BEIJING, March 12 (Xinhua) -- Overseas Chinese say they are pleased with the economic stimulus measures discussed at China's two top political conferences and think the proposals will provide a good road map for the future.     The two conferences, known as the "two sessions," are the Second Session of the 11th National People's Congress (NPC), which was to end Friday, and the Second Session of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC), which closed Thursday.     Speaking of Premier Wen Jiabao's work report to the NPC, overseas Chinese in the Czech Republic said they are confident for the future development of their homeland.     Ni Jian, chairman of the Czech Council for the Promotion of Peaceful Reunification of China, together with others, said they were pleased as Wen said in his speech that China "must not slacken efforts" to promote its exports amid a sharp decline in external demand.     Wen said "We will continue to diversify our export markets and compete on quality, enhance traditional export markets, and energetically open up new markets," adding the government is to take a series of measures to relieve the difficulties of exporters.     Ni said the proposed measures lighten the way for Chinese business people abroad.     Hu Zhiheng, a Wenzhou businessman in Italy, said he was most impressed by Wen's remarks that the government will make efforts to "ensure steady growth in foreign trade."     As a matter of fact, China had already adopted a series of measures before the two sessions that included such things as raising export rebates, loosening credit, and abolishing or cutting customs tariffs, he said.     The overseas Chinese were mostly concerned with the economic policies released at the two sessions and how the government will be responding to the global financial crisis in order to maintain stable development, Luo Yuhong, chief editor of Capital News in Belgium, told Xinhua.     Lu Chengrui, head of the U.S. Shandong Association, said he holds high expectations for the two conferences, and hopes all of the plans can be implemented.     Zhan Aixia, head of the New York Beijing Association, said after reading the government work report that she expects her country to develop a stronger economy and intensify cultural exchanges with the United States.     In addition, Chinese students in Japan, Belgium and Italy also kept a close eye on China's development.     In Belgium, student Chen Fang said she was especially interested in issues concerning employment as she planned a career in China after graduation.     Wu Changbo and Chen Yao in Italy described Wen's work report as China's commitment to the world amid the economic crisis.     In the face of great challenges and difficulties, China still pledged an 8 percent economic growth, which they said has showcased the confidence of the country.     Wen's statement that put a priority on the employment of college students and the advancing of education were inspiring, they said, adding that they wish they could use the knowledge they have acquired abroad to serve the motherland after graduation.     Li Guangzhe, chief of the Chinese students' association in Japan, told Xinhua that the group cares most China's ongoing process of building a harmonious society and the role it plays in the world platform.     Li said he found the answers to those questions in the premier's work report.     The confidence delivered in Wen's report will give impetus to the development of the whole world and demonstrates that China is a responsible global power, he added.

HAIKOU, April 5 (Xinhua) -- Traffic had been resumed on Sunday on the highway that had been flooded by collapse of a small reservoir on March 27, in south China's Hainan Province, local authorities said.     The Wanning section of the province's eastern expressway had been resumed in both directions at 8:00 p.m. after nine days of reconstruction work, said an official with the provincial Communication Department.     The Bofeng reservoir, with a designed water storage capacity of1.02 million cubic meters, collapsed at about 10 p.m. in Xinglong Town, Wanning City.     The ensuing floods washed out a slip road to the province's eastern expressway and swept away two cars, injuring three people in the vehicles.     The water also inundated 20 hectares of farmland and caused slight damage to three riverside houses.     The municipal water conservancy administration had claimed that only 100,000 cubic meters of water burst from the reservoir. However, Chen Xingzhang, secretary of the CPC municipal committee of Wanning, doubted its credibility.     Vehicles had to detour around the flooded road over the past days.     The reservoir was being reinforced at the time of the accident. An investigation showed that workers of a company in charge of the project exploded part of the cofferdam before the water dropped to the safety level, which led to the collapse. The scheme had no approval from authorities at the time.     The construction contractor, Hongda Water Conservancy Projects Co, Ltd., based in Henan Province, and the project supervising company, Hainan Institute of Water Conservancy and Power Construction Survey and Design, were banned from carrying out further business in the city.     Police have detained four project workers in connection with alleged safety violations that led to the collapse in the province, the local Communist Party of China (CPC) committee said Monday.     Chen Ruchuan, former head of the water conservancy administration of Wanning City, and two deputy heads, were also sacked from their posts Monday, according to the Wanning municipal committee of the CPC.     The local government has been working on a plan to compensate people affected in the accident.

BEIJING, March 1 (Xinhua) -- China has issued a circular Sunday "stoutly" ordering officials at all levels not to spend public money on sightseeing overseas.     The circular was jointly issued by the General Office of the State Council and the General Office of the Communist Party of China Central Committee amid a situation where many Chinese officials have been using public money to pay for their personal travel disguised as business trips.     The Chinese government hoped officials at all levels to set an example for other people to cope with the financial crisis and overcome the obstacles in economic development.     According to the circular, all overseas business trips should be arranged strictly. The expenses and number of officials for such trips should be kept as low as possible. And related departments should include all those expenses into their budget and get them approved beforehand.     Officials should not add more countries or cities to their travel schedules at will and extend their stay aboard. And they should not claim reimbursement for personal trip costs or resort to companies or inferior departments to cover their travel spending.     Xinhua reported in last December that two officials were removed from their posts in east China's Jiangxi Province for being implicated in overseas sightseeing disguised as study tours earlier in 2008.     Liu Zhongping, who was on an 11-member delegation to the United States and Canada in April, was ousted from the dual posts of Party secretary and Chief of the Office for Foreign and Overseas Chinese Affairs of Xinyu City. SANMEN, Zhejiang, April 19 (Xinhua) -- China on Sunday started the construction of its first third-generation pressurized water reactors using AP 1000 technologies developed by U.S.-based Westinghouse. The reactors, located in Sanmen of east China's Zhejiang Province, will also be the first in the world using such technologies.     The Sanmen Nuclear Power Plant will be built in three phases, with an investment of more than 40 billion yuan (5.88 billion U.S. dollars) injected in the first phase.     The first phase project will include two units each with a generating capacity of 1.25 million kw. The country plans to have 40 million kw of installed nuclear capacity on its mainland by 2020, which would be4 percent of projected electricity supply capacity, or double the current level.     Of the 11 reactors, three use domestic technologies, two are equipped with Russian technology and four with French technologies, and two are Canadian designed. All the 11 reactors employ second-generation nuclear power technologies.     Speaking at Sunday's inauguration ceremony of the first-phase project of the Sanmen Nuclear Power Plant, Chinese Vice Premier Li Keqiang urged making more efforts to develop new energy to ensure the country's energy security and boost economic growth.     He underscored innovation as the key to nuclear power development, calling for enterprises to adopt advanced technology and enhance self-innovation.     He said it was inevitable that China would need to improve energy structure and enhance energy conservation and emission cuts when resources and environment issues took their toll on economic development.
