But they are not breaking the law.Wisconsin is an open carry state, meaning anyone who gets a gun legally can carry it in most public places without a license or permit.But that's not the case for minors like 17-year-old Kyle Rittenhouse, who is accused of shooting three protesters in Kenosha Tuesday night, killing two of them.Kenosha Police Chief Daniel Miskinis confirmed to reporters Wednesday that you have to be 18 to open carry in the state of Wisconsin.And according to a 2009 memo from the Wisconsin Department of Justice, police can stop someone openly carrying a gun to determine if a crime is being committed.The DOJ says officers can stop someone if they have "reasonable suspicion" of criminal activity, adding Wisconsin's open carry law, "...is not a shield against police investigation or subsequent prosecution."In this case, police could have asked Rittenhouse how old he was and stopped him before he allegedly pulled the trigger.There are some exceptions in Wisconsin state law allowing minors to carry guns, including if they are in the military and in the line of duty, as well as if they are under adult supervision and using it for target practice or instruction. JOSHUA TREE, Calif. (KGTV) - A San Bernardino County couple has been arrested after authorities said they kept their three children in unsanitary and unsafe conditions.Sheriff's Department deputies were conducting an area check Wednesday afternoon in the 7000 block of Sunfair Road when they located a trailer that appeared abandoned. A large rectangular box made of plywood was also located on the property.Upon inspection, deputies found there was no electricity or running water and several large holes, mounds of trash, and human feces on the property.Police said the parents, identified as Mona Kirk, 51, and Daniel Panico, 73, did not provide their three children, ages 11-, 13-, and 14-years-old, with enough food either.About 30-40 cats were also found roaming freely inside the trailer and on the property.Kirk and Panico were arrested and charged with willful cruelty to a child in lieu of 0,000 bail.The three children have been transported into the care of San Bernardino County Children and Family Services. 1061
LA JOLLA (CNS) - A woman's body was found Sunday on the shoreline below cliffs in La Jolla, police said.At 6:40 a.m., someone found the body about 75 feet below the cliffs near Coast Walk, north of Torrey Pines Road, according to Officer Tony Martinez of the San Diego Police Department.Lifeguards recovered the body, which was taken with a Jet Ski to La Jolla Shores, where they met with officials from the county Medical Examiner's Office.There was no additional information on the victim, Martinez said. 514
