PARIS, July 8 (Xinhua) -- Legislative bodies of China and France launched their regular parliamentary exchange mechanism on Thursday, vowing to further push forward the Sino-French comprehensive strategic partnership.Wu Bangguo, chairman of the Standing Committee of Chinese National People's Congress (NPC), and Bernard Accoyer, speaker of the French National Assembly, jointly declared the beginning of the first meeting of Sino-French Parliamentary Cooperation Committee.Wu said the launch of the high-level meeting between the two legislative bodies signals the Sino-French parliamentary exchanges were promoted to a new stage.Accoyer said the regular parliamentary exchange mechanism could serve as an important platform for both nations to exchange views on mutual concerns and promote bilateral cooperation in politics, technology, new energy and environmental protection.Ahead of the meeting, Wu and Accoyer held talks on bilateral ties and parliamentary cooperation.Accoyer said France attached great importance to Wu's visit as Wu is the first Chinese top legislator that visited France in 13 years.France regards China as a strategic partner, expecting to expand all-round strategic cooperation with China, boost coordination on international issues, through joint efforts against global financial crisis, climate change and other challenges, he said.Wu said his ongoing visit to France is aimed to build a closer relation between the Chinese NPC and the French National Assembly. He stressed that China will hold more dialogues and communications with France to enhance political mutual trust and boost the Sino- French economic cooperation.Earlier on the day, Wu held talks with French Senate President Gerard Larcher. HANGZHOU, July 4 (Xinhua) -- A new regular direct passenger sea route between the Chinese mainland and Taiwan was officially opened Saturday after a ship safely returned from Taiwan.The passenger ship, Coscostar, returned to the Damaiyu Port, Taizhou City of eastern Zhejiang Province Saturday, making it the second port on the mainland that has served the regular direct sea route with Taiwan, said He Jinliang, deputy head of the city's Taiwan affairs office.On June 26, the ship, carrying more than 500 passengers, traveled about 302 km to the Keelung Port of Taiwan, He said.With a tonnage of 26,800, the ship, owned by the China Ocean Shipping Companies Group, could carry about 600 passengers, 256 containers and 150 automobiles.The COSCO Star Passenger Ro-Ro Ship is berthed inside the Dabaiyu Port, prior to its maiden voyage to Keelung of Taiwan, at Taizhou City, east China's Zhejiang Province, June 26, 2010.The ship is scheduled to shuttle once a week. It will depart from Damaiyu in Yuhuan County on Saturday night and return the following Friday. BEIJING, Aug. 23 (Xinhua) -- China's top legislature Monday opened its bimonthly session with a series of draft laws and amendments, including the amendment to the Criminal Law and a draft law on intangible cultural heritage (ICH) protection.The session of the Standing Committee of the National People's Congress (NPC) continued to deliberate draft amendments to the Law on Officers in Reserve Forces, the draft People's Mediation Law, as well as the draft Law on the Application of Laws to Civil Relationships Involving Foreign Interests.Lawmakers also deliberated for the first time draft amendments to the the Law on Deputies to the People's Congress, draft amendments to the Criminal Law, the draft Law on the Protection of Intangible Cultural Heritage, and the draft revision of the Water and Soil Conservation Law.The amendment to Criminal Law proposes reducing the number of crimes subject to death penalty from 68 to 55. It also gives a definition of "organization in the nature of a criminal syndicate" and lists tougher punishments for crimes by such organizations.Drink driving, intentionally defaulting on payment to employees and illegal human organ trade are to be listed as crimes in the Criminal Law, according to the amendment.The draft law on ICH protection includes a definition of ICH, mechanisms for ICH surveys, regulation of the inheritance of ICH, and penalties for its destruction.Lawmakers on Monday also heard a report on the NPC Standing Committee's research results on issues for the formulation of the 12th Five-Year Plan (2011-2015). ' The NPC, for the first time in history, completed 15 research reports on 14 major subjects from March to July to provide proposals for the formulation of the keynote plan, after Wu Bangguo, chairman of the NPC Standing Committee, called for the research at the annual legislative session in March.Lawmakers discussed the constitutional reform package of Hong Kong, which refers to the amendments to the methods of selecting the region's chief executive and forming the Legislative Council in 2012.They also heard a report by the State Council on a proposal for the NPC to ratify the International Convention for the Suppression of Acts of Nuclear Terrorism.
