Police released new details late Tuesday afternoon about a dog owner who gunned down two people inside a Port St. Lucie home the day before.Investigators said Guy Alexander Hansman, 55, and his daughter, Harper Hansman, 11, were shot and killed by their neighbor, identified as Ronald Delserro, 82, at a home on Monday.According to police, the violence stemmed from a dispute over the gunman's dog, a bull mastiff named Roxy. Earlier on Monday, the animal had been declared dangerous in court."They all came home from court and then the suspect armed himself and went to the victim's house," St. Lucie County Sheriff Ken Mascara said at a news conference.Authorities said that after police officers and deputies arrived at the scene on Monday, they entered the home and exchanged gunfire with Delserro, who was armed with two handguns.An officer was shot in the arm and was treated at the hospital and later released.A SWAT Team later discovered Delserro dead inside the house, according to police. It's unclear how he died.In a truly tragic development, police said Harper Hansman was the person who called 911 before her death.According to the Port St. Lucie Police Department, the feud dated back to March 4, when Delserro's bull mastiff attacked and bit a woman who lived at the victims' home.That eventually led to a court hearing in which the animal was declared dangerous."I believe this to be an intentional act of violence against these neighbors," said Port St. Lucie Assistant Police Chief Richard DelToro on Monday. "It's tragic. You can't rationalize irrational behavior."On Tuesday, 24 hours after the violent and tragic attack, crime scene investigators continued processing the scene. Around 12 p.m., Port St. Lucie Animal Control arrived and officers appeared to take an animal away from the community.A contractor said he saw the gunman's wife just moments after the shots rang out."She said, 'I hope he didn’t do something stupid,'" Ray Layfield said. Through a six-week program, it’s supposed to help people fall asleep faster and stay asleep by using cognitive behavioral therapy. It's encouraged by doctors because it tackles sleeping habits by changing people's negative thinking patterns. But do sleep apps really work? One expert at the University of Colorado says they do help provide certain information that your doctor may not have, like how long you're sleeping every night. But there are other things sleep apps can't do. “Where they fall short is when they're sort of estimating your sleep stages,” says Christopher Depner, a sleep expert at the University of Colorado. “That's gonna be your light sleep, your REM sleep and your deep sleep. In some people they're accurate, in other people they're less than 50% accurate. So, for right now, we really can't use them medically to assess sleep staging.” If an app alerts you that you're getting less than seven hours of sleep, talk to your doctor. These sleep apps are not actual medical diagnostic devices because they're not approved by the FDA. That's not to say they won't ever be approved, but right now, app makers are having a hard time getting the green light.The same applies to any other app that intends to treat other conditions. 1391

PHILADELPHIA, Pa. – Around the world there are more than 100 safe injection sites, in countries like Canada, Australia and Spain. However, in the U.S. there are none. “In 2017, 1,217 Philadelphians died of overdoses. Last year about 1,150,” said Philadelphia’s former mayor, and the state’s former governor, Ed Rendell. Rendell has been leading a fighting for Philadelphia to open the first safe injection site in the country. He joined the organization Safehouse in this effort shortly after his best friend’s son overdosed on heroin. “When John Decker died, it became personal,” added Rendell. “Decker wasn’t my son, but I knew him since he was a 2-year-old boy.”Safe injection sites provide a place for users to inject drugs under medical supervision. The proposal has landed Rendell and supporters of the plan against the federal government. The Department of Justice sued Safehouse last year to block the site but then earlier this month this call happened. “It’s kind of a nuance. He just said it’s not unlawful activity,” said a board member of Safehouse who was on speaker phone in Rendell’s office. The call described a judge’s decision minutes earlier. The federal judge denied the Trump administration’s motion to block Safehouse from opening a safe injection site under the federal Crack House Statue. “It is clearly a victory,” said Rendell during the call. A victory against the D.O.J for now, but Rendell and Safehouse still have to win over the public. There’s a lot the criticism around the idea of a safe injection sites, some argue one in the U.S. would be promoting the use of opioid drugs rather than curbing it. “Ridiculous! No one is going to get hooked on opioids because they think of themselves well if I get her back and always inject in front of a medical personnel,” Rendell responds. However, many in the community of Kensington, where the safe injection site would be located, add additional concerns. Some neighbors fear a site would bring addicts from all over the city to a neighborhood already struggling and possibly take that neighborhood to a new low. “If you have time I’d say go out to Kensington and look at what’s there right now couldn’t get any worse,” argues Rendell. “My message to the neighbors is that we are going to bring it all indoors no one is going to be shooting up in front of your kid

Food is a basic necessity, but getting access to that food, doesn’t always come easy. “I have been using SNAP off and on for about 13 years,” SNAP recipient Andrea said. Andrea is on food stamps. SNAP – the government’s “Supplemental Nutrition Assistance Program” – is the country’s largest nutrition assistance program. “I did not have any family to support me, I had lost my job, and I had a child with a lot of health needs. So I was in a place of needing to provide food for my family,” Andrea said. At one point in her life, Andrea says she was budgeting a week for groceries. It wasn’t enough to support her whole family. “I had this moment where I just kind of sat on the kitchen floor and realized that I could allow myself to go hungry, but I couldn’t let my kids. And it had reached the point that I was afraid that was going to happen,” Andrea said. So, she applied for SNAP once again. Andrea is one of nearly 40 million Americans currently using the program.“It provides individuals and families who have lower income with access to food benefits on a monthly basis. It’s transferred on an electronic benefit card, that can be used just like a debit card at a grocery store,” said Karla Maraccini, the Division Director of Food and Energy Assistance Programs at Colorado Department of Human Services. The Colorado Department of Human Services is preparing for a change to the SNAP program, expected to go into effect April first. “A proposed rule was finalized regarding requirements for able-bodied adults without dependents. These are adults that are age 18 to 49 who do not have a dependent child in their care under the age of 18,” said Katherine Smith, the Division Director of the Employment of Benefits Division. Under current rules, able-bodied adults can only receive three months of SNAP benefits in a three-year period if they work less than 20 hours a week. However, there has been an exception to that rule. “Based on unemployment rates and other economic factors, states have been able to get waivers so that those able-bodied adults without dependents did not have to meet those work requirements,” Smith said. The administration’s change will make it more difficult to get approval for that waiver. The Agriculture Department estimates it would cut benefits for roughly 688,000 SNAP recipients, which in turn would save the federal government around .5 billion over five years.On Twitter, Secretary of Agriculture Sonny Perdue explained why he thinks the country will benefit from the change. He tweeted “the USDA’s rule lays the groundwork for the expectation that work capable Americans re-enter the workforce, where there are currently more job openings than people to fill them.” Secretary Perdue says the program was intended to provide assistance through difficult times, not as a way of life. Andrea argues the situation is isn’t so simple. “If you aren’t eating enough, then you can’t be healthy enough to even work,” Andrea said. She says SNAP is already a work-support tool that ensures families access to nutritious foods so they can focus their energy on supporting their family. Since she has children, she won’t personally be impacted by the SNAP change, but she knows quite a few people who will be. “I think that you should know that there’s a very good chance that you might know somebody.”  3364
