BEIJING, Oct. 13 (Xinhua) -- China and Russia signed 12 agreements, including agreements on natural gas and oil, as the premiers of the two countries held their 14th regular meeting in Beijing on Tuesday.     The signing ceremony was overseen by Chinese Premier Wen Jiabao and his Russian counterpart Vladimir Putin after their talks in the Great Hall of the People in downtown Beijing.     Prior to their talks, Wen hosted a red-carpet welcome ceremony for Putin, who is on his first official visit to China since taking office in May 2008. Chinese Premier Wen Jiabao (R Front) shakes hands with Russian Prime Minister Vladimir Putin (L Front) after signing the joint communique of the 14th regular prime ministers' talks between China and Russia, at the Great Hall of the People in Beijing, capital of China, Oct. 13, 2009The agreements include a framework agreement on Russia's export of natural gas to China, a memorandum of understanding (MOU) on high-speed train and an agreement on mutual notification of ballistic missiles and launch of carrier rockets.     Wen and Putin also reached consensus on cooperation in various fields.     They agreed to enhance political trust, address each other's core interests and major concerns, and support each other's efforts to safeguard sovereignty, security and territorial integrity.     They agreed to deepen trade on machinery and electronic products and oppose trade protectionism.     With regard to energy cooperation, they agreed to work together to make sure the oil pipeline, running from Skovorodino, Russia, to China's northeastern city of Daqing, could be completed by the end of 2010 and start stable oil supply in 2011.     They said the two countries decided to launch the west and east lines of the gas project simultaneously in a bid to start supplying gas between 2014 and 2015.     They agreed to enhance cooperation between localities by implementing an outline of regional cooperation between Northeast China and the Russian Far East Area and Eastern Siberia.     The two sides also agreed to step up coordination in international affairs to deal with the global challenges, jointly promote the establishment of a new international financial order and improve representation of the developing countries and emerging economies.     During his talks with Putin, Wen said Putin's visit at the 60thanniversary of the establishment of Sino-Russian ties is of great significance.     Bilateral relations have become stable and mature since the forging of diplomatic ties 60 years ago and particularly the establishment of the Russia-China strategic cooperative partnership in 1996, Wen said.     The level of political mutual trust, strategic and practical cooperation between the two countries has been improved continuously and yielded many achievements, effectively advancing the development of bilateral ties and positively influencing world peace and development, he said.     The Sino-Russian relations are role models of relations between neighboring countries and relations between big powers, said Wen, adding that China is willing to work with Russia to make greater achievements in the future.     Putin warmly congratulated the 60th anniversary of the founding of New China, saying China has achieved great success in various areas in the past 60 years.     Russia and China have become genuine and comprehensive strategic and cooperative partners in recent years, he said.     The two sides have carried out cooperation in politics, economy and international affairs with mutual trust, and the bilateral economic cooperation has withstood the test of the global financial crisis, Putin said. BEIJING, Sept. 16 (Xinhua) -- China's State Council, or the Cabinet, issued a new regulation Wednesday targeting prevention and remedies for marine pollution caused by ships.     The regulation, which includes nine sections and 78 rules, said transportation departments under the Cabinet should compile emergency plans to deal with pollution caused by ships or related activities.     Once the plans are completed and have been approved by the Cabinet, coastal governments above city level should map out emergency plans based on one proved by the State Council.     China's transport departments and governments above city level have also been asked to establish emergency mechanisms and plans to prevent and deal with marine pollution.     Marine management institutions should cooperate with other departments to improve monitoring and supervision over the activity of ships and pollution caused by them     Professional teams to deal with emergencies, specialized equipment and facilities should be organized, according to the regulation.     Anyone who is responsible for marine pollution should make efforts to eliminate the pollution hazard and make compensation.     The regulation will take effect on March 1, 2010.     Official statistics say 733 ship pollution accidents occurred between 1998 to 2008 in sea areas in China's jurisdiction, which led to huge economic and environmental losses. The regulations will apply to every type of shipping, except military.

