SAN DIEGO (KGTV) – Renters in the city of San Diego will have one final day to apply for emergency financial assistance.The deadline to apply for the city’s one-time program, which provides up to ,000 per household, is Friday, Aug. 7.Families with past due or upcoming rent payments are eligible, and payments for those who are selected are expected to be distributed in the next few weeks.Each household has to provide documentation to prove they are not currently receiving any rental subsidies. SAN DIEGO (KGTV) — San Diego District Attorney Summer Stephan is objecting to the early release of a man convicted of driving off the Coronado Bridge and crashing in Chicano Park, killing four people.Richard Anthony Sepolio, 27, was convicted of four counts of vehicular manslaughter while intoxicated and one count of DUI causing injury in the crash on Oct. 15, 2016. He was sentenced to nine years and eight months in prison. He is set to be released early after serving two years and 10 months of his sentence. Monday, the CDCR notified victims in the case of the release, citing prison credits for good behavior and the state's policy on release amid COVID-19. Stephan wrote a letter to Gov. Gavin Newsom and the California Department of Corrections and Rehabilitation (CDCR), calling the release a "miscarriage of justice.""This very early release is unconscionable," Stephan wrote. "CDCR’s decision is re-victimizing the family and friends of the four people killed and seven injured who have been devastated by their loss and continue to deal with the financial, emotional, mental and physical trauma caused by the defendant. This inmate continues to deny and minimize the crime by refusing to admit he was speeding and denying being impaired while arguing with his girlfriend on the phone, which resulted in the devastating crash."The crash killed Annamarie Contreras, 50, and Cruz Contreras, 52, of Chandler, Ariz.; and Hacienda Heights residents Andre Banks, 49, and Francine Jimenez, 46. Seven other people were also seriously injured.Sepolio was traveling between 81 and 87 miles per hour when he lost control and plunged over the bridge, landing in the park below where a motorcycle rally had attracted nearly 1,000 people, according to Stephan. Mitman said it's important to replace filters, possibly every month, depending on use. "A dirty filter is the biggest thing as a homeowner that can cause bigger issues because if that is neglected the big motors can get seized up, they can overheat , you can block coils off which causes big, big problems," said Mitman.Another common mistake, according to Mitman, is closing vents. "Common misconception is that people close vents off to save money, when in fact, it actually costs you more money when you do that because your system is designed for a certain amount of air flow to be delivered to the home and if you start cutting that off , the system tries to make up for that so it works extra harder," said Mitman. SAN DIEGO (KGTV) — Residents in Ocean Beach are taking their concerns over what they say is a dangerous intersection to the OB Planning Board.Isaac Darby, Vice President of the OB Neighborhood Watch, says the intersection in question is Saratoga Ave. and Ebers St., situated near a children’s park and blocks away from Ocean Beach Elementary.The OB Neighborhood Watch group wants to see a four-way stop sign at the intersection. “People kind of pick up momentum seeing that the stop sign on Santa Monica is the last one all the way before the stoplight at Voltaire, so it’s kind of the last stop before you just can bonsai out of town,” said Darby.In addition to speeding, he says large trucks are often parked on the street causing blind spots. Darby says the intersection is most dangerous during the morning and evening commutes, for both drivers and pedestrians.Darby’s initial application to the city for a four-way stop sign was denied; he was told it didn’t meet city requirements. Now he and other residents are taking their concerns to the OB Planning Board in hopes of building a stronger case.The OB Planning Board Chair says the board can request a traffic study. Once it's complete, the city will review it and make a recommendation. “My plea is do something proactive before we have to be reactive and someone gets hurt or worse,” said Darby. “A lot of the little accidents and fender benders aren’t reported.”Darby says the community is only growing and that they hope to get ahead of problems. 1518

SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer has identified a park-and-ride lot in Scripps Ranch as a perfect place for new affordable housing, but neighboring businesses worry the plan will drive away their customers."You solve one problem and create ten new ones. There’s seven businesses that are going to suffer," said Yannis Pihas, owner of Yanni's Bar & Grill.Pihas says his customers, as well as visitors to the two hotels in the center, frequently use the park-and-ride because there is limited parking otherwise. While he's attempted to speak with city leaders about his concerns, so far he says he has not been given any indication that the housing project will include parking that the businesses can use.ABC 10News reached out to the city. A spokesperson says the project is still in the early process of planning and that details on potential parking have yet to be worked out. The spokesperson also said the public can always bring concerns to the area's planning board and that there will be more opportunities for public input once the plan is prepared.In a statement, Mayor Faulconer said, "There is a great need in our community for housing that gives folks a real chance to have a place of their own, but also the support system they need to stay housed. This public-private partnership will help transform these vacant City-owned properties into opportunities that will change the lives of so many of our fellow San Diegans for the better."The plan is expected to be finalized and brought to the City Council for a vote in 2021. 1566
