MOSCOW, April 23 (Xinhua) -- Russia will give humanitarian aid to quake-stricken China, a source at the Emergency Situations Ministry told Russian media on Friday."Under the Russian president's order, the ministry will deliver tents, blankets, diesel generators and food to China, about 40 tons of cargo in total," the ministry said, quoted by the Itar- Tass news agency. The flight is scheduled for Saturday, the source said."An Ilyushin Il-76 cargo plane of the ministry will bring the aid to the Qinghai province, which sustained the heaviest damage in the recent quake," the ministry said.Another plane will bring more aid to China in the near future.Last Wednesday, a 7.1-magnitude earthquake rocked the Tibetan Autonomous Prefecture of Yushu, in Qinghai province, killing over 2,000 people and injuring 10,000 others.

BEIJING, May 19 (Xinhua) -- The Chinese government has given priority to the rebuilding and repairing of residential houses during post-quake reconstruction in northwestern Yushu.A 7.1-magnitude earthquake struck Yushu Tibetan Autonomous Prefecture in northwest China's Qinghai Province on April 14, leaving at least 2,200 dead."Houses that are repaired must be repaired in a timely manner. For those that are to be rebuilt, residents' wishes regarding house style must be respected," the statement released after a regular State Council meeting on Wednesday said. The statement noted the difficulties the reconstruction work faces: cold weather, low oxygen-levels, a fragile ecosystem, and inadequate construction resources.According to the statement, the country plans to spend three years finishing the "main reconstruction task."The government vowed to build the "safest and most stable" schools and hospitals in the quake zone while protecting local ethnic and religious cultural heritage.

BOAO, Hainan, April 11 (Xinhua) -- Entrepreneurs and economists of the Chinese mainland and Taiwan have considered the expected signing of a cross-Strait economic pact as a top priority in further development of their trade relations. The long-awaited Economic Cooperation Framework Agreement (ECFA), aiming to normalize mainland-Taiwan economic ties and bring the two economies closer, is hoped to be signed by the end of June.Fredrick Chien, chief advisor of Taiwan's Cross-Straits Common Market Foundation, said here Sunday the ECFA will be an "extremely important" agreement to strengthen future development of cross-Strait relations."As long as we make this stride, the cross-Strait economic and trade exchanges will get much closer," Chien said at the Boao Forum for Asia annual conference which concluded Sunday in southern island province of Hainan. He jointly presided over a round-table meeting with Dai Xianglong, chairman of the mainland's National Council for Social Security Fund.

NANNING, May 15 (Xinhua) -- Three people were killed and one was missing amid heavy rains that pounded a scenic city of Guangxi Zhuang Autonomous Region for the past two days, Guangxi's flood-control and drought relief headquarters said Saturday.Continuous rainstorms triggered mud-rock flows Thursday night in Ziyuan County of Guilin City, killing three people there, the headquarters said.On Friday morning, a fisherman was swept away by rain-triggered floods in Gongcheng County of Guilin.Rainstorms had incurred property losses to about 19,000 people in Guilin as more than 30 houses collapsed, 1,100 hectares of farmland were inundated and many public facilities were damaged. The economic damage was estimated at 13.2 million yuan (1.9 million U.S. dollars). In southern province of Guangdong, three rainstorms pelted Guangzhou, the provincial capital, over the past week, with rainfall up to 440 mm, a record high in 25 years. The precipitation equalled to a quarter of the city's annual rainfall, according to meteorological statistics, said Lin Liangxun, Guangdong's chief weather forecaster.Guangdong has reported one missing. More than 35,000 people have been affected by the three rounds of heavy rains.Latest weather forecast said the rain is expected to weaken over the weekend. In the central province of Hunan, more than 8,000 people were stranded Saturday after heavy rains inundated the key roads of a town. Rescuers were transporting food and daily necessities to the region through a small chain bridge. The rain triggered mountain torrents in Xupu County on Wednesday and Thursday, causing damage to its four major bridges and the trunk roads linking Shanxi Town to the outside. Rescuers had to carry first-aid materials on their shoulders to the stranded population.Water level in the worst-hit Shanxi Town reached 2.7 meters in the street, said Zhang Shanwen, Party chief of Shanxi Town.Weather forecast said a new round of rains will hit the region on Sunday and Monday.

BEIJING, May 10 (Xinhua) -- The energy intensity of China's centrally-administered state-owned enterprises fell close to government targets from 2005 to 2009, a senior SOE administrator said Monday. The level of energy consumption per 10,000 yuan of output value was down 15.1 percent over the five-year period, said Li Rongrong, director of the State-owned Assets Supervision and Administration Commission (SASAC).Combined investment in energy-efficient and emissions reduction projects by centrally-administrated SOEs totaled 87.84 billion yuan (12.9 billion U.S. dollars) in 2009, said Li.This helped reduce sulfur dioxide emissions per 10,000 yuan of output value by 36.8 percent and chemical oxygen demand by 33 percent compared with 2005 levels, said Li.Enterprises executives who performed poorly in promoting energy conservation and emissions reductions, would be held for responsible by the SASAC, said Li.But he did not explain what would be considered a "poor" performance nor what penalties would be enforced.Under China's 11th five-year plan (2006-2010), the centrally-administered SOEs are expected to reduce energy intensity by 20 percent by the end of 2010 from 2005.By the end of 2009, China had 131 centrally-administered SOEs, many of them leading companies in highly polluting industries, including petrochemicals, steel, power generation, and non-ferrous metals industries.
