(KGTV) - Chula Vista is the second-largest city in San Diego County, and it is continuing to grow.Gayle Montisano grew up in Chula Vista, and she now lives and works in the city as a realtor. She's seen first hand how things have changed and has witnessed the influx of people.According to the California Department of Finance, the city had one of the biggest population increases in the state last year.Montisano told 10News she hears all kinds of reasons why people want to move to Chula Vista.See complete coverage of Life in Chula Vista"We have the great weather, we're close to the [military] bases, close to the freeways, and we have new housing developments which are smart and efficient," said Montisano.Smart and efficient are big draws for people buying their first home or retirees looking to downsize."We have brand new homes for mid-0,000s and we have million-dollar homes," said Montisano.Part of the explosion of growth includes urban developments that some describe as cities within cities. According to Montisano, that is exactly how Chula Vista can change but still be the place so many people know and love. 1157

(KGTV) — Chula Vista's sprawling University and Innovation District site was presented to California State University consultants this week as a possible location for a future campus.Eric Crockett, Chula Vista's economic development director, says consultants provided city, business, and education leaders with "a lot of feedback" during discussions about the region's possibilities."Everybody was very supportive, everyone knows there’s a need for higher education," Crockett said. "South Bay has a need for higher education."Chula Vista Mayor Mary Casillas Salas added that the meeting showed "pretty significant movement" for the city's planned University and Innovation District, which includes more than 500 acres of availability for a campus."I think is the best argument in our favor is that we're in a bi-national region and that this is a huge economic driver in the State of California," Salas said. "If you want to enrich the California economy, building those educational ties is the best for the future."RELATED: Groundbreaking ceremony held for two projects along Chula Vista BayfrontPalm Desert, Stockton, Concord, and San Mateo County are also being considered for a future CSU site.Mike Uhlenkamp, senior director of public affairs for CSU, cautioned that even though cities are being considered, it's not a guarantee that a campus gets built anywhere. Right now, he says the university system is "kicking the tires" with a feasibility study. Uhlenkamp added that building a campus could cost millions of dollars, so it's a tough argument to start.Which is where Chula Vista's argument looked to make an impact, drawing inspiration from another CSU project: San Diego State Mission Valley.Crockett said that a potential CSU campus in Chula Vista could mix in commercial and residential uses to help with funding.RELATED: SeaWorld's Sesame Place theme park begins construction in Chula Vista"It’s nice with what SDSU has done, it helps. The state already understands that model," Crockett said. "It’s almost the same for-profit model."City officials have already envisioned the district would include a commercial and residential component. The now city-owned Olympic training center, adjacent to the site, added to the appeal for any collegiate athletics. Chula Vista laid all of those qualities on the table."We’re trying not to create a drain on the state or take money from other universities," Crockett said. "When we did our planning document, it also contains for-profit uses."In addition to Chula Vista's land availability, the area is home to Southwestern College and situated near several other community colleges, including San Diego City College, San Diego Mesa College, Cuyamaca College, and Grossmont College.Salas added that the city has continued talks with San Marcos-based Saint Katherine College for 10-acres of the site. Salas said that university could potentially start off the site's development and work alongside the CSU development, adding more appeal for CSU.Consultants will continue to meet with leaders from each community to learn how a potential campus could best serve the state's higher education needs. Those meetings will consider the area's relationship with community colleges, benefit to the region, land availability, and potential enrollment.Consultants developing the feasibility study are working on behalf of CSU to keep the process objective, Uhlenkamp says. Crockett said the feasibility study should be finalized by July 1. 3515

