SAN DIEGO (KGTV) - More than 700 underclassmen moved into dorms at San Diego State University Thursday, and a new report says a growing number of them are from out of state.A new analysis by USA Today says 78 percent of SDSU's incoming freshman were from California students in 2017. That compares to 88 percent in 2012. Out-of-state students pay an extra ,880 in tuition each year. "The cost is definitely a part of it, but, just, Florida isn't as appealing. Too hot, too humid," said Jackson Noye, an incoming freshman from Jacksonville. "Nothing can really beat San Diego."The University called the study "a bit misleading." In a statement, it said enrollment for in-state and out-of-state students is increasing, and that any suggestion it is prioritizing out-of-state students is untrue. "The number of students SDSU can admit and teach, as defined by the resident target enrollments, is contingent upon the amount of state funding allocated," the statement read in part. "SDSU is given an enrollment target for in-state students every year, and the state only provides funding to teach the targeted number of students. For that reason, SDSU currently enrolls the number of students funded."While freshman admission may be getting more competitive, many times students have a better chance of getting in to their top choice as a transfer. "The most selective public four-year universities often have higher acceptance rates for transfer applicants than first-year applicants," said Craig Meister, an admissions consultant. Rob Franek, editor and chief of the Princeton Review, said in addition to having solid test scores and a high GPA, students can set themselves apart by showing their desire to go to their top choice. In other words, get in touch with admissions counselors and attend university events. Franek said many of those interactions can be tracked by universities over time. 1906

SAN DIEGO (KGTV) — Plans for a temporary observation wheel in the heart of Balboa Park have taken a step forward to becoming reality.Thursday, the Balboa Park Committee voted 7-1, with one member abstaining, to support plans for the temporary Balboa Park Star attraction, which were originally introduced by the Cohn Restaurant Group and Sky Views of America back in October. In a statement from the Assistant Deputy Director Christina Chadwick of the city's Parks & Recreation Department, while the idea has gained the committee's support, a number of potential impacts still need to be sorted out before the wheel is installed.RELATED:The Balboa Park Star Observation Wheel could bring people back to the parkIn-Depth: Balboa Park's future unfolds during COVID-19 pandemic"The Park and Recreation Department has identified a number of potential operational impacts that must be contemplated in order to fully appreciate the feasibility of this project, and given the Balboa Park Committee’s conceptual approval tonight, we will now be moving forward with the goal of getting this installation up and running on a temporary basis," Chadwick wrote. Some of those outstanding issues involve the site plan, public safety, liability, permitting, and institutional outreach.Ultimately, the hope is to see a Sky Wheel installed on a short-term basis in Plaza de Panama to attract more visitors back to the park, pending coronavirus-related restrictions on businesses, museums, and attractions. The gondolas on the observation wheel would be enclosed, climate-controlled, and sanitized after each ride. Local, state, and federal safety protocols amid the pandemic would also be observed and masks would be required.Tickets for the wheel are estimated to run - per rider and would be sold online and at the attraction. 1826

SAN DIEGO (KGTV) — New numbers show almost 40% of people who test positive for COVID-19 in San Diego County are between the ages of 20 and 39.As more businesses begin to open up, more Californians are testing positive for the coronavirus."It really is an alarming trend," Dr. Abisola Olulade, family medicine doctor at Sharp Rees-Stealy Medical Group, said.It is a trend affecting everyone, but most noticeably for younger adults between 20 and 39.RELATED: Gov. Gavin Newsom warns counties to enforce coronavirus precautions"We are seeing an increase in the total number of cases with people that are getting younger and younger," Governor Gavin Newsom said in his daily address Wednesday. At the early onset of the pandemic, health officials stressed the importance of the elderly population to take heed. But new numbers show the virus does not discriminate."There is a sense that a lot of young people are, well, you're young, and so you feel a little bit more invincible. But respectfully, often that can be a selfish mindset," the Governor added.RELATED: California requiring face coverings for most indoor areas"We are not invincible," Dr. Olulade said. "We are not immune to the effects of this virus."Younger folks are often the first to venture out to newly reopened businesses or have participated in recent large gatherings like the protests. This is in comparison to older folks, who often continue to stay indoors. The problem is this. Young people who feel no symptoms likely will not be hospitalized. But they still can carry and spread the virus.RELATED: How San Diego County officials monitor coronavirus trends"Even though you are okay, you can certainly spread it to someone, even at the grocery store, that is older or has a chronic illness and chronic condition," Dr. Olulade said. That is why the doctor says it is essential to stay vigilant, no matter your age or health condition."We all have to remember the 3W's: WEAR a mask. WASH your hands. And WATCH your distance," Dr. Olulade said. "We all have a social and moral obligation to protect the health of others, so I hope that everyone takes that on as a personal responsibility."Dr. Olulade also adds that there is an increasing number of cases of young people who never knew they had underlying conditions until they got tested for COVID-19, and now they're fighting for their lives. So it is vital that everyone continues to follow the health guidelines. 2439
