(KGTV) - Monique Ramsey has struggled with weight most of her life."I'm 5'1, and so weight loss has always been something that's a struggle, and it's definitely a heredity component."Ramsey said diet and exercise were never enough."I think I've tried just about everything, and you know, it's hard to sort of feel like you're starving yourself through crazy diets and things like that," said Ramsey.RELATED: The DNA diet creates personalized diet plan for users; here’s how it worksIn July of 2017, she decided to try something new."This is a tool that is such a game-changer," said Ramsey.That tool is the Obalon Balloon System. Mark Brister invented the device at the Obalon Therapeutics manufacturing center in Carlsbad."There weren't a lot of technologies out there to help people who were just overweight. Most people had to wait until they were morbidly obese in order to be eligible for treatment so we decided to invent a product that would fit the middle ground," said Brister, who is the Chief Technology Officer at Obalon Therapeutics.Obalon is the only FDA approved swallowable gas-filled balloon for people roughly 30 to 100 pounds overweight. RELATED: Eating breakfast may not help you lose weight, study says"It's about the size of a cheeseburger, and the doctor will place three of these by having you swallow them in a simple in-office procedure over the six to eight weeks," said Brister.The balloon is inside a large capsule that is attached to a thin catheter. The doctor uses a computerized navigation system to track the balloon as it travels into the stomach. Once it's in the stomach, the balloon is filled with gas. The patient will get three balloons over six to eight weeks."This is sort of like being able to have stomach stapling without having surgery," said Ramsey.Side effects after the first balloon is inserted can include nausea and cramping. Ramsey said she didn't have any problems."You're actually taking up the room in the stomach, so you're having a smaller stomach, but there are no permanent after-effects long term," said Ramsey.RELATED: Celebrities are fighting over the 'keto' diet. Here's what science says about how healthy it isAfter six months, the balloons are removed during an endoscopic procedure. Ramsey lost 25 pounds and has managed to keep it off. She wants to lose 25 more."For me, that's a huge jump start, and I've never been able to get that far in that short amount of time."The balloons are kept in for six months, but success requires a life long commitment."What the balloons do, they're sort of a tool, I think is a tool to sort of say, help retrain your brain and help recondition yourself to eat less, eat better, make better choices," said Ramsey.The program also includes a year of nutrition and exercise support.RELATED: La Jolla lab creating cure for baldness"I can still be just as happy. I don't need M&M's, I don't need Fritos, or whatever "thing" it is, it really helps reset your mind and motivation to stay healthy," said Ramsey."All of a sudden, you start to see people as they start to lose weight, they start to gain confidence, so I have many times, we've seen people lose 50 or 75 pounds and gain 500 pounds of confidence," said Brister.In October, Obalon Therapeutics opened its first full-service weight loss center in 4S Ranch. Rita Starritt is the doctor."When you are very overweight, you've already tried a low carb diet, and you've tried a keto diet and you need something else to happen you and a lot of it is education, lifestyle changes, nutrition, the system, the balloon system helps people lose twice as much weight as those who did diet and exercise alone," said Dr. Starritt.In 2017, the FDA issued a warning about potential risks of liquid-filled intragastric balloons. The balloons have been linked to the deaths of twelve people around the world since 2016. The FDA has not issued any warnings related to the Obalon system."What Obalon does is it floats up, and it moves around, it's very buoyant, so in terms of the ability for the device to float around and not cause damage to the stomach, that's really what differentiates us," said Amy Vandenberg, Chief Clinical and Regulatory Affairs Officer of Obalon Therapeutics.The treatment costs roughly ,000 and includes a year of nutrition and exercise support."It's all about moderation, and the balloons are a nice reminder of that so that you don't have to feel that something is forbidden," said Ramsey. 4487

The question of who is responsible for paying to fix it has the City of Carlsbad battling with those who live in Camino Hills.“It’s been a tremendously stressful experience for everyone,” said Mike Perry, who has lived in Camino Hills since 2001. Joe Matthews has called the Camino Hills community his home for about 19 years. “We have lunch out here, sometimes dinner,” Matthews said, as he showed Team 10 the front patio area where he relaxes with his wife. “The grandkids come visit.”“It’s a really wonderful community,” Mathews added. What he did not know was something was going on beneath the surface. “It came as a real surprise,” Matthews said. According to court documents filed by the Camino Hills Homeowners Association in 2018, the City of Carlsbad noticed damage to the pavement and sidewalk right by Camino Hills Drive back in 2007. In January 2009, a geotechnical firm placed devices in the slope to track the movement. There was more slope movement detected during the El Ni?o rainstorms from 2016 and 2017.To fix the issue, it could cost anywhere from 0,000 to about million, according to Elizabeth French. French represents the Camino Hills Homeowners Association. She said the city did not fix the problem properly in the first place. “The city actually knew that there was an ancient landslide at this location and rather than make the developer make a more expensive repair, they allowed the developer to put in a subsurface buttress made of soil, but in recognition that that wasn’t the best repair,” French said. She said when this community was being built, the City of Carlsbad entered an agreement with the developer of Camino Hills. In the indemnity agreement, French said it required the developer to fix any problems for up to 10 years after the community was built. Camino Hills was built in the mid-1980s and the developer is now out of business. French said the city is now asking the residents of Camino Hills to foot the bill.“There’s nothing in this association’s government documents alerting any of the prospective purchasers that there’s this enormous liability out there, that they could be tasked with addressing down the road and that kind of notice is required in the law,” French said.Joanne Stout’s modular home is right by Camino Hills Drive. “This is it. This is where I’m going to be until they carry me out of here,” Stout said. However, if residents are forced to pay for street repairs, she would have to sell.“I would be one of the ones that would have to leave and that would make me very sad,” Stout said.Nobody with the City of Carlsbad would agree to an on-camera interview. CARROLL COUNTY, Ind. -- There were no survivors from a plane crash Thursday night in Carroll County, according to Indiana State Police. The Cessna 441 went down around 7:30 p.m. local time in a field near Carroll County Roads 500 West and 600 South, just north of Rossville.The plane took off from Eagle Creek Airport in Indianapolis at 7:21 p.m., according to flight records. It was headed to Green Bay-Austin Straubel International Airport in Green Bay, Wisconsin.At 7:39 p.m., data shows that the plane was between 18,000 feet and 28,000 feet when it disappeared off radar, sources told Scripps station WRTV in Indianapolis. Shortly after, multiple people called 911 in Carroll County, reporting a plane down. People who live in the area who heard the crash say it sounded like thunder.First responders had trouble finding the wreckage at first because it was so dark and far back in a field. They eventually used ATVs and other off-road vehicles to access the area. WRTV learned that there were at least three people on board.There is no word on what caused the plane to go down. Officials with the FAA and NTSB are expected to arrive on the scene Friday morning to begin their investigation.  1275

