SAN DIEGO (KGTV) - Families across the San Diego region are continuing to battle record high home prices and rents.But there are now several plans in the works to boost supply - and hopefully bring prices down."There's no magic bullet, no magic wand," said Rick Gentry, who heads the San Diego Housing Commission. "I don't see there's one solution. There are a host of solutions that we can bring to bear that over time will reduce the problem."Jimmy Ayala, who heads Pardee Homes of San Diego, says the biggest change that could lower prices is reducing the time it takes to get permits. He says builders can work impact fees into their budgets, but over-regulation and delays from community opposition adds costs to projects that cause some developers to shy away.FULL COVERAGE: Making It in San Diego"If you start on this day and perhaps you end on a more certain date, then more people would enter the industry, more people would enter the market, we'd eventually get more homes," Ayala said, noting that Pardee's 415-home master plan community in Santee called Weston took 10 years for approvals.Local and state governments appear to be on board. The city of San Diego is now offering density bonuses and streamlined review for some projects. It also is encouraging builders add more, smaller units in the same building, with less parking requirements. The county is exploring other options to reduce hurdles to development.That, however, is adding to some San Diego neighborhood group concerns about overdevelopment."My group and my associates just want to see it remain a nice place to live," said Tom Mullaney, who heads Uptown United. "We think we can do that with lots of new development and lots of new housing, but we can't do it if our city government is going to throw out the rule book."Additionally, the San Diego Housing Commission is now able to help finance apartment projects with units for middle income earners, according to a new state law."The challenge for us is how do we develop lower than market rate product for this new customer base without taking away from the customer base that we've traditionally served," Gentry said, noting turnover has dropped drastically at its 3,400 affordable apartments in San Diego.Mark Goldman, a real estate lecturer at San Diego State University, said it would take decades to really balance out supply and demand. But he said any assurances could ease risk for developers who may not want to get involved."You don't know when you're going to get that potential profit dollar," he said. "Our numbers are still way above normal so we'll take it," South Beach Bar & Grille Bartender Philip Cullin said Friday and Saturday were great for business.Next door at Lighthouse Ice Cream, those sentiments were echoed.Sunday was a different story, clouds loomed overhead with sprinkles and rain in the evening, dampening the influx of customers. "It's really cold, there's not that many people out," 14-year-old birthday girl Bella said. She came out with friends and family to celebrate.Businesses thankful to see those customers, saying it's been tough through the slow winter months.Inside the bar, Cullin said they saw lots of business Sunday, "it comes in waves, you'll get like a mad lunch rush, everybody bombs in at the same time to get their fish tacos, and then they clear out mid afternoon and your locals come in."With the pier open, they're seeing even more people, "this area gets way more congested when people are chilling at the pier," Cullin said."I found out Thursday night the pier was opening on Friday and I knew I had to get here early and start making waffle cones, it was a busy day for us, we couldn't even find parking in the morning," Lighthouse Ice Cream Manager Robbie Valdivia said.They're hopeful Memorial Day will bring sunshine and another wave of customers."We actually had them for about two weeks now, a lot of tourists here from out of town, out of state, so it's been really really nice," Valdivia said, knowing it's the unofficial start of summer. "It's going to be busy from here on out, there's going to be a line out the door." 1775

SAN DIEGO (KGTV) - Hate crime charges were filed Monday against the Little Italy man accused of attacking three Muslim women wearing hijabs. Kyle Allen, 50, pleaded not guilty to battery in a San Diego courtroom following the Oct. 6 incident. The women were walking on Columbia Street when Allen approached them from the other direction. Witnesses said Allen lunged his shoulder into them, tried to remove one woman's hijab, then hit one of the women. RELATED: San Diego Police: Alleged attack on 3 women in hijabs a possible hate crime "As I got closer I heard him calling her names and telling them to go back to where they came from," a witness who only wanted to be identified as Amy told 10News. Passersby trailed Allen back to his high-rise apartment in Little Italy and called police. San Diego Police said Allen answered his front door while holding a handgun with a silencer. A total of 10 guns were found in Allen's home and seized, investigators said. Allen was arrested without incident.Protection orders are in place for the three women, keeping Allen from contacting them or coming within 100 yards.Allen will return to court Dec. 19 for a preliminary hearing. He faces up to four years, four months in prison if tried and convicted, according to the District Attorney's office. 1300

  

SAN DIEGO (KGTV) - Hundreds of protesters gathered in Balboa Park Monday evening, the third day of protests in the San Diego region. A large group began coalescing near the San Diego Police Department headquarters near Broadway and 13th St in the afternoon. As night fell, the group marched up Park Boulevard past San Diego City College and into Balboa Park. Law enforcement officers followed closely. Freeway on-ramps and off-ramp were blocked by CHP officers in tactical gear along the route, preventing protesters from accessing the freeways. After marching through the park, the group stopped near El Prado and Sixth Ave. Many in the group laid down on their stomachs with their arms behind their backs, chanting “I can’t breathe,” in honor of George Floyd, the unarmed black man killed in police custody in Minnesota on May 25, 2020. Afterwards, they held a moment of silence for those killed at the hands of police. Many demonstrators dispersed after, though a group began forming again outside SDPD headquarters. At 10:25, SDPD tweeted that “bottles, fireworks and other objects” were being thrown at officers near their headquarters. Several minutes later, police declared the protest an unlawful assembly and began clearing the area, tweeting, “those who remain or return against this lawful order may be cited/arrested and risk exposure to chemical agents & less-lethal force applications.” As of 11 p.m. SDPD had announced they made one arrest for vandalism. 1481

  

SAN DIEGO (KGTV) - Family grieved the loss of a father, mother and daughter after a raging fire at their Logan Heights home in October.Thursday evening Aunt Rosa Cortes explained how the two surviving children, Wendy, 23, and Angel, 16, were faring. She described areas of Wendy's back and shoulder healing from the burns, saying her skin is getting it's color back.She said her niece and nephew are having a hard time sleeping, saying in Spanish, "every noise, every sound scares them."The fire ignited October 13th, around 4:30 a.m.. Neighbors woke up to screams. Ultimately the father, Jose Antonio Romero Mayo, 44, Daughter Iris, 21, and mother, Nicolasa Mayo-Cortes, 46, died from their injuries.Aunt Rosa said Jose was her favorite brother. She called him her protector.Now she's protecting his two surviving children, saying they can continue staying with her as long as they need.Thursday the family reunited inside Faith on 54th in Oak Park.Cortes said the caskets remained closed and she didn't want to remember them the way they died.Her nephew, Wilber Romero, 26, was arrested on Arson and Homicide charges.She said Wendy and Angel haven't been told about their brother's possible involvement, instead waiting for them to heal before asking questions.Cortes said they need help, psychologically and monetarily to move forward. The family has set up a GoFundMe page.Friday a funeral will be held for the victims in National City. 1449
