SAN DIEGO (KGTV) - Crowds have been sparse at Balboa Park since the start of the coronavirus pandemic, but that doesn't mean the park hasn't been busy."The change in Balboa Park is evident. The change in Balboa Park is important," says Peter Comiskey, the Executive Director of the Balboa Park Cultural Partnership.Comiskey says nearly every museum in the park has used the unexpected downtime to refresh their exhibits or renovate their facility. That includes large-scale renovations at the Timken and Mingei Museums."While they've been closed, they've been taking advantage of, in some cases, completely removing all of their pieces and reworking their entire buildings," says Comiskey.RELATED: Observation Wheel could bring people back to the parkBut it's not just museums. The 100-year old carousel is getting refurbished. Crews are almost finished building an observation deck around the Morton Bay Fig Tree. Five new cottages in the International Village are about to open up, housing 9 new cultural groups. And the City of San Diego is finally doing a lot of deferred maintenance on water and sewer lines.RELATED: Carousel work continues through PandemicThe biggest difference and the biggest projects are underway in the park's South Palisades area. Work is almost complete on a brand new pedestrian plaza, replacing half of the parking lot in front of the Air and Space Museum.RELATED: City to replace 144 parking spaces with plazaNext to the plaza, the Comic-Con Museum still plans a grand opening in the summer of 2021 in the building that used to be the Hall of Champions.And the Save Starlight group just revealed new plans for a complete overhaul of the Starlight Bowl theater, which has been closed since 2010."The placement of the museum in that area couldn't have been any better," says Melissa Peterman, the VP of Development for the Comic-Con Museum. "We want to do our part to help elevate the Palisades and revitalize it in the way that Plaza de Panama was."The pandemic allowed the Comic-Con Museum to get a head start on their online offerings, while still working on building renovations and exhibit planning.The Starlight plans show new terraced lawn seating, nature gardens, walking trails, and smaller stages surrounding the main bowl.Save Starlight President Steve Stopper says work is already underway on some of the smaller parts of the renovation, so they can build excitement over the coming months."It creates a window for people to get behind the idea," he says. "They can see this is really viable for the future."Stopper says it's an exciting time to be around the park, as it adds more gems to the Crown Jewel of San Diego. 2669

SAN DIEGO (KGTV) — As the Timken Museum of Art remains shuttered due to coronavirus-related restrictions, museum officials say they're preparing for whatever a post-pandemic reopening will require.The museum said this week that it plans to install military-grade anti-viral technologies, which will reportedly clean the air of harmful pathogens at a level higher than that of hospital operating rooms."The Timken and Putnam families, innovators themselves, created our free museum in 1965 as a result of their successes in technology and engineering," says museum Chairman of the Board Jessie Knight, Jr. "We are honored to carry on that tradition by being the first museum in the world to bring cutting edge, military grade technology into practical, everyday use."RELATED: In-Depth: Balboa Park's future unfolds during COVID-19 pandemicThe Balboa Park museum had originally planned to incorporate an ultraviolet technology into its existing HVAC system that would eliminate 10% to 20% of airborne pathogens. The new system will "capture and kill" up to 99.7% of pathogens, the museum says."We take our mission of making fine art accessible to everyone very seriously, particularly on the heels of a pandemic when arts and culture are needed more than ever," the museum's Executive Director Megan Pogue said. "When our visitors return to the Timken, they can feel confident knowing we have made this significant, groundbreaking investment that provides a safe, welcoming and enriched environment for all."RELATED: Observation Wheel could bring people back to Balboa ParkWhile the Timken is closed, the new anti-viral system will be installed and tested. SAN DIEGO (KGTV) - City Council leaders voted 5-3 to oppose President Donald Trump's executive order to build a wall along the U.S.-Mexico border.The resolution, introduced by Concilmember Georgette Gomez, joins several other cities and states who have also stated their opposition."The border wall is a huge mistake for our region economically and environmentally. I am happy the City Council voted to pass my resolution. Our tax dollars should be spent uplifting the quality of life for all San Diegans, and tackling our issues on road infrastructure, housing, and homelessness," Gomez said following the vote. "Building a wall will do nothing for our families and communities but place a hateful divide between two of the largest cities in Mexico and the United States."RELATED: Councilmember says border wall would hurt San Diego economy, environmentThe resolution allows the San Diego City Attorney, Independent Budget Analyst, and staff to put together a disclosure program for city contractors.Councilmember David Alvarez called the border wall "a stupid idea" and a waste of money in a series of Twitter posts following the vote. 1165

  

SAN DIEGO (KGTV) -- Car insurance is on the rise throughout San Diego and California.According to The Zebra, the average annual auto insurance premium for San Diego is more than ,600.Still, insurance is cheaper in San Diego than other parts of California. Drivers in Los Angeles pay an average of ,928 per year for insurance. Since 2011, the San Diego metro has seen rates rise 45 percent, more than doubling the 20 percent increase nationwide.California doesn’t factor things like credit and education into car insurance rates.According to the report, rising insurance rates are likely due to a combination of severe weather and more drivers on the road.Overall, California is the ninth most expensive state for car insurance with the most expensive being Michigan and the least expensive North Carolina. 822