  

CARLSBAD, Calif. (KGTV) — A 52-year-old modeling photographer was arrested this week in Carlsbad, accused of sexually assaulting a teenager.Robert Koester, of Carlton, Ore., was arrested on Tuesday at a Carlsbad Blvd. residence after the reported sexual assault of a 16-year-old during a modeling shoot, according to Carlsbad Police.Police were alerted to the reported sexual assault on Monday after the teenager said she met with Koester, who was subcontracted by Frank, a Carlsbad-based modeling agency. MAP: Track crime happening in your neighborhoodThe victim said during the photo shoot, Koester sexually assaulted her. She left the shoot early and told her father about the incident.Police investigated and found Koester at the residence, which he was temporarily renting. Police said other evidence was collected at the scene.Investigators are working with the modeling agency, Frank, to identify other possible victims. Investigators believe Koester worked under the aliases "Rhake Winter" and "Bert Kay" as well.Anyone with information about Koester is asked to call Carlsbad Police at 760-931-3819 or email their tipline at tipline@carlsbadca.gov.Koester has been charged with great bodily injury, sexual battery, possession of child pornography, and providing harmful material to a minor. Carey Dean Moore, 60, a convicted murderer of two 47-year-old fathers in 1979, has become Nebraska's first execution by lethal injection.The execution by lethal injection — by way of a four-drug combination that's never been previously used in an execution — started at 10 a.m. Tuesday, as scheduled. He was declared dead at 10:47 a.m. Tuesday."This agency has done so with professionalism, respect for the process, and dignity for all involved," said Department of Corrections Director Scott Frakes in a press conference following the execution.The body will be remanded into the custody of the Nebraska State Patrol, he said, and an autopsy will be conducted.Ten witnesses observed Tuesday's execution: three inmate witnesses, a member of the clergy, four media witnesses, and two staff members.During the press conference, media witness Grant Schulte of the Associated Press recounted the details of Moore's final moments, as well as his final statement:"Just the statement that I hand-delivered to you already about my brother, Donny, and the innocent men on Nebraska's Death Row."Omaha World-Herald reporter Joe Duggan, another of the media witnesses, said Moore remained composed throughout the process."He certainly looked maybe slightly shaken. The gravity of what was happening to him was clear on his face and his expression," Duggan said. "But he was composed. His voice was clear when spoke. He clearly looked around the room to see who all was there, otherwise kind of kept his gaze toward the floor."The media witnesses said they were not able to see when each drug was administered during the lethal injection procedure. They said they were secluded from the other witnesses, and could not hear inside the execution chamber."There didn't appear to be any complications," said News Channel Nebraska reporter Chip Matthews, another media member selected to witness the execution.Brent Martin of Nebraska Radio Network was also a media witness to Moore's execution Tuesday. Martin, who has witnessed several other lethal-injection executions, said Moore's execution took "much longer." Duggan said it was recommended to the witnesses and those who assisted in preparing for an execution that they seek out someone they can talk to as they process what they have witnessed.Moore was sentenced to death for the 1979 shooting deaths of cabdrivers Reuel Van Ness and Maynard Helgeland in Omaha. Both men were 47-year-old fathers shot by Moore five days apart.Ahead of the execution, Moore was taken from his death-row cell at Tecumseh prison to the State Penitentiary in Lincoln and placed under a suicide watch in a medical unit there until his execution.As the execution proceeded, the prison went on modified operation status: Inmates were required to stay in assigned living spaces until the execution was over and all media and witnesses had left.Moore was escorted to the execution chamber and strapped to the table, at which point IV lines were inserted by the IV team, and a heart monitor secured.Witnesses were then escorted to their respective viewing rooms.A curtain was lifted so that witnesses could observe Moore had been prepped for lethal injection, then Frakes gave the order for execution to proceed.The warden checked for consciousness after the first round of drugs was administered before ordering subsequent substances administered. Once all four drugs had been administered, the curtain was lowered.The Lancaster County Coroner officially declared the death, out of sight of the media witnesses. Once Moore's death was confirmed, the curtain was lifted so media could view the body.Frakes and media witnesses are expected to address the media following the execution.A few family members of Moore's victims and a handful of death-penalty protestors gathered Monday morning outside the state penitentiary in Lincoln.  3865
