SAN DIEGO (KGTV) - A person fell at least 14 feet down an elevator shaft at a downtown property Tuesday.The person was reportedly working at the property at 625 Broadway when the fall occurred.San Diego Fire Department's Urban Search and Rescue team responded, hoisting the worker out and transporting the person to a nearby hospital.The worker had injuries to their leg but they were conscious and believed to be okay.No further information was immediately available. 476

SAN DIEGO (KGTV) - A new camera system along the west coast helps firefighters pinpoint wildfires faster. ALERTWildfire has officially launched the first 70 cameras in Southern California including 15 here in San Diego. There are 160 total cameras along the west coast in Washington, Oregon, Nevada and California. UCSD Geosciences Professor Neal Driscoll has worked for two years as the co-developer for ALERTWildfire. Driscoll tells 10News, "they form this network, we can triangulate and we can actually locate the fire so we can give this ignition point to the first responders". Driscoll hopes to see ten times the number of cameras installed in five years. For him, it's more than just new technology, Driscoll says it's a faster way to protect buildings and people caught in wildfires, "in the old days wed have to send out engines or aircraft". Now, fire crews will be able look at the cameras online to see how sever the flames are before calling rigs to the scene. "We can scale our response up or down from the information on the camera". SAN DIEGO (KGTV) - A local business owner is warning others about a phony debt restructuring company that he said cost him thousands of dollars.Hugh Herrera owns Pacific Beach Vinyl."What we're selling is music, which is one of the uplifting things of life," Herrera said.A couple years ago, Herrera needed help managing his debt with the business. After a situation with a lender, he eventually turned to what he thought was a legitimate debt restructuring company. He received a solicitation in the mail and gave the company a call."It sounded like something viable to me," Herrera said.He started working with Corporate Restructure, Inc. He said he paid about 0 a week."In the end, the net result, we'd pay about half of whatever we owed through making weekly payments to this firm," Herrera said.  Instead, Herrera said Corporate Restructure took about ,000 and ran."They just disappeared. Couldn't get a hold of them," Herrera said.According to news releases from the Department of Justice in New York, the men behind Corporate restructure faced dozens of charges related to bank and mail fraud. The news release dated late last year said there were approximately 200 victims that lost a total of .2 million."Somebody should really look out for predatory-type people, obviously, because that's what happened to us," Herrera said.He is now working to pay off his existing debt after he learned an expensive lesson."Things are looking better. Light at the end of the tunnel," Herrera said.Herrera started a GoFundMe campaign, which has helped keep the business afloat. He has hopes of getting some of his money back after the criminal proceedings in his case are finished.The Federal Trade Commission recommends people to contact creditors directly for assistance with debt. SAN DIEGO (KGTV) - A local family is desperately pleading to individual ICE officials to let them see their patriarch for the first time in 19 months. The Bakala family is seeking asylum after they say they barely escaped death in the Republic of Congo. Once they reached San Diego, the family of nine was separated.17-year-old Marie Louise Bakala should be focusing on college. But right now, that is on hold. "I am getting stronger, but it is not enough because I need my father back," Mari Louise said to the St. Luke's Episcopal Church congregation in North Park. The Bakala's left a comfortable life in the Republic of Congo. Father Constantin was a computer engineer for the Ministry of Health. His wife Annie Kapongo was a shop owner and mother of seven. The Bakalas say it all changed when the new government stepped in. Kapongo says because of Constantin's occupation, the family was targeted, brutalized, and even sexually abused by Congolese authorities. Fearing for their lives, they came to San Diego in 2017 to seek political asylum."This family came across a world come to a country that will protect them, but instead, it has only been a continuing nightmare," Pastor Colin Mathewson said. Annie Kapongo was released with an ankle monitor with the seven kids in San Diego. Immigration and Customs Enforcement [ICE] authorities detained Constantin in the East Coast alone. In February, a judge rejected Constantin's asylum case and appeal. But in March, he as given an emergency stay. Just last week, he earned the right to appear in front of a judge again, this time with a lawyer. Friends and staff of St. Luke's are now pleading with ICE to grant Constantin parole, to be with his family. They say it would be a show of good faith, just as the Good Samaritan did in the Bible."There is an assistant field director, and there is a deportation officer out there in Atlanta," Pastor Mathewson said. "We are asking Christine and Michael today to help somebody that needs so much help. After 19 months of detention, to bring him back home with his family as he awaits his next court date.""I hope that he will be here with us and we will be a family again," Marie Louise said."Please, please help me," Kapongo said through a French translator. "Send me back my husband."Last year, the couple missed their 20th wedding anniversary because Constantin was detained. If he is not paroled soon, he will also miss his eldest daughter, Marie Louise's 18th birthday. The family's next court date is September 25, 2019. 10News reached out to ICE for comment on this case. SAN DIEGO (KGTV) -- A sailor from Naval Base Point Loma tested presumptive positive for coronavirus Sunday night. According to officials with the base, the individual is currently in quarantine in accordance with the CDC guidelines at his home. "Personnel that the individual had close contact with have been notified and are in self-isolation at their residence," officials say. RELATED: San Diego to legally enforce new public health orders over coronavirus"Naval Base Point Loma is committed to taking every measure possible to protect the health of our force," authorities added. The news comes as 55 people in San Diego County tested positive for coronavirus as of Monday. 686
