A North Carolina air traffic controller was arrested Friday for allegedly having a weapon of mass destruction, the Charlotte-Mecklenburg Police Department said.Paul George Dandan, 30, a worker at the Charlotte Douglas International Airport, was charged with acquiring, possessing and transporting a weapon of mass destruction, police said in a statement.Last week, police received a 911 call that someone had a homemade explosive at a Charlotte home. When officers arrived, they found a homemade pipe bomb, authorities said.Investigators said another man, 39-year-old Derrick Fells, built the bomb to "use it against a neighbor with whom he was involved in an ongoing dispute." But Fells changed his mind and gave Dandan the device, police said.Both men were arrested Friday, but it's unclear how they knew each other.Fells was charged with three counts of manufacturing a weapon of mass destruction and one count of possession of a weapon of mass destruction, police said.Police did not say what Dandan's intentions were or whether he took the bomb to the airport.The Federal Aviation Administration said Dandan's access to the airport "was terminated."In a statement, the Charlotte Douglas International Airport said Dandan did not have access to any aircraft."The FAA employee only had access to the "offsite air traffic control tower and had no access to the restricted areas of the terminal or ramp," the statement said.The FBI describes a weapon of mass destruction as any explosive, incendiary, or poisonous gas, including a bomb, grenade or rocket that has an explosive or incendiary charge of more than four ounces."Any weapons designed or intend to cause death or serious bodily injury through the release, dissemination, or impact of toxic or poisonous chemicals, or their precursors," the FBI says on its website. 1834

A police department in Arkansas has apologized for sharing a misleading warning about the danger of opioids on its Facebook page."The post about the fentanyl was sent so me from another officer at another Department," the Leachville Police Department wrote on Facebook Thursday. "I simply shared it. I’m should have checked into it further before I posted it. Sorry for the confusion."The Leachville Police Department warned residents to wipe down shopping carts before using them to protect against the dangers of fentanyl, a powerful opioid. "Fentanyl or something like that still on their hands and they touch that cart handle and then you do, it can get into your system," the department originally posted on Facebook. "Scary but worth taking the time to clean the handle. All you'd have to do is rub your nose or touch your child's mouth. I never even considered this possibility. Children being exposed to just the powder or residue is a bad situation that can turn deadly."While a police officer in Ohio recently claimed ot have overdosed on fentanyl by simply touching the substance, some experts dispute the officer's claim.According to the Centers for Disease Control and Prevention, opioids killed more than 33,000 people in 2015. A rent-control style bill that would cap annual rent increases is advancing in Sacramento.The bill, by Democrat Assemblyman David Chiu, would limit annual rent increases to 5 percent plus inflation. Currently, market landlords in San Diego County can raise the rent as much as they want at the end of a lease. Adam Moody, of Pacific Beach, just saw his rent go up by 0 a month, or 10 percent. "We're thinking about moving somewhere because if it's going to keep increasing, we'd rather maybe get a house or something," said Moody, who lives with his wife. The bill, AB 1482, made it out of the Assembly Appropriations Committee Wednesday. It will now advance to the full assembly floor before moving to the state senate side. With inflation, the cap in San Diego County would be 7.2 percent, which is nearly three times faster than wage growth. Molly Kirkland, public affairs director for the Southern California Rental Housing Association, said the organization opposes the bill. She said legislation like this turns off developers from building more much-needed housing, and can lead to the current supply going unrepaired. "The five percent plus CPI (inflation) may be enough if you don't have significant operational costs, if you don't need a new roof, but that's not a certainty," she said.Moody says he supports the cap. He says there must be a happy medium for landlords to be profitable, while allowing renters to keep affording where they live. Gov. Gavin Newsom has not indicated whether he would sign the bill. He said that it happened on Monday on Bus 201 near Jones Boulevard and Tropicana Avenue.Leabu says that the bus driver took the water from his own lunch cooler. Although Las Vegas is no longer under an excessive heat warning, it is still very hot in the valley. Monday's high temperature was recorded as 104 degrees with some areas of the valley being hotter and some areas being a couple of degrees cooler.Earlier this month, the Regional Transportation Commission (RTC) was handing out free bottled water at various Las Vegas bus stops. A Mississippi school district has apologized and a high school band director has been suspended after the band staged a halftime skit that depicted police being held at gunpoint.The controversial skit came as the Forest Hill High School band from Jackson performed Friday during a football game against Brookhaven High School to the south. It shocked many at the game in Brookhaven, where just six days earlier two police officers were killed in a shootout with a suspect."I was sad because of what happened last weekend, and it felt like they were making fun of it," Sarah McDonald, a Brookhaven High School student, told CNN affiliate WJTV.A woman who said she was a graduate of Brookhaven High School found the performance insensitive."I was shocked by the halftime performance just because of everything that our community is going through," the woman told CNN affiliate WLBT. "No disrespect to Forest Hill, when they decided to do a performance, they should've took that into consideration that we were already going through a lot at this time. We are still trying to figure out what needs to be done about the situation." 1135
