SAN DIEGO (CNS) - On the day after Thanksgiving, County of San Diego Department of Parks and Recreation encourages San Diegans to swap shopping plans for outdoor experiences Friday on "Green Friday," a park-centric holiday celebrating the "upside of outside."Green Friday promotes fitness and fun in county parks. Events are intended to be active and educational -- aligning with county parks' mission to balance recreation opportunity with efforts to protect and preserve land and local wildlife.Activities are open to the public and there is no cost to attend. The day-use fees at parks where they are collected will be waived.From Story Trails and tree planting to virtual nature trivia and fitness meet-ups, all in-person outdoor activities will follow public health orders and require face coverings and social distancing. San Diego County Credit Union is one of the sponsors of the event."We are pleased to support the County of San Diego and Live Well San Diego and help spread the word about this exciting initiative," said Teresa Campbell, SDCCU president and CEO. "San Diego County offers some of the most beautiful parks, preserves and beaches in the region and we encourage members of the community to get outside and enjoy Green Friday safely."Two volunteering events are part of the day. Plant trees at Flinn Springs and Live Oak County Parks. SAN DIEGO (CNS) - Police Thursday were searching for a suspect who carjacked a 56-year-old man while he was listening to music in a City Heights parking lot.It happened around 9:35 p.m. Wednesday in a parking lot near the intersection of Euclid and University avenues, San Diego police Officer Robert Heims said.The victim was listening to music in his red 2013 Nissan Versa sedan when a man walked up to the car, lifted his shirt up and showed that he had a gun in his waistband, Heims said. The suspect then told the 56-year-old man to get out of the car, and the victim complied.The suspect got into the Nissan, which had California license plate 7EKT818, and drove off southbound on Euclid Avenue, the officer said.The suspect was described as a 5-foot-11 Hispanic man in his early 20s who weighed between 150 and 180 pounds. He had a thin mustache and was last seen wearing a white shirt and a blue baseball hat.Anyone with information on the suspect or the whereabouts of the car is asked to call SDPD's robbery division at 619-531-2299. 1051

"It is an honor to be the first in California to be designated a Certified Welcoming City."In its 2019 list of cities that integrate immigrants well, the New American Economy coalition ranked Chula Vista as the second-best city in the country for immigrants behind Chicago.The list ranked cities on a number of factors, including socioeconomic outcomes and policies and programs that support immigrants. SAN DIEGO (CNS) - San Diego City Council President Georgette Gomez announced Thursday she will place a proposed ballot measure to expand police oversight and create an Independent Police Practices Commission on the docket for the June 23 council meeting."The murder of George Floyd has exposed a crumbling faith in government and mistrust of police that must be addressed immediately," Gomez said. "It's critical that we build trust between communities and law enforcement and restore the public's faith in police oversight. We need to address the reality that many communities have been treated unfairly by police and have nowhere to turn to correct injustice."During a marathon meeting Tuesday that lasted about 10 hours, dozens of people phoned in during the public comment period and called for defunding the police and voicing support for the Black Lives Matter movement."I want the public to know that we are advancing the Independent Police Practices Commission measure without delay, and my hope is to bring together everyone on the council -- Democrat, Republican, Independent -- for a unanimous vote," Gomez said. "The time is now to create real dignity and respect for all our communities, but specifically our black and brown communities."Gomez said she has supported the measure since a version of it was proposed in 2017.The measure would create an independent commission with investigators, staff and subpoena power -- modeled after the city's Ethics Commission -- to review community complaints of police misconduct and recommend reforms to the City Council and the San Diego Police Department.Councilwoman Monica Montgomery, who chairs the council's Committee on Public Safety and Livable Neighborhoods, has been a driving force behind the measure since its introduction."From the beginning of my administration, my office has worked honestly and diligently to advocate for police reform, through transparency and accountability measures," she said. "As true transparency and accountability champions, we have been steadfast in changing the conversation around police reform through open communication with the community, the San Diego Police Officers Association and the mayor's office."Montgomery thanked the groups which collaborated on the ballot measure, including Women Occupy San Diego, the Earl B. Gilliam Bar Association and San Diegans for Justice.On Monday, Mayor Kevin Faulconer and Police Chief David Nisleit both announced their support for the police-reform ballot measure and joined Gomez and Montgomery to announce that the SDPD would ban the use of the carotid restraint, a compliance technique that renders uncooperative detainees unconscious but can prove deadly if performed improperly.The San Diego County Sheriff's Department and about a dozen other area law enforcement agencies have since announced that they will do the same. 2876

  

SAN DIEGO (CNS) - The county Board of Supervisors Tuesday unanimously approved a moratorium on evictions for both residents and small businesses located in the unincorporated area in the wake of the coronavirus outbreak.The policy, which was put forward in a resolution sponsored by Supervisors Nathan Fletcher and Kristin Gaspar, will give authority to the county's chief administrative officer to work with financial institutions to halt foreclosures and foreclosure-related evictions; and allow the county Housing Authority to extend the deadline for recipients, including those who receive Section 8 support.Fletcher said the proposal will provide relief for four months, up to May 31. The protections are provided retroactively to March 4, when Gov. Gavin Newsom proclaimed a state of emergency over the pandemic.Fletcher said the resolution "is a prudent step to protect folks in a period of economic distress."The supervisors voted remotely, abiding by the social distancing guidelines established by health officials to prevent further spread of the virus. County staff members, including Chief Executive Officer Helen-Robbins- Meyer, were in board chambers but kept their distance from one another.The county resolution does include one change, in terms of the amount of time renters have to inform their landlord about their economic situation, from 15 days to one week.Gaspar said that change will align the county with the city of San Diego's policy. She said that as a land owner and tenant, she's "sensitive to all sides of this proposal.""I believe we need to give the most vulnerable the tools they need," she added.Supervisor Dianne Jacob said while she fully supported the resolution, it was also important to protect landlords, and that she wanted to hear from rental property owners in her district. However well-intended, there can be unintended consequences from such a proposal to help renters, Jacob said.Before approving the resolution, supervisors heard from residents, most of whom were in favor.Real estate and property owner representatives said while they support relief for people in financial distress, it was also important to work with renters who could afford to pay. Mitch Thompson, of the Pacific Southwest Association of Realtors, said the resolution could impact between .5 billion and billion in rental income, and affect people like him and his wife. Thompson said they are retired, and rely on property income.He added that he didn't know if the county had "sat down with any property owners" before crafting the proposal. "I don't want to see anyone out on the street, either," Thompson said, adding the county should work to improve the resolution.Residents who offered input participated via an online meeting program or sent email comments. 2799
