A suspect has been arrested in the package bombing at a church in Beaumont, Texas, as well as a bomb found outside a Starbucks coffee shop that did not detonate, authorities said Friday.Jonathan M. A panel of three federal judges in North Carolina ruled Monday the state's congressional map is an unconstitutional partisan gerrymander that favors Republicans, and said it may require districts to be redrawn before the November elections.Republicans hold 10 of the state's 13 seats in the House of Representatives, and a redrawn map could put more seats in play for Democrats -- potentially affecting control of the House.The judges acknowledged primary elections have already occurred, but said they were reluctant to let voting take place in districts that courts twice found had been unconstitutionally drawn.The same decision was reached by the court in January, but the Supreme Court declined in June to hear the case and it was sent back for reconsideration. A pro-growth group's sweeping victory this week could smooth the road for more dense housing in San Diego's uptown neighborhoods.The group, Rise Up Town, won all seven open seats on the city's Uptown Planning Group. The all-volunteer board makes official recommendations to the City Council on proposals in Hillcrest, Bankers Hill, Mission Hills and parts of University Heights. Rise Up Town campaigned on "taller, well designed buildings," with support for affordable development, faster approval, and more walkable and bikeable neighborhoods, with lower speed traffic. It also said the current board members weren't doing enough to support growth in a time that San Diego needs it. "We thought that we could address the problems that we saw in terms of housing affordability, in terms of bike and pedestrian infrastructure within the community," said Clint Daniels, one of the newly elected members. "We got together, we were passionate about it, and we thought those passionate ideas that we could serve the community well."About 500 people voted in the election, held Tuesday before the Uptown Planning Group's meeting. The vote unseated three incumbents, including board chair Leo Wilson. Mat Wahlstrom, who lost his bid for re-election, said he's concerned the new members could serve as a rubber stamp for developers. "None of us have said anything against appropriate density," he said. "We definitely don't want to put all of uptown under saran wrap."There are 17 members on the Uptown Planning Group. A student was taken into custody Friday after a shooting at a Noblesville, Indiana, middle school left three people injured, officials said.Noblesville police Chief Kevin Jowitt told reporters that a teacher and a student were taken to hospitals with injuries from the shooting at Noblesville West Middle School. But hospital officials said at least three people, including one adult, were being treated. One student had an ankle fracture.Jowitt said the shooting in the city of 60,000, about 25 miles northeast of Indianapolis, was reported shortly after 9 a.m.A student asked for permission to leave the classroom and "he returned armed with two handguns," Jowitt said at an afternoon news conference.The situation was quickly resolved, and the student was arrested in or near the classroom, police public information officer Lt. Bruce Barnes said.Jowitt said a secondary threat was received at Noblesville High School."We have multiple officers and a command post established at Noblesville High School and are diligently ensuring the safety of students and staff there," he said. "We have not received any information that this has been anything other than a communicated threat."Barnes said police are seeking several search warrants in their investigation. Police don't know the motive or where the guns came from, he said.Authorities did not release the name of the suspect or the names and conditions of the injured people. However, the teacher was identified as Jason Seaman, 29, according to his aunt, Brenda Hubly-Sushka.Gov. Eric J.
