Both worked at the Pyongyang University of Science and Technology, which bills itself as the only privately run university in the North Korean capital.The family members of the two educators have said their loved ones are innocent. Shortly after Kim Hak-song was detained, his wife said in an interview with CNN that her husband is an agricultural expert and was teaching rice-growing at the university, trying to help North Koreans feed themselves.Kim Dong Chul was arrested in 2015 for spying on behalf of South Korea, he told CNN in January 2016. The interview was conducted in the presence of North Korean officials, so CNN could not determine whether Kim's comments were made under duress.An official with knowledge of the negotiations previously told CNN that the North Koreans decided to free the Americans two months ago, and that North Korea's foreign minister, Ri Yong Ho, had proposed their release during his visit to Sweden in March.At the time, US officials insisted that their release "must not be related or used to loosen the main issue of denuclearization," the source said, but that message seems to have changed in recent days, according to a source at the National Security Council, who said the development would be viewed as a goodwill gesture ahead of the planned summit with Kim Jong Un.Trump and his allies outside the government had sought to fan the heightened expectations ahead of Thursday's official announcement, casting the potential development as evidence of his negotiating prowess ahead of the summit.Trump had hinted at a potential development in their case last week in a tweet: "As everybody is aware, the past Administration has long been asking for three detainees to be released from a North Korean Labor camp, but to no avail. But the executive order will likely not fully satisfy those hoping to "Defund the Police."Trump’s announcement comes as a number of protesters are calling for a reduction in police funding, and to use funds for social and educational purposes, issues the president addressed during the roundtable.“We’ll encourage pilot programs that allow social workers to join certain law enforcement officers so that they work together,” Trump said.Trump also called for an expansion of school choice throughout the US, although such programs in the past have not received bipartisan support due to taking funds from public schools.“Access to education is the civil rights issue of our time,” Trump said.Expansion of school voucher programs has been part of Trump’s platform since the 2016 election, and one pushed by Education Secretary Betsy DeVos, who is a former charter school operator.But as far as reducing the size and scope of policing, it appears Trump will not give into those calls from protesters.Trump said he will “take care of our police” moving forward.“We’re not defunding police,” Trump said. “We’re going to go the other way.”A common call among protesters is to reduce the access to military-like equipment, but Trump said that he will give police the “best equipment.”Meanwhile, congressional Democrats are working toward a bill that would make it harder for local police forces to gain access to military-like vehicles as part of a sweeping police reform bill. (KGTV) - Poway synagogue shooting suspect John Earnest should not have been able to buy the gun used in the April attack, according to state law.California Fish and Wildlife officials confirmed to 10News that the hunting license that Earnest, 19, used to get around the state's age limit of 21 was invalid at the time of purchase.Earnest picked up the AR-15 style weapon used in the attack from San Diego Guns on April 26, a day before he attacked worshipers at the Chabad of Poway, killing congregant Lori Kaye and injuring three others. Search warrants show that Earnest did have a hunting license but it was not valid until July 1, 2019. RELATED: Poway shooting suspect did not have valid hunting license when he bought gun, state senator saysIn other words, it was too soon for him to buy the gun used in the attack. On Tuesday, an employee at San Diego Guns declined an interview but said "We did everything properly. We did everything we needed."If that's the case, then question remains over how Earnest was able to buy the gun. The onus could be on the state. Danielle Rudolph directs sales and operations at Poway Weapons and Gear Range, which was not involved with Earnest. She says people who buy firearms must fill out a detailed application that goes to the state Justice Department. Applicants have to include details on any exemptions, such as hunting licenses. After a 10 day waiting period, the customer returns to the store to find out if the state approved their application."California does have one of the strictest background checks in the nation," Rudolph said. "We know they go through numerous different databases and if it comes back approved, we don't have anything else to go on based on what California is telling us."Rudolph added a gun shop can stop a sale if a customer is making erratic or dangerous comments, though that is rare.
