SAN DIEGO (KGTV) -- An apartment complex for the homeless could soon be coming to Clairemont Mesa. Developers say in an effort to be transparent they are holding a community meeting on Wednesday.Two developers experienced in affordable housing are leading the project. They call the 50-unit proposal “Permanent Supporting Housing” meaning services will be available on-site.If the complex houses the chronically homeless, neighbors worry about tenants with substance abuse disorders or serious mental illness.The community meeting will take place Wednesday from 4 to 7 p.m. at the SDG&E Energy Innovation Center on Clairemont Mesa Boulevard. 653

SAN DIEGO (KGTV) -- A tortoise no longer on the loose is still waiting for its rightful owner in East County.The tortoise, believed to be an older male, was found Thursday by Heartland Paramedics.It was roaming the streets of El Cajon and is now staying at the El Cajon Animal Shelter.Workers there say this is not a situation they often face.“Not in the City of El Cajon," said Shelter Manager Jill Jones. "Perhaps in outer-lying counties, they have a little more tortoise traffic, but we generally do not."A family who saw the original 10News story believed the tortoise was their beloved pet Frankie who went missing a week ago. SAN DIEGO (KGTV) - A San Diego mom is hoping the county's new plan to provide more affordable housing will help keep her off the street. Leticia Rodriguez, her mom, and two kids have been living in Rodriguez's van the last several months, but right now the van is in the shop. They're hoping to get into the San Diego Rescue Mission. It would be their first time sleeping at a shelter."You have to come back at  5 ' o'clock and line up and you know, wait to get in, every day, until you get a bed," said Rodriguez. Rodriguez makes  an hour as a team leader at Jack N' The Box. She's been looking for a place she can afford for more than a year. "You can get a studio for 0 then you're lucky, but then they say how many are you? Then they say, that's too many," said Rodriguez. Tuesday the San Diego County Board of Supervisors voted unanimously to set up a million dollar trust fund for the county to use to invest in affordable housing. The vote followed a brief presentation by staff detailing the housing-related hurdles in the San Diego region, including that more than 3,500 affordable units have been lost in the last 20 years. 1192

SAN DIEGO (KGTV) -- A suspect who reportedly sexually assaulted a female student at Mesa College has been taken into custody Friday night, according to the San Diego Community College Police.The sexual assault happened around 1:30 p.m. on the grassy area outside the Mesa College LRC.The suspect reportedly walked with the woman before pinning her down in the grass and trying to put his hand down her pants and under her shirt.Police released no further details about the suspect Saturday.  509
