SAN DIEGO (KGTV) - Recent remedies aimed at reducing San Diego's homeless crisis have not been enough, according to a scientific 10News/San Diego Union-Tribune poll.The poll of 800 San Diego adults showed sentiments about addressing homelessness are not positive. When asked if they believed if homelessness was getting better, worse, or staying the same in San Diego, only 11 percent said it was getting better. About 60 percent said it's getting worse.Many believe that blame lies at the top of local government. When asked who is most responsible for reducing homelessness, 53 percent said elected officials and 18 percent pointed to the homeless and their families.RELATED: Housing crunch: San Diego needs 171,000 new homes by 2029So what's led to San Diego's homelessness? Of those surveyed, 33 percent believe housing costs have contributed most to the homeless crisis, 22 percent said substance abuse, and 20 percent said mental health issues.Recently, San Diego officials opened three temporary tent shelters to try and transition some of the city's homeless population into housing. When asked if they thought the tents helped, 51 percent said yes, 20 percent said no, and 29 percent were not sure.A report by the San Diego Housing Commission shows from December 2017 to March 2018, 946 people have exited the three tents. SAN DIEGO (KGTV) - San Diegans looking to switch careers or get back to work after coronavirus-caused layoffs have a way to get free job training this summer.San Diego Continuing Education is offering free classes in 75 different areas, many of which are focused on high-demand jobs."During difficult economic times that we are about to enter, short term intensive career education is the way to get America back to work," said SDCE President Dr. Carlos Turner Cortez.Anyone in San Diego is eligible to take the classes. SDCE offers training certificates in healthcare, welding, information technology, cybersecurity, culinary arts, clothing, automotives, and more.For Richard Sanchez, who lost his job during the pandemic, it's a chance to start over after a layoff."I'm already 38 years old," Sanchez said. "To have this opportunity helps people out to get a new job and change your career."According to a recent report by SANDAG, around 460,000 people in San Diego have lost their jobs since March 7. The report says unemployment could be as high as 30%.Dr. Cortez said people who are looking for a job should look into continuing education first."It's incumbent on us to make sure that students who are coming through our program are developing the skills necessary to be successful in these career pathways," he said. SAN DIEGO (KGTV) -- San Diego County officials are once again sounding the alarm, asking San Diegans to follow all health guidelines to slow the spread of COVID-19.On Wednesday, local leaders held a press conference to discuss the county's latest numbers and their placement on the state's colored tier system. The county stayed in the red tier, but was dangerously close to slipping into the more restrictive purple tier. In fact, County Public Health Officer Dr. Wilma Wooten said San Diego County was only two cases away from the purple tier."Yesterday we dodged a bullet. We could not have gotten any closer without tripping into the purple tier," County Supervisor Nathan Fletcher said at Wednesday's press conference. "But we don't want to live or die on the tiers by how many tests we've done."The county's unadjusted case rate is 7.7, while the adjusted rate is 7.0. Officials said the county's testing efforts allowed for that adjusted number. The county's health equity metric also improved, going down from 5.7% to 5.5%; the metric looks at the most undeserved, impacted communities.On Wednesday, health officials reported 263 new COVID-19 infections and six additional deaths, raising the region's cumulative totals to 53,263 cases and 863 fatalities.Six new community outbreaks were also reported Wednesday, two in businesses, two in restaurants, one in a restaurant/bar setting and one in a healthcare setting. In the past seven days, 32 community outbreaks were confirmed, well above the trigger of seven or more in a week's time.A community outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.Wooten said the best way to keep cases down is to continue following all health guidelines in place, like wearing a mask, staying home if you're sick, social distancing and avoiding indoor gatherings. The county is also looking ahead to Election Day, urging San Diegans to vote via mail-in ballot, but also reassuring in-person voters that it will be safe to cast a ballot. County Registrar of Voters Michael Vu is asking all in-person voters to wear a mask and be patient on Election Day. Vu said all 4,500 election workers will undergo two days of training before the election so they can handle sanitization procedures and how to direct crowds. Some of them say - it's likely a lack of light that emboldens criminals. Wednesday, those neighbors brought the issue up with at a Pacific Beach Planning Group meeting, and offered a unique solution.  "Quality of life crimes are going up."Marcella Teran would know. She's lived here in the area for 30 years."We live by the Pacific Beach library, and there's so much crime over there and drug dealing," she said. "I just didn't feel safe at all."A few houses down, up in a tree above the sidewalk, Teran's neighbor took matters into his own hands."They're LED, solar powered, and it's super bright," she said, pointing out the lights her neighbor put up in front of his home. The best part is, they aren't expensive. SAN DIEGO (KGTV) -- San Diego Harbor Police Tuesday arrested a man accused of attacking a teen Syrian refugee on board an MTS trolley, sparking a hate crime investigation. According to police, 26-year-old Adrian Vergara was arrested on an unrelated misdemeanor narcotic charge. During his arrest, Vergara was recognized as being wanted in connection to an ongoing hate crime investigation, police said. The arrest stems from the beating of a 17-year-old Syrian refugee on a San Diego Trolley car Oct. 15. Representatives for the Partnership for the Advancement of New Americans (PANA), who spoke on the teen's behalf, told 10News the teen was speaking Arabic while on FaceTime with a friend when a man on the trolley asked him, "Where are you from? Are you Mexican?"RELATED: Teen attacked on trolley in possible hate crimeThe teen reportedly responded, "No, I am Arab."According to the teen, the man then started punching him and cursing while using racial slurs. The victim reportedly exited the trolley at the 62nd Street station in Encanto. He said the man also got off the trolley and left the scene.Numerous people reportedly watched as the victim was attacked, but no one stepped in to help him.