BEIJING, Aug. 18 (Xinhua) -- Drought-hit regions in northern China are forecast to have moderate to heavy rain Wednesday and Thursday, the National Meteorological Center said Tuesday.     The regions include Inner Mongolia Autonomous Region where more than 200,000 livestock have died due to drought, Heilongjiang Province where 1.47 million hectares of farmland were hit by drought, Liaoning and Jilin provinces.     A severe drought has hit China's northern part, affecting 11.33million hectares of crops, according to the State Flood Control and Drought Relief Headquarters.     Among the total affected crops, 4.2 million hectares suffered serious drought and 1.07 million hectares dried up. About 3.9 million people and about 4.37 million livestock had difficulties getting water.     Yuan Zipeng, deputy director of the Liaoning provincial observatory, said the long-anticipated rain would "obviously" relieve the two-month-long drought that led to drinking water shortages for 792,200 people and 242,200 livestock in the province.     In order to increase the rainfall, the provincial bureau has prepared 1,269 rocket shells along with three aircraft to seed the clouds, Yuan said.     In Liaoning alone, 32 million hectares of farmland were hit by drought.     The water resources department in Inner Mongolia said 1.89 million people and 4.27 million livestock faced drinking water shortages. More than 200,000 livestock died as 71 percent of the region's pastures were severely hit by drought.     Qinggele, a herdsman in Bayan Zhuoer, Inner Mongolia, said his family had to use donkeys to carry water 15 km away.     Authorities in Inner Mongolia made artificial rain more than 1,000 times as the region saw the worst drought in the past 50 years. Officials also helped residents find more water sources and build more water-saving and irrigation projects.     Chinese Vice Premier Hui Liangyu has urged government agencies to place "top priority" on anti-drought efforts during his tour of the drought-hit regions in Liaoning, Inner Mongolia and Jilin on Monday and Tuesday.     Local governments were also urged to expand irrigation by speeding up construction of reservoirs and properly conducting artificial precipitation as "the drought took place in major grain production bases at the key maturity period for crops, which will greatly affect agriculture production".

BUCHAREST, Oct. 18 (Xinhua) -- Chinese Vice President Xi Jinping arrived here on Sunday to start his official visit to Romania after he concluded a visit to Hungary.     In a written statement upon his arrival at the airport, Xi said China and Romania have enjoyed long-term friendship, and they have enhanced political trust, cooperation in various areas, and coordination in dealing with international affairs since they forged diplomatic ties six decades ago.     Noting that the Chinese government values relations with Romania, Xi said his visit was to cement traditional friendship and reciprocal cooperation by taking the chance of 60th anniversary of bilateral ties. VANCOUVER, Aug 3 (Xinhua) -- As China advances its national strategy to reduce carbon and other emission from transportation, the collaboration between Canada's Westport Innovations Inc. and various alternative energy companies in China is expected to be even more, Nicholas Sonntag, president of Westport Asia, said recently.     Sonntag spoke highly of Westport's ongoing operations in China. "Westport has a very positive impression of our cooperation with partners and government officials in China," he told Xinhua in a written interview. "There have been challenges along the way but we have a full time office in Beijing with Chinese staff that has been critical to our strategic and tactical approach to all initiatives we have undertaken in China."     Westport Innovation Inc., a leading global supplier of engine and alternative fuel power technologies that allow large vehicle engines to operate on clean-burning fuels like natural gas or hydrogen, has set up two joint ventures in China. One is BTIC Westport Inc., which produces liquefied natural gas fuel tanks for vehicles, and another is Weichai Westport Inc., which develops advanced alternative fuel engines.     Sonntag, who is also the Westport's Executive Vice President of Corporate Development, suggested Westport's operations in China have benefited from the fact that China has attached growing importance to alternative energy solutions and sustainable development.     "The rapid growth of the Chinese economy has generated opportunities in a variety of sectors and alternative energy solutions to transport is one that has seen rapid growth due to the dramatically increased levels of air pollution resulting from urban development," he said. He has spent nearly six years in China, first serving at CH2M HILL -- a global full-service engineering, procurement, construction and operations firm-- as the President of the company's operations in China and Hong Kong, and then as President of Westport Asia. He moved back from Beijing to Westport's headquarters in Vancouver only a few weeks ago.     He has witnessed the changes that China's reform and opening up have brought about. From his perspective, the most notable changes have been "in the areas of legal process in the establishment of new companies and the increased commitment to protect intellectual property."     He said the issues relating to intellectual property have long been a big concern for foreign companies hoping to develop business in China.
