SAN DIEGO (KGTV) — San Diego's shifting real-estate market could mean new opportunities for entry-level home buyers.A new study from realestate.com says the rate of appreciation for homes at the lower third of the price range are appreciating at 2.2 percent annually. That's a large drop off from the 10.4 percent price growth those homes saw from 2017 to 2018. “Those homes, priced in the bottom third of the market, have been appreciating the fastest and have seen the least inventory in recent years and price cuts are becoming more common as the balance between buyers and sellers is trending toward evening out," said Skylar Olsen, director of economic research for Zillow Group, which owns realestate.com "That’s not a huge surprise, as annual home-value appreciation has been well above historic norms for some time, and was due to slow back toward normal.”The typical entry level home in San Diego County is now worth 4,500. That's still a hefty price for San Diego renters who are paying an average of about ,000 a month and struggling to save for a down payment. Still, down payment assistance programs are available through the County and San Diego Housing Commission. Additionally, potential buyers can qualify for an F.H.A. loan with as little as 3.5 percent down. And Veterans can buy homes with nothing down through a V.A. loan. Carlos Espinoza and his wife Esther are buying a two-bedroom condo in Rancho Penasquitos for 9,000, the full asking price. They put 12 percent down, which they accumulated by increasing contributions to Carlos's 401(K), then borrowing from that fund. "Save as much as you can, even though sometimes you may feel like it's not enough," Carlos said. "The American Dream is alive again."Rich Kushner, a realtor with Burke Real Estate Consultants, said the most important thing an entry level buyer can do is get pre-approved for a loan. That will cause a seller to take an offer more seriously."Everything's negotiable when you write a contract, but you're going to have a stronger offer if you have a pre-approval letter," Kushner said. SAN DIEGO (KGTV) -- Several students fighting over a BB gun at a Logan Heights middle school accidentally shot a fellow classmate Tuesday. The incident began when a boy told a fellow student he brought a BB gun to Memorial Preparatory for Scholars and Athletes. The two boys began fighting when the student told his classmate he didn't want to show him the BB gun. During the fight, police say the BB gun went off, shooting a 12-year-old girl in the temple. The student was treated at the school but didn't need to be taken to the hospital. The girl reportedly had a large welt on her head from the incident. At this time, the school hasn't said whether or not they'll be taking disciplinary action against the students.  759

SAN DIEGO (KGTV) - Scripps Health revealed Tuesday plans for major new construction projects and buildings at its hospitals in San Diego County.The master plan includes flexible design spaces for evolving technology in patient rooms, operating rooms, laboratories and diagnostic centers, Scripps officials said.More care will be delivered on an outpatient basis at clinics and other facilities so Scripps can use acute care hospitals to care for the most seriously ill patients, said the company."This is our vision to build the health care system of the future - starting today," said Scripps president and CEO Chris van Gorder. "Our focus is on delivering the right care in the right setting that reflects the changing health care needs of the communities we serve across the San Diego region."The projects will be financed by operating revenues, borrowing and philanthropy, Scripps said.Scripps Memorial Hospital La Jolla:Construction includes a new seven-story, 401,000 square-foot hospital tower. It will feature a woman's health center, nursery, and neonatal ICU. The building should be finished in 2024.Scripps Mercy Chula Vista, Scripps Green Hospitals:The facilities will undergo seismic retrofitting. The work will start in 2022 in Chula Vista and 2027 at Scripps Green.Scripps Mercy San Diego:The campus will be the largest project for the health care system. The existing acute care building will be replaced with a new 710,000 square-foot 15-story tower. Most of the rooms will be private. The central energy plant will also be upgraded. Construction will start in 2022 and end in 2027.Scripps Memorial Hospital Encinitas:Plans include a new 185,000 square-foot three-story acute care building, a new medical office building, seismic retrofitting and energy plant upgrades. SAN DIEGO (KGTV) - San Diego Police released a photo Friday of a suspect wanted in the death of a woman in Point Loma.Joe Bennette Conway, 41, shot the unidentified woman in the parking lot of 4013 W. Point Loma Blvd. late on the night of October 9, police said.911 dispatchers received a call about the shooting. Police units found a woman with a gunshot wound to her upper body. Paramedics transported the woman to the hospital, where she died.Police identified Conway as the murder suspect and issued a warrant for his arrest. Conway is 5’7” tall and 150 pounds.
