SAN DIEGO (KGTV) - A local family is desperately pleading to individual ICE officials to let them see their patriarch for the first time in 19 months. The Bakala family is seeking asylum after they say they barely escaped death in the Republic of Congo. Once they reached San Diego, the family of nine was separated.17-year-old Marie Louise Bakala should be focusing on college. But right now, that is on hold. "I am getting stronger, but it is not enough because I need my father back," Mari Louise said to the St. Luke's Episcopal Church congregation in North Park. The Bakala's left a comfortable life in the Republic of Congo. Father Constantin was a computer engineer for the Ministry of Health. His wife Annie Kapongo was a shop owner and mother of seven. The Bakalas say it all changed when the new government stepped in. Kapongo says because of Constantin's occupation, the family was targeted, brutalized, and even sexually abused by Congolese authorities. Fearing for their lives, they came to San Diego in 2017 to seek political asylum."This family came across a world come to a country that will protect them, but instead, it has only been a continuing nightmare," Pastor Colin Mathewson said. Annie Kapongo was released with an ankle monitor with the seven kids in San Diego. Immigration and Customs Enforcement [ICE] authorities detained Constantin in the East Coast alone. In February, a judge rejected Constantin's asylum case and appeal. But in March, he as given an emergency stay. Just last week, he earned the right to appear in front of a judge again, this time with a lawyer. Friends and staff of St. Luke's are now pleading with ICE to grant Constantin parole, to be with his family. They say it would be a show of good faith, just as the Good Samaritan did in the Bible."There is an assistant field director, and there is a deportation officer out there in Atlanta," Pastor Mathewson said. "We are asking Christine and Michael today to help somebody that needs so much help. After 19 months of detention, to bring him back home with his family as he awaits his next court date.""I hope that he will be here with us and we will be a family again," Marie Louise said."Please, please help me," Kapongo said through a French translator. "Send me back my husband."Last year, the couple missed their 20th wedding anniversary because Constantin was detained. If he is not paroled soon, he will also miss his eldest daughter, Marie Louise's 18th birthday. The family's next court date is September 25, 2019. 10News reached out to ICE for comment on this case. SAN DIEGO (KGTV) - A life-changing medical diagnosis forced a San Diego sailor to leave the military and start over. While devastating, he's now pursuing another career with help from his new best friend. "When I left the ship and went to MCRD I started getting really sick and thought it was the flu," said Hugo Reynoso.Instead, Reynoso was diagnosed with type 1 diabetes and was medically retired from the Navy. "It's kind of scary having a steady paycheck and then going to have to look for something else," said Reynoso.On several occasions, dangerously high blood sugar levels sent Reynoso to the hospital. A friend suggested he get a diabetic alert dog. "He has enough personality for the both of us! He's a special character," said Reynoso, referring to his service dog Sky.Sky can detect when Reynoso's blood sugar levels are too high or low, alerting him by tugging his shirt or howling. In one instance, Sky detected extremely low levels when Reynoso was sleeping, alerting him to get up. Sky was by Reynoso's side as he pursued a new career in the automotive field. Reynoso was commuting two hours to Universal Technical Institute (UTI) in Rancho Cucamonga for a fast-track program. "I was commuting 167 miles, one way, I would have to wake up around 2:30 a.m., start my drive at 3," said Reynoso.Reynoso did this five times a week, running on just a few hours of sleep. Sky was there to ensure his blood sugar levels were steady. "Everyone told me when we were getting ready to graduate that they were going to miss me, but mostly they were going to miss him because he was their support too."While Reynoso's diagnosis took away his old dreams, he now has a partner to help achieve new ones. 1711

SAN DIEGO (KGTV) -- A judge is expected to decide whether to release a sexually violent predator into the Jacumba Hot Springs area.Joseph Bocklett, a convicted repeat sex offender, had a placement hearing Monday morning. Because of COVID-19 restrictions, it was held virtually. ABC 10News wasn’t given permission to record it, but we did monitor what happened inside of the courtroom.The Department of State Hospitals wants to put the 75-year-old Bocklett in a home in Jacumba -- after a Judge denied a proposal to move him into a home in Pauma Valley.Bocklett was convicted of three sexual offenses over a 19-year period involving victims between the ages of 4 and 9, according to the San Diego County District Attorney's Office. He was last sentenced in 2000 to a 17-year prison term and later civilly committed to Coalinga State Hospital to undergo treatment.Though the public wasn’t allowed to physically be inside of he courtroom, they’ve been working to make sure their voices are heard, protesting this recommendation.They have got pages of signatures from residents in the East County. A few of them gathered near the courthouse holding signs expressing their concerns about the possibility of another sex offender being placed in their community.Among that group Melissa Woodall and her daughter. Woodall said rural East County shouldn’t always be the first choice when it comes to placing sexually violent predators.Woodall said, "It’s awful, it really is. There are so many people who have been put into our community who are predators.”The judge says he’ll take a few days to review the letter that were submitted and the testimony that was given before he makes his decision. 1696

SAN DIEGO (KGTV) - A Lakeside mother made a life-changing sacrifice for a teenager she had never met.“I went into this not knowing if I would ever meet the family,” said Tiffany Jokerst of the surgery.Jokers, a math teacher, has spent her life giving to others. She was web surfing when she noticed a post that would push her to do even more.“I actually saw a story online about a little girl who needed a kidney,” said Jokerst.Without hesitation, Jokerst launched into the process, only to learn she was not a match to the girl. However, Jokerst was a match to 17-year-old Alejandro Hernandez.“Alejandro has been struggling with kidney disease all his life, finally his kidneys failed,” said Dr. Elizabeth Ingulli of Rady Children’s Hospital.The hospital currently has 29 patients on its transplant waiting list.Jokerst agreed to the surgery and Hernandez received the transplant he desperately needed.“I can play soccer, work out, hang out with my friends,” Hernandez said.Jokerst and Hernandez met for the first time Tuesday. Their biological bond is undeniable and they hope their new friendship lasts a lifetime.“I’m so happy,” Hernandez said. 1156

SAN DIEGO (KGTV) - A preliminary hearing was held Monday for a parolee accused of sexually assaulting an 88-year-old woman at a Hillcrest nursing home. Police say 49-year-old Lusean Arline was arrested November 4th in connection with the alleged October 27th sexual assault at the Balboa Nursing & Rehab Center on Fourth Ave.Prosecutors say Arline entered the nursing home, possibly through an unlocked door, around 3 that morning and was found completely nude on top of the victim in her bed.
