SAN DIEGO (KGTV) -- San Diego State University reported at least 13 new cases of COVID-19 on Monday. The total of positive cases among students since the first day of school is now up to 20. The university says the most of the students that tested positive live off campus. Only three of the students were living on campus. Two of the students are in isolation on campus. The third student is isolating somewhere else. In a letter sent out to staff and students, school officials say the majority of the students didn't interact with any SDSU employees or go to any of the shared campus spaces. One student did briefly visit the school bookstore. San Diego State started the school year on Aug. 24, mostly with online classes. There are 2,600 students living on campus. County officials confirm they have started outbreak investigations and are working closely with the school. Over the weekend, SDSU announced they had hired security to patrol the campus from Thursday to Sunday, after hours, to monitor for any COVID-19 violations on campus. Students told ABC 10News they think the school is doing the best they can in response to COVID-19. They say they are more concerned about things in housing off campus. SAN DIEGO (KGTV) -- Southern California home sales are seeing a significant drop, according to a new report by CoreLogic. In San Diego County, home sales are down more than eight percent year-over-year. Despite a dip in sales, home prices rose 2.6 percent from February of 2018 to February of 2019.The median home price in February was 9,000, CoreLogic reports. The report points out that total SoCal home sales in February were the lowest since February of 2008, when only 10,777 homes were sold. SAN DIEGO (KGTV) -- Saturday marks the first day of the electric scooter and motorized device ban on San Diego's beach boardwalks. They include La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay.The ban comes after multiple reports of wipeouts, severe injuries, and even deaths. It was finalized by a 5-4 city council vote in December. For the first 30 days, San Diego Police will be issuing warnings. After that, they will be giving out citations. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks. This is slower than the average walking speed and the safest way to enforce the ban.10News met Felicia Minton and her mommy group, walking along the boardwalk in Mission Bay. She said she feels much safer since the ban went into effect. "Is it a good thing. I think people are naturally starting to understand that it's not the safest way of transportation," Minton said. Some people said it is not fair to be lumped in with e-scooter renters who are not good at what they do.We also met Will Brockett, who owns and rides a device called the "One-Wheel." It resembles a skateboard with one giant motorized wheel in the center of the board. "I just hit 1,300 miles on it," Brockett said. He is in a Facebook group of enthusiasts who go on group rides, mostly in Mission Bay, including the boardwalk. Before the council vote, his group submitted a petition to stop the ban, arguing that as responsible owners, they take care of their rides and prioritize safety. California law defines a motorized scooter as a vehicle that has two wheels, handlebars, a floor-board that can be stood up while riding, and a motor. But the local prohibition includes ALL electric devices, including e-scooters, e-bikes, Segways, and one-wheels. "If somebody is acting with no regard for safety or pedestrians, that falls on the individual. Not on a whole group of individuals," Brockett said. SAN DIEGO (KGTV) — San Diego's District Attorney's Office Wednesday says the officer who fatally shot a man who had attacked another person with a machete in Southcrest acted in self defense.After review the case and officer's actions, DA Summer Stephen's office says Officer Corey Pitts, who fired upon Vaughn Denham on Aug. 8, 2018, is not criminally liable for the shooting.Denham, 48, has reportedly attacked another person with a machete during an argument over a dog chain. Pitts eventually fired two rounds, striking Denham.Denham later died at the hospital. The Stephen's office says a toxicology report showed phencyclidine (PCP), cannabinoids, and methamphetamine in his system."Based on these circumstances, Pitts fired at Denham in his own defense," the office's review states. "He therefore bears no state criminal liability for his actions."In addition to clearing Pitts of any criminal wrongdoing, the DA's office released nearly two minutes of body camera footage from the incident. 1751
