SAN DIEGO (KGTV) - Republican Assemblyman Randy Voepel is being called a valor thief, but his accusers have not produced hard evidence to back up their claims. Navy veteran and Republican state assembly candidate Larry Wilske addressed the media on Monday in front of downtown's USS Midway. He and others say the former mayor of Santee, Voepel, misrepresented his military service record. "This is serious business. It's a slap in the face to veterans," says Wilske. Wilske was joined by private investigator and retired Master Chief Petty Officer Terence Hoey, who has been looking into Voepel's military records.  "He's not a purple heart recipient, although he's repeatedly stated that he is and his chief of staff has doubled down on his claim," says Hoey. They're also alleging that Voepel falsely claimed he had combat experience in Vietnam. However, military discharge documents sent to us by Voepel's staff show that he served on the USS Buchanan and was awarded a ribbon for combat action, and was awarded other honors related to his service in Vietnam. The Wilske supporters believe the discharge documents have been forged. “This document has been altered, thus rendering the form essentially void,” says Hoey. Voepel’s staff denies that Voepel ever claimed to have been awarded a purple heart and 10News couldn’t find proof of the claim, anywhere. Additionally, a military service record provided by Hoey does not include a purple heart award in his list of decorations. Wilske and his supporters say there are multiple credible witness testimonies and video evidence that’ll reveal the whole truth, but they have yet to be fully produced. Wilske and Hoey deny that their allegations of stolen valor are tied to political mudslinging. “The one thing we can't square here is that round peg with Voepel and his wild and comedic claims,” adds Hoey. There was one alleged witness at Monday’s press conference. He said he’s a veteran who met Voepel at a recent political event and claims Voepel lied to his face about his service history. Voepel’s staff is unsure as to whether the two have ever even met.  Voepel denied our request for an interview. He denies all allegations of stolen valor. 2273

SAN DIEGO (KGTV) - San Diego County health officials are focusing their efforts to reduce COVID-19 cases in hard-hit disadvantaged communities.Since the state released its tiered reopening system, County officials have closely monitored case rates and positivity rates, the two metrics that move counties between restrictive and less restrictive tiers.Now, the state has added a new metric relating to equity. It focuses on disadvantaged communities. The state looked at several factors that influence health in communities, including economics, education, transportation, social, neighborhood/environment, and housing conditions. The metric is meant to focus on those communities and their risk to COVID-19.At a news conference Wednesday, County officials say they are working to create a plan to address equity and submit to the state next Thursday. They also say the state will release additional guidelines on Monday.The county's health equity rate is at 6.2, which falls under the red tier. That number needs to drop below 5.2 to meet the orange tier criteria.San Diego County is currently already operating in the red tier based on the other two metrics. The county's positivity rate is at 3.5, Which meets the criteria for the orange tier. But the county's state calculated adjusted case rate is 6.5 new daily infections per 100-thousand people, which falls in the red tier. The red tier allows many businesses to reopen their indoor operations, though at a limited capacity.County officials said the new health equity metric does not play a factor in moving San Diego back into a restrictive tier. But it does play a role in moving to a less restrictive tier.County health officials have been working to reduce COVID-19 cases in disadvantaged communities through outreach and education, testing, and contact tracing, but feel more could be done."Undoubtedly, there's more we can do," Supervisor Nathan Fletcher said. "So even though we've done all of those things and continue to do those things, we will continue to search out more opportunities to address the inequity issues in trying to help those communities who are most impacted." 2153

SAN DIEGO (KGTV) -- San Diego Fire Urban Search and Rescue task force is on their way to Hawaii to prepare for Hurricane Lane's landfall.The hurricane could bring as many as 20 inches of rain onshore and winds of more than 100 miles per hour.The search and rescue task force is traveling with 55,000 pounds of equipment, hoping to get ahead of the hurricane before it makes landfall.The crew will land in Kauai and then get deployed to wherever help is needed. SAN DIEGO (KGTV) - Residents in Carmel Mountain Ranch plan to continue their fight against a proposed apartment building, even though the City Planning Commission has recommended approval of the project by the City Council."Alante" is a 50-unit apartment building under development by New Pointe Communities. It will be built on top of an existing MTS parking garage that is no longer in use. It will be located at 10211 Rancho Carmel Drive, just east of the 15 near the Ted Williams Freeway."We do believe that the Alante community is a great addition to Carmel Mountain Ranch as it brings 50 apartment units of workforce housing that is much needed in the northern part of the City," New Pointe President Scott Sandstrom told ABC 10News in a statement.Sandstrom also pointed out that 15 of the units will be designated as affordable housing. Sandstrom says they'll be the first affordable units in Carmel Mountain Ranch.But the local community has come out against the project over the last few years. In 2019, a petition gathered 912 signatures to stop the development. And in June, the Carmel Mountain Ranch/Sabre Springs Community Council voted unanimously against it.Despite the opposition, the San Diego Planning Commission voted to recommend approval of Alante to the City Council."Frankly we weren't surprised because the Planning Commission has been ruling against community planning groups very frequently for a long time," says CRMSSCC Chairman Eric Edelman.RELATED: Neighbors push back against construction of apartment complex"Our objection is the bulk and scale of the project," Edelman says. "We would rather see a smaller building with more affordable units."Plans filed with the city say the building will be 6 stories tall and more than 70,000 square feet. 26 of the units will be one-bedroom apartments. The other 24 will be two-bedrooms.It will also have 58 parking spaces, 5 motorcycle spaces and 22 bicycle spaces."We understand that we're probably not going to stop this project altogether but we would like to alter the bulk and scale of it," says Edelman.The decision by the Planning Commission cannot be appealed, since it is a non-binding recommendation. But Edelman says his group will now work on a strategy to convince the City Council to deny it."We'll refine our case based on what we learned from the Planning Commission," says Edelman. "It's really important that the Carmel Mountain Ranch Community Planning Group does its best to advance the feelings of the community as a whole."The community says they have concerns over the building's impact on traffic and wildfire safety. They also worry it will be the tip of the iceberg to allowing more large-scale development in the neighborhood.Right now, a separate developer has plans for a 1,200 unit apartment complex on an abandoned golf course just north of the Alante lot."The main concern there is just that these two things aren't being done in a thoughtful manner, in tandem," says Edelman. "It should be done in a sensible manner. A blanket solution that works in another part of San Diego may not work here in Carmel Mountain Ranch."Sandstrom says Alante gives the city a chance to turn an eyesore into an asset."We hope to turn this home for cars into homes for people," he told the Planning Commission at their meeting on July 23.City Councilman Mark Kersey, who represents the area, told ABC 10News he was not able to comment on the project, since it hasn't formally been presented to the Council. SAN DIEGO (KGTV) -- Results of an audit show the City of San Diego has paid hundreds of millions of dollars in liability claims.From 2010 to 2018, the city had 20,000 liability claims, which has resulted in 0 million in public liability costs. That translates to about million per year to settle or resolve these claims.At the top of that list, as far as the number of cases, involves city vehicle accidents with 2,075 claims, where the city paid .7 million. Also included in this list are trips and falls, with 931 claims and the city paid .7 million towards those liability costs.The City Auditor’s Office also made recommendations to reduce the number of claims. When it comes to trips and falls, they suggested the city focus on fixing the sidewalks in high pedestrian areas. Their data has found people are four times as likely to trip and fall in those areas of the damage to the sidewalk.When it comes to accidents involving city drivers, they believe there needs to be more training for them.The report will now be forwarded over to the City Council for review. 1090
