The city is opening a code enforcement investigation into an apartment complex that is made up almost entirely of short-term vacation rentals.The complex, called The Louisiana, is on University Avenue in North Park. A company called Sonder has leased each of its 13 market-rate apartments to rent to visitors (the complex has two affordable units as well). The city made the call after a group called Save San Diego Neighborhoods held a press conference outside the complex Thursday.Board member Brian Curry said this type of business is contributing to the city's supply crunch that pushes up rents. He also questioned whether the complex, permitted as mixed-use apartments, is allowed to be operated more like a hotel. "It is simply wrong to steal housing from our residents to meet the visitor room night demand," said Curry. In a statement before the city announced its investigation, Sonder defended its arrangement with the developer. "Sonder San Diego strictly complies with all local laws and pays all local taxes, period. Contrary to recent false claims, our location on University Avenue is fully licensed, legal and not zoned ‘residential' but for commercial and mixed-use with visitor accommodation allowed by right," the statement said. "We look forward to continuing to grow and give back in San Diego while working with the City on real solutions for affordable housing.”Additionally, the buildings developer said the extra funds from the lease with Sonder is helping to fund other housing construction faster. Councilwoman Barbara Bry, who attended Thursday's news conference, said the city can't build its way out of its housing crisis without addressing the proliferation of short-term rentals. 10News has reached out to Sonder for comment on the city investigation. 1871

The Cambridge Analytica?scandal has thrust Facebook privacy settings into the national conversation after the political firm used the personal data of about 50 million people without their consent.Now, Mozilla is helping Firefox users keep their Facebook data secure so they won't be exploited in the future.The company has introduced a Firefox extension that it says will make it much harder for Facebook to track which websites you browse.Facebook has developed a network of trackers that tell the social media site which of its users are visiting certain webpages, like online retailers. Facebook will then use that information to serve its users ads based on what products they've been viewing.Mozilla says its Facebook Container extension will make it much more difficult to track which websites you visit, and keep your browsing information private.Mozilla admits the extension isn't perfect. In a blog post, the company said that the extension would not have prevented user information from being abused in the Cambridge Analytica scandal. It also says that Facebook Container would not work well on sites which require you to use Facebook information to log in.But Mozilla says the simple step of downloading the extension is giving power back to internet users. "Troves of data are being collected on your behavior on the internet, and so giving users a choice to limit what they share in a way that is under their control is important," the company wrote.To download Facebook container, first download the free Mozilla Firefox browser if you're not already using it. The end of net neutrality is now scheduled for next month.The Federal Communications Commission said in a notice filed Thursday that new rules repealing the net neutrality protections are set to take effect 30 days from this Friday, or June 11."Now, on June 11, these unnecessary and harmful internet regulations will be repealed and the bipartisan, light-touch approach that served the online world well for nearly 20 years will be restored," Ajit Pai, chairman of the FCC, said in a statement Thursday.The Republican-led FCC voted along party lines in December to repeal the Obama-era net neutrality rules, which were intended to prevent internet providers from blocking, speeding up, or slowing down access to specific online services.The FCC previously said that parts of the repeal order would take effect on April 23. The rest of the order required the approval of the Office of Management and Budget, which the FCC says it received earlier this month.The new timeline comes as net neutrality advocates make a last ditch effort to undo the repeal.Related: Trump administration sends mixed messages on big mediaSenate Democrats are currently pushing for a vote on a bill to overturn the decision as soon as next week. Even if the resolution passes the Senate, it still faces an uphill battle in the House.Gigi Sohn, a counselor to former FCC chairman Tom Wheeler, recently told CNN that the future of net neutrality will likely "stay murky" through the remainder of this calendar year, "at the very least."More than 20 states have filed a lawsuit to stop the net neutrality repeal. Several states, including New Jersey, Washington, Oregon and California, have gone so far as to push legislation to enforce the principles of net neutrality within their borders.This local legislation could lead to a legal showdown, however.A spokeswoman for the FCC previously directed CNNMoney to a section of the final order for net neutrality, in which the FCC asserts authority to prevent states from pursuing laws inconsistent with the net neutrality repeal."You do have a number of states who have passed rules and they haven't really implemented them because if they do they will be sued by the operators."It's patently illegal for the states to make their own internet policy," says Roslyn Layton, a visiting scholar at the American Enterprise Institute who served on President Trump's transition team for the FCC.Layton expects telecommunications companies will sue the states if they try to enforce the protections.  2527

  

The Cruise Lines International Association announced Monday new regulations for cruising in the Americas.The association, which represents major global cruise lines, said cruises could start back up soon "with support and approval of regulators and destinations.""We recognize the devastating impact that this pandemic, and the subsequent suspension of cruise operations, has had on economies throughout the world, including the nearly half a million members of the wider cruise community and small businesses in the Americas who depend on this vibrant industry for their livelihoods," CLIA president, CEO Kelly Craighead said in the press release. "Based on what we are seeing in Europe, and following months of collaboration with leading public health experts, scientists, and governments, we are confident that these measures will provide a pathway for the return of limited sailings from the U.S. before the end of this year."The new rules include everyone being tested for COVID-19 before embarking and mandatory mask-wearing for everyone onboard.Also, everyone must abide by physical distancing. There will be an increase of fresh air through the ventilation system, medical capability with risk-based response plans, and shore excursions must abide by cruise operators' prescribed protocols.The CLIA announced back in August that its ocean-going cruise line members will suspend their U.S. operations until at least Oct. 31. 1439
