HARARE, June 15 (Xinhua) -- Common Market for Eastern and Southern Africa (COMESA) Secretary-General Sindiso Ngwenya on Tuesday urged China to enter into joint ventures with Africa's largest regional trading and economic grouping to capitalize on the customs union that was launched last year. The Common Market for Eastern and Southern Africa, boasting 19 member states and a population of more than 450 million, is endowed with vast natural and human resources that make it a fertile investment destination, Ngwenya said."With a combined population of 456 million and a combined Gross Domestic Product of 450 billion U.S. dollars, this region is very rich in natural resources, rich in human resources and land for agriculture."This region will therefore become the region of first choice for investment and has the potential to feed the whole world," Ngwenya told Xinhua in an interview. He said China should take COMESA as its preferred investment destination and increase trade with Africa's largest trading and economic grouping.Ngwenya has previously urged more Chinese investment in the manufacturing sector so that Africa can move up the value chain and increase the incomes of its people while ensuring that less wealth is exported abroad.Trade between COMESA countries and China has also been growing by between 50 percent and 100 percent depending on the country, but on average by more than 50 percent annually and by the end of 2008 China-Africa trade was approaching the 100 billion U.S. dollars, according to Ngwenya.Ngwenya said the COMESA Customs Union presented immense opportunities for the Asian giant to deepen and consolidate economic cooperation with member states, most of whom it had strong bilateral, economic and political ties with. China has diplomatic relations with nearly all African countries.

BEIJING, June 10 (Xinhua) -- The People's Bank of China (PBOC), the central bank, injected 166 billion yuan (24.3 billion U.S. dollars) into the money market this week, easing tight money supply conditions with bill issuance and repurchase agreements. In its regular open market operations Thursday, the central bank auctioned 10 billion yuan (1.46 billion U.S. dollars) of three-month bills at a yield of 1.5704 percent, up 4.04 basis points from June 3.On Thursday, the central bank also conducted repurchase agreement operations -- the first time in almost a month -- by absorbing 10 billion yuan through 91-day repurchase agreements. The yield on Thursday's 91-day repurchase agreement rose to 1.57 percent, up 16 basis points from its previous repurchase operation.Thursday's operations together with Tuesday's 25 billion yuan worth of one-year bill issuance brought the weekly total raised to 45 billion yuan (6.6 billion U.S. dollars). But 211 billion yuan (30.9 billion U.S. dollars) of bills matured this week, meaning a net weekly injection of cash. The central bank's net injection this week was the third straight week of net injection. It pumped 159 billion yuan (23.3 billion U.S. dollars) into the market in the previous two weeks.Since mid-May, China's banks have faced a short-term money squeeze as the PBOC introduced a series of tightening measures to cool the booming property sector.Zhao Qingming, a senior research fellow at China Construction Bank, the country's second largest lender, said the yield changes on central bank bills reflects tight money supply in the short-term.Rising bill yields usually reflect lenders' reduced demand for safety or their cash hoarding. For the whole week, yields on central-bank short-term debt instruments rose compared to the previous week. The yield on one-year bills jumped 8.32 basis points to 2.0929 percent while the yield on three-month bills climbed 4.04 basis points to 1.5704 percent. The yield on 91-day repurchase agreements added 16 basis points to hit 1.57 percent.

SHENYANG, Aug. 22 (Xinhua) -- Some 253,500 residents have been safely evacuated in northeast China's Liaoning Province after torrential rains caused waters to rise to the highest level in more than a decade along a major river bordering China and the Democratic People's Republic of Korea (DPRK), local officials said Sunday. The hundreds of thousands of residents, mostly in Dandong City, were relocated in less than 24 hours from late Saturday to Sunday, provincial flood control authorities said. Among those rescued was a 23-year-old woman who gave birth to a healthy baby just hours after she was air-lifted out of the flood zone.No new casualties were reported on Sunday. Previously, authorities said four people were killed and one remains missing following floods in Dandong, a border city facing Sin'uiju City in the DPRK.Heavy rainfalls that began Thursday have swelled the Yalu River, which marks the border of China and the DPRK. On Saturday night, the water level at one monitoring station in Dandong rose to 2.35 meters above the warning line, the highest in a decade and the second highest since records began being kept in 1934.However, water levels began to dip late Sunday as rains stopped, though provincial authorities warned that the danger has not yet passed.Workers are racing to build sand bag flood barriers along part of the river where the water has overflowed. Over two thousand soldiers and crews have been mobilized to rescue stranded residents. About 70 vehicles, 38 speed boats and six helicopters were used in the rescue operations, local officials said.BABY BORNOn Sunday, a healthy baby weighing 3.9 kilograms was born in the Women and Children's Hospital of Dandong. Hours before, her mother, 23-year-old Liu Li, was stranded at home in rural Kuandian County waiting for mid-wives to come amid heavy flooding. After learning of Liu, Liaoning Governor Chen Zhenggao first ordered helicopters to send experienced doctors to Liu and later had Liu air-lifted to Dandong. Liu was immediately admitted to the hospital as she arrived."I never thought my daughter could be born in this way. If not for the emergency rescue, we both could have died," she told reporters. She was still unable to tell her family the good news as traffic and telecommunication services have not been fully restored. But doctors at the hospital said Liu and her daughter were being well taken care of and most of her hospital fees had been waived.

BEIJING, June 11 (Xinhua) -- China's Ministry of Agriculture (MOA) asked authorities in the nation's major wheat-planting areas to work to achieve quick summer grain harvests in spite of the difficulties posed by the extreme weather. This year's summer harvest has proven more difficult than usual because the ripening of winter wheat has taken place one week later than normal because of the bitterly cold weather last winter, while the consistently heavy rains that recently struck south China have impeded the harvest efforts, the MOA said. The ministry said local authorities should prioritize the harvest work and complete the harvest as quickly as possible.Reaping machine should be distributed properly in different locations to raise the harvesting efficiency, it added. Also, local departments should update information such as weather, market demands, prices and transportation to ensure a smooth harvest, the ministry noted.China's four major grain production areas have shown cautious optimism toward their 2010 summer grain output. Henan, Shandong and Anhui provinces expect output of wheat to be equal or slightly higher than last year, while Hebei province forecasts slightly reduced output, according to information coming from a high level agriculture meeting held earlier in May in Zhengzhou city, the capital of Henan province.According to the MOA data, China's summer grain output accounts for one quarter of its annual food yield.
