SAN DIEGO (KGTV) — A near decade-long push to get a traffic light installed at a residential intersection along Governor Drive is inching closer to success.The city has partially funded the light at the intersection of Lakewood Street and Governor Dr. and it's now in the design phase. The news comes almost nine years after resident Mark Powell complained to the city about speeding drivers. Powell received a letter from the city in April 2010 that acknowledged a safety issue and said the intersection would be placed on its "priority list" for a traffic light, pending funding. "If you're put on a priority list, and it's been a decade, you're obviously not a priority," Powell said. "They've failed on multiple levels to get this completed."The intersection is on a long stretch of Governor Dr. that leads from Genesee Avenue to the 805. It has a 35 mile-per-hour speed limit, but there is no traffic light or stop sign to slow drivers as they pass Lakewood St. "By copy of this letter we will request that the police department consider this location for radar enforcement," the city said in the 2010 letter. Meanwhile, Powell says the safety issue is getting worse because University City is going through a building boom. The area is seeing new high rises, plus the expansion of the Westfield UTC mall. Powell's daughter, Arielle, 16, just got her driver's license and commutes to University City High School daily, making a left onto Governor from Lakewood. It's the only road that leads out of the neighborhood. "I get nervous in the morning because I don't want to be late for school having to wait for all of these people, because traffic on Genesee builds up really fast," Arielle said. A new traffic light can cost a minimum 0,000 to install.In a statement, councilwoman Barbara Bry said she was glad to learn that the city had approved the light and that it has been partially funded. "This project is a testament to our engaged community who brought this to my attention," Bry said. SAN DIEGO (KGTV) -- A man who groped and sexually assaulted four female students as they walked to their off-campus housing near SDSU pleaded guilty Monday.Minda Shewangizaw, 20, pleaded guilty to charges including felony and misdemeanor counts of false imprisonment and sexual battery.All four victims in the case, who ranged in age from 17 to 19, testified during the preliminary hearing.One of the victims said she and her roommate were walking home after midnight when Shewangizaw came up behind her and “grabbed her butt.RELATED: Women testify against UC Riverside student accused of groping near San Diego State”Her roommate said she noticed someone walking behind them before he began to chase them. "I said, You need to leave. He grabbed my hand and pulled me toward him. He pulled my shirt down and grabbed my breast."She said she kicked Shewangizaw and was able to break free.Another victim testified that she and another woman were on a pedestrian bridge heading back to their dorm when she heard footsteps and was smacked on her “behind” by Schewangizaw."I was livid. I said, What are you doing? Don't do that! He laughed it off."She said she kept walking when the defendant made a remark about her breasts before pulling her shirt down and putting his hands on her chest.A witness said Shewangizaw then grabbed her breast and buttocks and trapped her against a rail before laughing and walking away.The sentencing is scheduled for June 12. 1460

SAN DIEGO (KGTV) -- A mountain lion that scratched a young boy at the Blue Sky Ecological Reserve in Poway last week was captured and killed, state Fish and Wildlife officials told the San Diego Union-Tribune.On June 12, park officials said a 4-year-old boy suffered scratches to his back and thigh after an encounter with the animal on the park grounds.The boy, who was on a hike with his family at the time of the incident, is expected to make a full recovery.RELATED: 4-year-old attacked by mountain lion according to Fish and WildlifeThe park was temporarily closed after the attack.The U-T, citing a Fish and Wildlife official, reported that the mountain lion in the incident was found and killed several hours after the boy was attacked.The official told the newspaper that DNA tests confirmed the animal -- a 2-year-old female weighing 70 pounds -- was the one responsible for scratching the boy. 911

SAN DIEGO (KGTV) - A Paradise Hills family is in search of a good Samaritan after a young autistic man was mugged and beaten for his brand new iPhone, just blocks from his home.The incident played out along Briarwood Road on an afternoon two weeks ago. Garrett De Leon had just gotten off work and off the bus.His pride and joy was in his right hand - a new iPhone 10 that his parents gave to him for his birthday. Deleon was texting his mom that he was blocks from home, when it happened."This guy came from behind me and snatched my phone and pushed me to the ground," said De Leon.De Leon says he fought back, the two struggling on the ground. "He pushed me again and runs to the car," said De Leon.Deleon says he chased the man - a tall, lean black man wearing a beanie - to an older black car, where the man jumped in the back seat, the window rolled down."He tells his buddy to take off immediately," said De Leon. In the meantime, the thief was hitting De Leon, who says he was delivering his own blows through the window."I had too much adrenaline and didn't feel pain. Hopped up on anger and determined to get at them and at the phone," said De Leon.After the car started up, it dragged De Leon some 100 feet before he was thrown off, bloodied with cuts and and scrapes, and a sprained hand.Soon after, a Hispanic woman in her 20s, with a baby in her back seat, raced to his side. She tended to him before calling 9-1-1."Shows there are good people. She was more worried about me than her baby," said De Leon.When help arrived and she left, De Leon never got her name.
