SEOUL, April 12 (Xinhua) -- South Korea has downgraded its alert level for foot-and-mouth disease (FMD) one notch as the disease has practically come to an end, the Ministry for Food, Agriculture, Forestry and Fisheries said Tuesday.The ministry said that it lowered the alert level from "orange" to "yellow," the second-lowest status in the four-tiered alert system, as no additional burial of livestock has occurred in three weeks after the last case in Hongseong, South Chungcheong Province, on March 21.The country dropped the alert level from the highest level of " red" to "orange" on March 24.The highly contagious animal disease, first confirmed on Nov. 29, has forced the country to cull more than 3.47 million livestock, mostly pigs and cattle, resulting in losses of 3 trillion won (2.6 billion U.S. dollars).The ministry, meanwhile, said that 670 animal quarantine experts will continue to decontaminate livestock farms once every week and keep close watch to see if any animals become sick.

BAIKONUR, Kazakhstan, April 5 (Xinhua) -- Russia launched a spacecraft with three astronauts on board from the Kazakh Baikonur space center early on Tuesday, Xinhua correspondents reported from the site.The Soyuz TMA-21 spacecraft atop a Soyuz-FG carrier rocket blasted off at 02:18 a.m. Moscow time (2218 GMT April 4), sending to the International Space Station (ISS) Russian cosmonauts Alexander Samokutyaev and Andrei Borisenko and U.S. astronaut Ronald Garn.The Russian Soyuz TMA-21 spacecraft, named after the first cosmonaut Yuri Gagarin, carrying the International Space Station (ISS) crew of U.S. astronaut Ronald Garan, Russian cosmonauts Alexandr Samokutyaev and Andrey Borisenko, blasts off at the Baikonur cosmodrome, April 5, 2011.The Soyuz TMA-21, named after the first cosmonaut Yuri Gagarin, was scheduled to dock with the ISS at 03:18 a.m. Moscow time (2318 GMT April 6) on Thursday.According to the Russian Federal Space Agency (Roscosmos), the three new crew members are expected to spend 170 days in the ISS. During the period, they will receive two U.S. space shuttles and three Russian Progress cargo ships, conduct a spacewalk and carry out over 40 experiments.The launch is dedicated to the 50th anniversary of the first flight into space in 1961 carried out by Gagarin.

BEIJING, Jan. 28 (Xinhua) -- China will further its efforts to harness the Huaihe River over the next five to 10 years in a bid to support the economic development of the regions along the river.The decision was announced Friday in a statement released after an executive meeting of the State Council, China's Cabinet, which was presided over by Premier Wen Jiabao.The work will include upgrading dams and water gates in flood diversion programs and building more irrigation and water conservancy projects in low-lying lands along the Huaihe River, said the statement.Further, efforts will be made to guard against water pollution and help urban and rural residents in the Huaihe River regions have sufficient access to clean water, it said.Also, more flood control reservoirs will be constructed, while more residents will be relocated from flood diversion areas as well as flood land.The cabinet urged government departments to earmark more funds and enhance management and cooperation in implementing these measures.The 1,000-kilometer Huaihe River, the third longest water way in China, originates from Mount. Taibai, central Henan Province, and runs eastward between the Yangtze River and the Yellow River, the two largest rivers in the country. It cuts through Henan and east China's Anhui and Jiangsu provinces before entering the Yangtze River via the Hongze Lake.The flood-prone river has a drainage area of about 180,000 square kilometers.

BEIJING, Feb. 8 (Xinhua) -- As the Chinese Lunar New Year hoilday ended Tuesday, waves of Chinese residents began their journey back to work, as they boarded trains, airplanes and buses.The China Meteorological Administration announced Tuesday that a cold front would cause temperatures to fall by 4 to 12 degrees Celsius in most parts of the country, while some areas in the northwest, north and southwest will see rainfall or snow from Wednesday to Friday.Fleets of motorbikes carrying thousands of migrant workers passed through national roads again on Tuesday.The Ministry of Public Security said it set up 8,300 service stations along the country's major highways to provide free food, medicine, and rest stops for motor-riding migrant workers. The stations also sent police cars to clear the way for large groups of motorists.Chen Tianchong, a migrant worker from Muge County, Guigang City of southwest China' s Guangxi Zhuang Autonomous Region and 38 of his fellow migrant worker started their journey on motorcycles at 4:30 a.m. on the foggy National Road 324, which is a 2,712-kilometer road linking five provinces of Fujian, Guangdong, Guangxi, Guizhou and Yunan in southern China.A motorcycle usually carried two people, often a couple, sometimes with a child sandwiched in between. They would wrap themselves in thick outerwear to battle the cold weather at night.
