SAN DIEGO (KGTV) - Southcrest neighbors banned together to file a lawsuit against the City of San Diego, claiming a city park was not designed to properly drain and therefore floods the neighborhood each time it rains.Last December was the breaking point for neighbors near Southcrest Trails Park, at S. 37th Street and a dirt road behind houses situated on Beta Street. They say feet of water flooded into their homes."This actually becomes a sinkhole, this area," said Greg Montoya, who is leading the charge with his hefty binder full of decades of documentation of the problem. Montoya has pictures of his white pickup truck sunken rims-deep into his yard due to saturation.The lawsuit describes it as "a 66-acre, 1.2-mile corridor in the Southcrest neighborhood of San Diego to construct Highway 252, which would connect Interstate 805 and lnterstates 5 and 15."The project never materialized, Montoya says, because St. Jude, thinking of the school, put up a fight."So then the City of San Diego put dirt berms in to keep people from driving back here, to keep people from throwing trash back here, because it became a dump," Montoya said. SAN DIEGO (KGTV) -- San Diego State University canceled spring break 2021 on Tuesday night, citing concerns of rising COVID-19 cases. Instead of the traditional nine day break, students will get four "rest and recovery days" scattered throughout the semester. The days will create multiple long weekends for students and faculty. The decision was made during a University Senate meeting. The vote was 44 to 28. The school senate is made up of faculty, staff and student representatives. Within hours of the decision, an online petition gained thousands of signatures from students asking for the school to bring back spring break. In a lengthy email sent to the entire campus, school officials explained the decision was made in an attempt to slow the spread of COVID-19,citing health and safety as the schools top priority. Officials say the rest and recovery days are for no instruction, assignments, deadlines or exams. SAN DIEGO (KGTV) -- State health officials are working to catch up on a large backlog of COVID-19 tests.According to Marik Ghaly, California'sCalifornia's Health and Human Services Secretary, a server outage on July 25 led to a delay in lab records coming into the reporting system.Ghaly says they also realized they weren't getting data from one of their largest commercial labs for five days, between July 31 and August 4, because the state neglected to renew a certification."We apologize. You deserve better. The Governor demands better of us,"" Ghaly said during a Friday virtual news conference.Ghaly says there are an estimated 250,000 to 300,000 tests that need to be processed, and that will happen in the next 24 to 48 hours.The system accepts results for other reportable diseases, so the records have to sorted, Ghaly said, though adding that a majority will be COVID-19 test samples."We expect that over the next 24 to 48 hours that the backlog that's between 250 to 300 thousand cases will be resolved giving us a better sense of the number of tests that were delayed," Ghaly said. "We are reporting this data to the counties based on the date the specimen was collected so we can attribute it to the appropriate date."Ghaly points out the state froze the county monitoring list last week, so the problem should have affected any decision-making policies. He also says it doesn't change any state trends with case rates, which he says are still trending downwards slightly.However, it's unclear how the delay in reporting will impact contact tracing.The Governor has ordered an investigation into the error. 1629

SAN DIEGO (KGTV) - San Diego Police say a Chula Vista woman killed her mother in a Mission Valley office building, then shot herself days later with the same gun.Homicide detectives investigated the 911 call from an office building on Camino Del Rio South in Mission Valley on July 22.Officers found Maria Kelly, 66, dead inside her office.RELATED: SDPD: Mother murdered, daughter deadKelly's 34-year-old daughter, Crystal Vasquez, drove to the location hours later.Vasquez went into the restroom of a nearby business and was discovered dead of a gunshot wound.San Diego Police said Vasquez shot and killed her mother the afternoon of July 20. The next day, Vasquez cashed a ,000 check written from her mother's bank account.Police told 10News the Vasquez likely shot her mother after being confronted about stealing money from the family business. Vasquez embezzled money from her mother's Mission Valley accounting business for about a year, according to police. Police believe Vasquez shot herself after learning about the possibility of cameras at the building's entry and exit.A forensic examination confirmed the handgun Vasquez used to commit suicide was the same gun used to kill Kelly.  Video surveillance also showed Vasquez was in the office with Kelly at the time of the murder. 1330
