(KGTV) -- First responders in Carlsbad are prepared for any emergency, thanks to their state of the art training facility."This is how we become good," says Carlsbad Fire Captain Scott Tucker. "This is our hallowed ground where we get to spend all the time, make the mistakes here, so we don't make them out there."The Carlsbad Safety Training Center spans four acres. It includes a four-story live burn tower, a two-story home, and a main street replica. It also has two shooting ranges, classrooms, and computer simulation rooms.The parking lot can also be used for driving simulations and tests."It's realistic training," says Carlsbad Police Captain Peter Pascual. "The officers can utilize what they learn in the training environment, out in the field."The shooting ranges are adaptable, letting agencies set up different scenarios. They can even drive cars into the range. "It allows us to get in the right frame of mind in how to survive and solve these problems in the field," says Pascual. "We try to create scenarios that are realistic and functional for the success of the officers in the field.""It allows us to get a good foundation in training and build on stuff that we normally don't get to do," says Tucker.Facility Manager Jason Kennedy says the complex tries to stay as modern as possible, always adding more ways to train."We're always looking forward, cause training is so dynamic," says Kennedy. "We're trying to look forward at what things are emerging in the environment."The facility has become so popular, other state and federal agencies have rented the facility from Carlsbad for their own training events.This year, 28 different agencies from around California and the rest of the United States have booked time to train in Carlsbad. Hundreds have stopped by either for tours or training since it opened."It is movie-esque," says Tucker. The apps include Postmates, Uber Eats, Door Dash and Eat 24.All four apps have slight differences when it comes to restaurants, fees and how easy they are to use. Not every app has the same restaurants on them, so you might have to use an app that has the restaurant of your liking.Door Dash was the simplest app to use because there weren’t that many choices or suggestions to help you choose what to eat.Eat 24, like many of the other apps offered food categories like American, Asian and Mexican to help you narrow down your choices.We found when placing your order on each app you had to add your credit card and address, but for Uber Eats you did not. If you have an Uber Ride Share account, it's automatically synced up to that app. It cut the ordering time in half if you were a new user.Although we used Postmates for ordering food, we learned you can use the app for ordering anything. Some use Postmates to order clothes to be picked up or getting an item from the drug store delivered to their house.No matter which app you use there’s a place to save money by adding a promo code. But, you’ll need to watch out for hidden service fees outside of the usual delivery and tax fee.A great feature all the apps have are alerts or push notifications letting you know where your food is and when it will be delivered.Almost every app delivered the food we ordered 10 minutes earlier than their estimated arrival time. CARLSBAD, Calif. (KGTV) - After hundreds of signs and fences along the trails at the Carlsbad Ecological Reserve are ripped from the ground, Fish and Wildlife is now setting up a specialized enforcement team. Secret cameras set up around the 500 acre reserve caught dozens of bikers ripping up signs, cutting fence wire and vandalizing property.Fish and Wildlife representative Peter Tira told 10News this is nothing new."We're not dealing with recreational mountain bikers, we're dealing with folks who disregard the law and believe the law doesn't apply to them," said Tira.Starting Saturday, April 6, Fish and Wildlife enforcement officers will hand out citations to all bikers who are caught riding the trails. Each citation comes with a 0 fine. "We've installed about 500 signs on this property almost all of which have been taken down or vandalized. On each of the signs it says 'No Bicycles'," said Tira.However, many mountain bikers who showed up to the trails Wednesday told 10News this is a popular spot for many in the Carlsbad area. Ivan Sekanovich comes to ride these trails at least once a week and is disappointed that Fish and Wildlife are letting the actions of a small group of bikers ruin it for the rest of them."For the most part, people know where they're supposed to hike and the bikers know where to bike," Sekanovich said. 1358

CHESTERFIELD COUNTY, Va. -- Even though his truck does not have sirens and his uniform does not offer added fire protection, Anthony Gaskins is considered a hero in the Hallsley neighborhood in Chesterfield County, Virginia.Gaskins is a driver for UPS and during the pandemic, his daily deliveries have been life-saving, both literally and figuratively, to the Midlothian neighbors. "Through COVID, Anthony has continued working, delivering packages at our doors, record numbers of them, over 180 times to date," Hallsley neighbor Patty Friedman wrote in an email. "I wanted to thank him personally for how much he helped me feel welcome when I moved in during a pandemic. It was terribly lonely and he was always the highlight of my day. CARLSBAD (KGTV) - In response to a four year construction project that recently kicked off, California Highway Patrol has lowered the speed limit on a stretch of interstate 5 by 10 miles per hour. The stretch is about eight miles long, through Encinitas and Carlsbad. The entire project will eventually go all the way to the 78. The project with add HOV lanes over the next four years. The new speed limit will help to protect workers in the area working closely to the passing vehicles. California Highway Patrol officer Mark Latulippe tells 10News, "the days of well we just put the signs up and we’re giving you a grace limit, are over". They've put up dozens of signs to warn people of the change, dropping the speed limit to 55 miles per hour. Despite the many signs drivers are ignoring the change and sticking to their normal speeds upwards of 70 miles per hour. The signs have been up for about a month but Latulippe says, "we are sending enforcement units out now to start that ticketing process of trying to slow this down". Drivers can now expect to get pulled over and ticketed from here on out. Because the area is a work zone, the tickets will be double the normal speeding fine. 1202
