SAN DIEGO (CNS) - A North County organization was awarded 0,000 in grant funding from the Department of Justice today to provide up to two years of transitional housing assistance for human trafficking victims.North County Lifeline Inc. is one of 73 grant awardees to receive funding Tuesday aimed at providing six to 24 months of transitional or short- term housing assistance for trafficking victims, including rental, utilities or related expenses, such as security deposits and relocation costs.The funding will also go toward assisting victims in finding permanent housing, employment, occupational training and counseling.The Office for Victims of Crime, a component of the Department of Justice's Office of Justice Programs, awarded ,104,338 overall to organizations across 34 states, in what the department said was the largest federal investment of its kind.North County Lifeline Inc. is a community-based human services organization serving low-income and underserved populations in San Diego County, according to the organization's website.The organization's housing program utilizes a housing-first model that does not require tenants to meet criteria that often precludes trafficking victims from attaining housing, according to a statement from the U.S.Attorney's Office, which said substance abuse issues, mental health issues and prior criminal records often keep trafficking victims from qualifying for long- term housing.The office said the organization is looking to serve around 75 trafficking victims over the project period.Clients will also be offered supportive services such as ongoing case management, medical and dental care, (limited) legal assistance, literacy/GED/education assistance, LGBTQ services, substance abuse treatment, trauma counseling, life skills training, and employment and financial coaching.``Eradicating the horrific crime of human trafficking and helping its victims are top priorities for the Department of Justice,'' U.S. Attorney Robert Brewer said. ``We are working relentlessly to bring human traffickers to justice and to deliver critical aid to trafficking survivors, who often have nowhere to go once they are freed from trafficking. We cannot allow the trauma of trafficking to give way to new dangers caused by homelessness, which often leads to re-victimization by predators. These funds will provide San Diego victims the shelter and support they need to turn the corner and begin a new life.'' 2469

SAN DIEGO (CNS) - A man who wounded an off-duty sheriff's deputy and a bystander by opening fire in the Gaslamp District two years ago was convicted of assault with a firearm Thursday in his third trial in the case. Ray Pitoau, 39, was convicted of two counts of assault with a firearm for the Aug. 7, 2017 shooting that injured Deputy Jason Philpot, who was walking through downtown with his two brothers following a Metallica concert at Petco Park. Also injured was bystander Vladimir Shvets, a passerby in San Diego for a convention. Pitoau was also convicted of a lesser charge of assault on Philpot's younger sibling, Joshua, who Pitoau initially got into an argument with on Island Avenue near Sixth Avenue just after 1 a.m. RELATED: Gaslamp deputy shooting suspect escapes Spring Valley SWAT standoffSentencing is scheduled for Dec. 11. Pitoau was convicted in a prior trial of three felony firearm possession counts and was sentenced to 27-years-to-life for those convictions. However, both of his previous trials in the case resulted in hung juries regarding the assault charges. Jason Philpot testified that he tried to wrap his arms around Pitoau and get the gun away, but the defendant was able to pull the trigger, wounding the deputy in the chest and right arm. A second round also passed through his right arm. One of the rounds ricocheted off the sidewalk and struck Shvets. Pitoau testified that he grabbed a gun in self-defense because a group of men, including Philpot, were advancing on him. He testified that he and Jason Philpot both grabbed onto the gun, leading it to fire as they grappled over the weapon. SAN DIEGO (CNS) - Mayor Kevin Faulconer and San Diego Police Chief David Nisleit have launched a digital marketing campaign that aims to fill more than 200 positions that are currently vacant in the department, the mayor announced Thursday.Downtown-based Loma Media will run the marketing campaign, which includes videos that will be shared on social media as well as a new recruitment website, with the goal of fully staffing the department by 2020, Faulconer said."Getting the San Diego Police Department back to full staffing of over 2,000 officers is a top priority," Nisleit said in a statement.In December 2017, the City Council approved an agreement to boost salaries for San Diego police officers through the 2020 fiscal year.Since the raises were announced, the number of officers lost to other law enforcement agencies is down 84 percent from last year, Faulconer said."The best way to keep San Diego one of the safest big cities in the country is by attracting the best and brightest recruits to the San Diego Police Department," Faulconer said in a statement. "We're going to be innovative and creative in how we do that."Loma was one of four companies that responded to a request for proposals issued by SDPD earlier in the year. A panel selected the firm because of its social media expertise and prior clients, which included the U.S. Naval Special Warfare Command, Semper Fi Fund, UC San Diego and Google, among others.The 0,000 contract with Loma, which was approved in June, lasts two years, with an option to extend the contract for up to three more years.Funding for the first two years of the marketing contract was included in the current fiscal year budget. 1691

  

SAN DIEGO (CNS) - A woman who pointed what turned out to be a pellet gun at two San Diego police officers who followed her into a downtown parking structure during the Rock-N-Roll marathon is scheduled to be sentenced Friday.Mona Elease Williams, 59, pleaded guilty in September to a pair of felony counts of resisting an executive officer by threat or violence. She faces a maximum of eight years and four months in state prison.On the third day of the defendant's preliminary hearing three months ago, Deputy District Attorney Michael Runyon dismissed allegations that Williams personally used a deadly weapon in the crimes. He said that because he couldn't prove that the pellet gun was loaded, the allegations had to be dismissed.Williams -- who has convictions for burglary in 1986 and assault in 2003 and was sent to prison in 2015 -- would have faced 62 years to life behind bars if convicted as charged.The defendant's good friend, Lisa Wilson, testified that Williams texted ``death by cop'' hours before the June 3 confrontation with officers. In body-worn camera video recorded as Williams was arrested, she is seen frantically trying to explain to Officer Ronald Hamilton that she is bipolar and off her medications.``She told me she wanted to harm herself,'' Hamilton testified. The officer said Williams was acting erratically, breathing heavily and was showing signs consistent with someone under the influence of methamphetamine.Minutes earlier, an officer followed Williams after a motorist trying to find a parking space told the officer that Williams -- driving Wilson's car -- hit her from behind and took off. Runyon said Williams was spotted in the car near the entrance to the First Avenue city parking structure by an officer who thought he saw a gun pointed at him. Williams proceeded to the top of the parking structure and pointed the pellet gun at an officer, who fired two shots at her but missed.Another responding officer accidentally shot himself in the leg during the incident. 2018
