SAN DIEGO (KGTV) — A repeat DUI offender who pleaded guilty to hitting and killing a tow-truck operator on SR-52 in 2017 has been sentenced.Michael Gilbert Gray, 50, pleaded guilty to second-degree murder in August in the death of 55-year-old Fred Griffith.Gray was sentenced Friday to 25 years to life in prison.On Feb. 23, 2017, Griffith, a single father of three, was aiding a stranded trash truck on the freeway near Tierrasanta when he was struck and killed by Gray's Ford Expedition.RELATED 514

SAN DIEGO (KGTV) — A new report from the Auditor of the State of California questions whether the San Diego County Sheriff's Department has implemented recommendations outlined in a previous audit.The report "Recommendations Not Fully Implemented After One Year" presented the status of recommendations that are more than one year old and have not been fully implemented by the audited entities.According to the report, a 2017 audit about Concealed Carry Weapon Licenses, made several recommendations regarding the San Diego County Sheriff's Department's program.The recommendations included, "To ensure that it follows state law's requirements for revoking licenses, San Diego should immediately revoke CCW licenses and should then inform Justice that it has revoked licenses whenever license holders become prohibited persons. Additionally, San Diego should notify Justice when it suspends a license, or a license is surrendered."The 2017 audit also recommended, "To ensure that it maximizes allowable revenue from its CCW program, San Diego should immediately pursue increasing its initial, renewal, and amendment fees to the maximum amounts allowable under state law."According to the Auditor's newly released report, the estimated date of completion of those recommendations is unknown.10News contacted the San Diego County Sheriff's Department to ask about the status of the recommendations. It turns out the Sheriff's Department did make changes.In a statement, a spokesperson for the department wrote: "In 2017, the San Diego County Sheriff's Department was made aware of the findings and recommendations by the State Auditor from the report on Concealed Weapons Licenses. The recommendations that were suggested were taken into account and changes were implemented in 2018. The changes reflected all of the recommendations except for the proposed increase of fees. The Sheriff's Department did not agree on placing a high fee that would otherwise prevent the issuance of a CCW for a qualified and genuine necessity solely because of financial hardship. The adjustment of those fees is now mandated by the state with the passage and implementation of Assembly Bill 1297 this year. Sheriff's Financial Services is currently looking at our business practice for reviewing the fees collected. That fee will ultimately need to be approved by the Board of Supervisors."The San Diego County Sheriff's Department is the local agency tasked with approving or denying CCWs.Team 10 previously reported about a spike in CCW permits.In 2017, the department approved 171 licenses. In 2018, the department approved 707, a more than 300 percent increase from the year before. In the first seven months of 2019, the department has already authorized 767. 2754

SAN DIEGO (KGTV) — A new political attack ad accuses mayoral candidate Barbara Bry of repeatedly falling asleep at public meetings. The ad is from a committee that supports State Assemblyman Todd Gloria. It says San Diego needs a mayor on alert given the coronavirus outbreak, the threat of wildfires, and the homeless crisis. It then cuts to shots of Bry appearing to doze off at two City Council Committee meetings within the last year. The committee, called Neighbors for Housing Solutions Supporting Todd Gloria for San Diego Mayor 2020, is backed by more than a dozen organizations, including the Municipal Employees Association and the Regional Chamber of Commerce. Attorney Gil Cabrera, its principal, is responsible for the ad."If it was a random falling asleep during a 10-hour council meeting, I'm not going to get into that, there's an amusement factor to it but I'm not going to get into it. It's the pattern of it," Cabrera said.Cabrera said Bry regularly dozes off at public meetings, but also said employees who see it fear retaliation for speaking out. Still, the ad raises questions about accuracy. It shows an image of Bry appearing to sleep at a committee meeting on the city's Get it Done app, while the narrator says she fell asleep during a meeting on police reform. "If this ad is talking about a meeting on police reform but showing a picture of Barbara Bry in a very different hearing, one, that plays a bit fast and loose with the truth and two, it makes problems with the ad the story rather than the Barbara Bry falling asleep on the job, which is what the backers of this ad wanted you to think about," said Thad Kousser, political scientists at UC San Diego. SAN DIEGO (KGTV) - A new plan is calling for more than 170,000 new homes across the San Diego region over the next decade.The San Diego Association of Governments says the region needs 171,685 housing units by 2029 to meet demand. On Friday, its board approved a plan that divvied up those units across the region's 18 cities and unincorporated county based on a formula of job growth and access to transit. "We are in the midst of a housing crisis. It's time to act. Doing things the same way is not going to give us a different result," said San Diego Mayor Kevin Faulconer. The debate at the SANDAG meeting lasted about four hours, with some of the county's smaller cities saying the plan gave them an undue burden they could not meet. "It is impossible," said National City councilman Ron Morrison, who is not on the board. "Our urban reserve is the weeds behind the backstop in the little field. There is no place to build."National City's mayor Alejandra Sotello-Solis supported the proposal. Most of the homes, 107,901, will go in the City of San Diego. Chula Vista will be responsible for 11,105; Imperial Beach will add 1,375; Coronado 1,001, and Del Mar 163. Del Mar Deputy Mayor Ellie Haviland voted in favor of the plan, though she said she didn't know where those 163 homes could go. "If we are pushing housing away from transit and away from jobs, then that is not going to work with the regional transportation plan we are trying to build," she said. Del Mar Councilwoman Terry Gaasterland, who opposes the plan but did not have a vote, noted Del Mar added 20 housing units in the past 10 years.
