US-supplied weapons originally intended for moderate allies in Syria have ended up for sale on jihadist online forums in the country's northern al Qaeda heartland. In a remarkable snapshot of the disastrous outcomes and thwarted ambitions of the West's six-year effort in Syria, an M16 assault rifle -- whose serial number suggests it was originally supplied as part of a US-taxpayer-funded effort to defeat extremists in the region -- was offered to CNN by a resident of the city of Idlib over the encrypted messaging app Telegram. The vendor claimed the weapon originally belonged to one of the more prominent and costly failures by the US to help Syrian moderate rebels combat ISIS and other extremists. In a Telegram message exchange with CNN posing as a purchaser, the vendor said the weapon came from "Division 30" -- part of an elaborate million dollar effort to train and equip elite rebels to tackle jihadists.  935

UPDATE (7:36 p.m. Wednesday): SDG&E says about 752 customers in portions of Alpine, Campo, Campo Reservation, Descanso, Jacumba, La Posta Reservation, Ramona, Santa Ysabel, Santa Ysabel Reservation, Valley Center, and Viejas Reservation have had power shut off due to high winds.UPDATE (7:13 p.m. Wednesday): SDG&E has shut off power to about 240 customers in Viejas, West Descanso, Boulder Creek, Alpine, and Valley Center due to high winds.SAN DIEGO (CNS) - A predicted period of highly gusty and dry conditions across the San Diego area prompted authorities Wednesday to issue warnings of increased wildfire hazards and the potential for public-safety power shutoffs over the next several days in particularly at-risk locales.Arid Santa Ana winds will increase in strength and become widespread across the county late Wednesday evening, with 50-mph gusts possible in the mountains and the western valleys, according to the National Weather Service. On Thursday, humidity levels dipping below 10%, sustained 30-plus-mph winds and gusts of 60 mph or higher will create "extremely critical" combustion hazards in local mountain communities into the early afternoon, the federal agency reported. Affected highland areas include those east of Chula Vista, El Cajon, Escondido and Fallbrook, meteorologists advised.ABC 10NEWS PINPOINT WEATHER FORECASTIn response to the expected atmospheric conditions, the NWS issued a red-flag wildfire warning for local inland valley and highland areas, effective from 6 Wednesday evening to 10 p.m. Saturday. The most intensive critical fire-weather conditions are expected to last from Wednesday evening through Friday morning, meteorologists advised.Due to the wildfire warning, San Diego Gas & Electric has notified about 95,154 of its customers in inland communities that they could be subject to public-safety power shutoffs from Wednesday night into the weekend, and potentially through Monday.RELATED: SDG&E issues warning to more than 88,000 customers amid red flag warningThe dry and windy weather pattern is likely to continue into next week, though likely in a weakened manner, according to forecasters. 2167

Verizon just admitted that the value of its media brand, Oath, is essentially worthless.Verizon announced Tuesday that it would take a .6 billion writedown on its the media unit, which includes Yahoo and AOL.Oath's brand value is now worth just 0 million, according to Verizon. That's a stunning decrease in value since it formed in 2017. Verizon said Oath's brand was worth .8 billion when it last accounted for the company's goodwill valuation.Verizon snapped up a number of legacy media brands in recent years to create Oath. It bought Yahoo for .5 billion in 2017 and AOL, which owns HuffPost, for .4 billion in 2015.With virtually no goodwill brand value, Oath's overall value (assets and goodwill) is now worth half of what it was a few years ago.The telecommunications giant said the integration of Yahoo and AOL didn't meet expectations.Oath "has experienced increased competitive and market pressures throughout 2018 that have resulted in lower than expected revenues and earnings," according to a filing with the SEC Tuesday. Facebook, Google and Amazon are sucking up ad dollars, forcing publishers to search for other streams for revenue. The Verizon media unit's poor performance led the company to make "unfavorable adjustments to Oath's financial projections" for the next five years.Verizon plans to focus more on wireless technology and less on content and distribution. This summer, Verizon replaced CEO Lowell McAdam with Hans Vestberg, the telecom company's former chief technology officer. In September, Oath CEO Tim Armstrong left. He was a driving force behind Verizon's media acquisitions. Armstrong was replaced by K. Guru Gowrappan, Oath's president and former chief operating officer.Verizon announced Monday that 10,400 management employees had accepted voluntary buyout deals, out of 44,000 who were eligible. The buyouts are part of a plan to cut costs and shift investments into wireless and 5G. 1942
