CHULA VISTA, Calif. (KGTV) -- The Sweetwater Union High School District’s reopening plan for the 2020-21 was approved by its board Monday, with the school year set to begin Aug. 3 via distance learning.The district first announced its reopening plan during a meeting on July 23.From Aug. 3-Oct. 2, all classes will be virtual -- based on public health orders issued by the state.To start the year, while distance learning, students will be on a daily block schedule. Students will have three classes a day with 30-45 minutes of face time with their teacher and 45-60 minutes of class spent as independent study.Devices for distance learning will be available for all students. The district’s plan indicated a July 29-31 window for device distribution.Attendance will be monitored and grades “will be based on mastery and course completion requirements.”During the school year, the district plans to evaluate the possibility of a return to in-class instruction on three dates:-- Sept. 21: District will assess whether distance learning will continue after fall break.-- Nov. 30: District will assess whether distance learning will continue into second semester or potentially bring 10% of students back to schools.-- March 1: District will assess whether distance learning will continue through the end of the school year.If in-class instruction is allowed, all schools will have safety protocols in place that will be monitored.The reopening plan notes all afterschool programs will be virtual.All fall sports are postponed until at least mid-December, based on CIF guidelines.Click here to view a draft of the Sweetwater Union High School District's full reopening plan 1678

CHINO HILLS, Calif. (KGTV) -- Fire officials say a brush fire that destroyed a two-story mansion in Chino Hills Monday may have been sparked by a bird, according to KABC. According to Chino Valley Fire, the blaze was caused by a large bird striking high-voltage power lines. The department says the bird then caught fire and fell to the ground, igniting the grass. The tweet went on to say that fire officials and SoCal Edison representatives inspected the power pole and found that there was no transformer installed on the pole as initially reported. No evacuations were ordered and no injuries reported. The blaze started near Chino Hills Parkway and Falling Star Lane just before 2 p.m., KABC reports. 715

CHULA VISTA, Calif. (KGTV) - This week Chula Vista Police shut down yet another illegal cannabis dispensary, an ongoing problem that's grown in recent years. While the city doesn't allow any cannabis sales at the moment, police believe there's roughly a dozen or more operating illegally in the city.“One of the challenges with unlicensed, illegal cannabis business is that they move and they change. The number of facilities is always changing, the location of facilities changes quite frequently," said Captain Phil Collum.Captain Collum says their most recent bust was one of the most egregious cases he's seen, from the number of cannabis products to security measures.“I was standing inside the facility and was shocked at what they had done," said Collum. "The windows were sealed shut with metal plating; the front door was actually, had a welded security grate that was locked closed, it had pretty much sealed off any emergency evacuation routes to this facility.”He says if there were a fire or sudden emergency in the building people could have been trapped. Captain Collum said they were alerted to the illegal operation by neighbor complaints. "It’s so important that community contact us and let us know where they believe an illegal cannabis for marijuana business might be located.”Chula Vista PD partnered with Chula Vista's Office of the City Attorney and the Code Enforcement Department to serve a civil abatement warrant for the illegal cannabis dispensary. “I’m not frustrated with the process, what’s frustrating quite honestly is people are taking advantage of our community.”Captain Collum urges the public to continue notifying authorities when they spot illegal businesses popping up in the city. 1731

  

CHULA VISTA, Calif. (KGTV) - Chula Vista Police and Sweetwater Union High School District security personnel trained Thursday to protect South Bay schools.The 6th annual Security Work Group Training, held on L St. in Chula Vista, was held to share security measures.The event was pre-planned and not related to the Parkland school shooting in Florida Wednesday, officials said.Chula Vista Police say they work with school resource officers to monitor situation both on and off campus. "They're handling kids that bring knives, drugs, maybe have made threats," said captain Vern Sallee. "I've gotten calls at midnight on a Saturday night that somebody posted something on social media. We would rather chance down false leads all day long than have to follow up on a real lead after a tragedy."The Sweetwater district says they have one of most comprehensive training sessions in the county. Their schools are required to do two emergency lock down drills each year.  989

  

CHULA VISTA, Calif. (KGTV) -- A close family friend is speaking out after a 15-year-old boy was stabbed at a Chula Vista birthday party while defending his friend. Devin Griffiths was stabbed at a birthday party on the 900 block of Maria Way in Chula Vista on January 31. Reid Schneider, a friend of the family, says the party was first advertised on the social media platform Snapchat. Schneider says there was a doorman at the party as well as security guards. Witnesses say an argument between Devin’s friend and another teenager escalated into a fight outside. Devin, who was not involved in the original fight, intervened to help his friend when he was stabbed. "They started hurting Devin’s friend. Devin jumped in and he was beat down pretty bad and stabbed a few times," Schneider said. "He had some severe brain damage. I guess he was considered dead on scene and they kind of brought him back."RELATED: 15-year-old stabbed, killed protecting friend at Chula Vista birthday partyDevin underwent at least five surgeries within the first 12 hours, according to Schneider. He died on February 16 after being taken off life support. "There was a lot of times where we thought there was hope and and unfortunately there was too much damage," Schneider added. Police told 10News Tuesday that the teen “passed away with his family at his side.”A candlelight vigil was held for the teen Wednesday night on the Helix High campus, which is where Devin went to school. A GoFundMe has also been set up to help the family. "He was a kid that has gone through a lot more obstacles than a lot of other kids and adults as a 15-year-old. And he was striving. He was striving and he was going to make something of his life," Schneider said. All the suspects are still at-large. Investigators believe witnesses may have used their cell phones to record the stabbing and are asking anyone with information or video to come forward.