(KGTV) -- A card room in Chula Vista has built an elaborate outdoor facility as a way to continue its business and comply with San Diego County COVID-19 pandemic-related health guidelines.Seven Mile Casino’s new “card room” is actually a 5,500-square-foot tent, complete with tables distanced six feet apart, Plexiglass partitions to separate players, and touchless hand sanitizing stations around the tent.Before guests can enter the area, they must first go through a health screening. Staff and patrons must wear a face covering at all times while on the property.Seven Mile Casino spokesperson Brad Samuel said they’ve been working with health officials to make sure the casino meets all guidelines. They’re even using their cameras to help with contact tracing.Samuel added, "If someone was to get sick and say later, ‘I was at Seven Mile Casino,’ we can literally show that person and show authorities every single person that that person came into contact with … so they can be notified."Now that the casino has opened its doors, it means about 300 people also have jobs again. 1112

  

CHULA VISTA (KGTV) -- Talk about setting the academics bar high.An unexpected message sent to families of Rancho del Rey Middle School in Otay Ranch Wednesday night left about 2000 students trying to explain why they were required to attend Saturday School.("Could you describe the ruckus, sir," was probably said.)The school blitzed automated phone messages, texts, and emails alerting parents or guardians to have their child at school 8 a.m. Saturday morning for a half day of study."A teacher will come out to greet your student and escort them to a classroom, they are released at 12pm. Students should bring school work or reading materials for a 4 hour period of study," the message said.The school, which broadcast the messages to every registered family at around 5 p.m., confirmed about five hours later that the barrage of alerts was an error. "Earlier today a message about Saturday School was sent to all students. Please disregard the message, it was meant for a select group of students that needed to attend," said Rancho del Rey Middle School Assistant Principal Michael Govea.Since the school offices were closed when the messages were sent, nobody was around to answer calls from anxious families. In the span of that radio silence, trepidation across the student body prompted people to search for answers on Facebook."A few of my son friends received a notice for Saturday school from rancho del Rey middle. These kids are good student with no absences. Any parent receive a message about Saturday school?," one parent posted on a Facebook community page."I hope they send another message out saying it was a mistake or they are going to have a huge drop off on Saturday morning for Saturday school lol," another parent wrote.While the epic Breakfast Club summit won't take place, the school is requiring at least some students to be at campus this weekend. "We will re-send the message Thursday night for those that need to attend. We truly apologize for any inconvenience this may caused you or your student," Govea said. 2055

  

CHULA VISTA, Calif. (KGTV)— The Chula Vista Police department is investigating a home invasion robbery that happened Saturday night on the 1600 block of Claret Cup Drive.80-year-old Don Oder believes he may have had an encounter with one of the suspects.He told 10News he was unloading the bags from his late night shopping trip Saturday and saw a man walk into his garage.“He says 'I’m thirsty. Can I have some water?' So I got him a glass of water,” Oder said. That was around 10:30 p.m. at Oder's home near Camarena Elementary School.At the time, Oder did not know that the person who asked for water could have been a suspect in a home invasion robbery that happened moments prior. “I didn’t put two and two together right away,” Oder said. Chula Vista Police said someone fired a gun at a nearby condo on Claret Cup Drive around the same time.Two people entered and robbed the residents, then ran east. No one was hurt.Looking back now, Oder believes one of suspects may have been the man hiding in his garage.“Pretty obvious that he didn’t want to be seen,” Oder said. Oder describes him as a young, built, clean-cut man.He was surprised at the man’s get-away car.“He said, I’ve called an Uber and it’s going to be here in a few minutes.”Oder stayed with him for a few minutes until the man suddenly ran.Moments later, he and his grandson called police. The next morning, Oder’s son Tim was walking toward the crime scene.Tim Oder said he found a bundle of stuff next to a car along Exploration Falls Drive.“I pulled a hat out, walked a little further, and then I started pulling some gloves, and I thought, oh my God, these are white latex gloves!” Tim Oder said. The water cup and the bundle of items are now with Chula Vista Police, being processed for evidence. The Oders said the fact that one family had two run-ins with an unusual crime in a safe neighborhood is a crazy coincidence.“It seemed so strange, you know?” Oder said. Chula Vista Police said the suspects are still at large and asked the community to be vigilant. 2154
