BEIJING, Jan. 25 (Xinhua) -- China's 11 government departments have jointly released a guideline outlining major measures to lessen noise pollution amid rising noise disputes and complaints, the Ministry of Environmental Protection said Tuesday.The ministry's spokesperson, Tao Detian, said Tuesday the country saw rising complaints about noise pollution, which has caused an increasingly negative impact on the living environment in recent years.The 26-article guideline focuses on addressing noise pollution in fields including industry, construction, traffic and people's daily lives.Further, the regulation bans businesses from using acoustic instruments outdoors to lure customers.Also, heavy noise polluters are banned from entering industrial parks, according to the guideline.Moreover, motor vehicles should strictly observe speed limits, traffic restrictions and use of auto horns around "noise-sensitive buildings" such as hospitals, schools, government organs, scientific research institutions and residential buildings, it said.According to the guideline, government departments would also impose higher fines on noise polluters and collect fees for "discharges of excessive noise," in accordance with law.The newly issued document calls on various government agencies, such as the ministries on environmental protection, science and technology, public security, finance, housing, transportation and railways, to make coordinated efforts to curb pollution.Further, government organs could launch regular inspection campaigns in major cities, it said.According to the guideline, government agencies will set up a system to examine sound-proof qualities of civilian buildings and provide a list of major noise pollution sources by the end of this year.Also, the guideline ordered major cities to establish an automatic noise monitoring system and to equip each city in the country with at least one noise display screen by the end of 2011.

WASHINGTON, April 25 (Xinhua) -- The U.S. National Aeronautics and Space Administration (NASA) and the U.S. Agency for International Development (USAID) have agreed to expand their joint efforts to overcome international development challenges such as food security, climate change, and energy and environmental management.NASA Administrator Charles Bolden and USAID Administrator Rajiv Shah signed a five-year memorandum of understanding on Monday, at NASA Headquarters. The agreement formalizes ongoing agency collaborations that use Earth science data to address developmental challenges, and to assist in disaster mitigation and humanitarian responses. The agreement also encourages NASA and USAID to apply geospatial technologies to solve development challenges affecting the United States and developing countries."Technologies for NASA missions have long improved life here on Earth. Together with USAID, we'll meet even more sustainable development challenges here on the ground, solving problems for the world community," Bolden said in a statement. "As we explore space, we'll also be exploring solutions to important health, nutritional and safety challenges in developing countries."The agencies will continue collaborations to stimulate innovative science and technology solutions to international development challenges by using Earth science data, research results, computer models, visualization applications and remote- sensing techniques.USAID is the lead federal development agency implementing U.S. development efforts through field-based programs and projects around the world. LOS ANGELES, May 9 (Xinhua) -- Drinking alcohol may raise the likelihood among teenagers to spend more time on computers, a new study suggests.The study, conducted by researchers at Weill Cornell Medical College, was based on a survey of 264 teenagers, aged 13 to 17.Results showed that compared with teens who did not report drinking, those who drank alcohol in the last month used a computer more hours per week for non-school-related activities, including the use of social networking sites.Drinking was also linked to more frequent social networking and listening to and downloading music, according to the study published Monday in the on-line edition of the journal Addictive Behaviors.However, there was no demonstrated link between alcohol use and computer use for school work, neither there was strong link between video games and drinking or on-line shopping and drinking."While the specific factors linking teenage drinking and computer use are not yet established, it seems likely that adolescents are experimenting with drinking and activities on the Internet," said Dr. Epstein, assistant professor of public health at the college."In turn, exposure to on-line material such as alcohol advertising or alcohol-using peers on social networking sites could reinforce teens' drinking."Children are being exposed to computers and the Internet at younger ages. For this reason it's important that parents are actively involved in monitoring their children's computer usage, as well as alcohol use."Teenagers typically first experiment with alcohol at age 12 or 13, according to the study.Family risk factors include lax parental supervision and poor communication, family conflicts, inconsistent or harsh discipline and a family history of alcohol or drug abuse."According to a national study conducted by the Pew Internet and American Life Project, more than half of parents of teenagers had filters installed on the computers their child uses to block content parents find objectionable, yet many parents do not use any form of parental monitoring, particularly for older teens," Epstein said.
