said they have been doing take out since the beginning of the pandemic, but never reopened for dine in.She said the small space at her business and horror stories of other restaurants and bars dealing with enforcing social distancing, wearing a mask and employees testing positive with the virus, helped her stick to her guns.On Friday, she posted this on Instagram, "After much consideration, Small Bar will be closing for the entire month of July (possibly longer). When the global pandemic was declared almost 4 months ago, we decided to quickly switch gears and continue to serve our community as thoughtfully and safely as possible. SAN DIEGO (KGTV) -- Councilman David Alvarez says he's tired of driving by vacant storefronts in urban communities like East Village and Barrio Logan. He believes city rules requiring some high-rises to put retail space on ground floors are too rigid. Alvarez has put forth a proposal that would allow for more flexibility and creativity, giving buildings the option to put housing and live-work spaces on ground floors. "We need to think outside the box when it comes to housing. We have placed so many rules on the books it makes it hard to do things differently," said Alvarez. If passed by the council, Alvarez says the permits to convert spaces would be temporary. After a period of time, potentially 10 years, the owner would reevaluate whether a retail store could then succeed. If not, they could apply for another permit. East Village alone has seen multiple businesses shut its doors in recent months, including Smashburger, Bottega Americano, SOL CAL Cafe, The Market Hall and Tilted Kilt Pub and Eatery.  1054
