A weather system heading toward the Gulf Coast now has a 90% chance of becoming a tropical storm, putting cities from Houston to Mobile, Alabama on alert and prompting oil rig evacuations in the Gulf of Mexico.The low-pressure system is now over the Florida panhandle, but is expected to travel into the Gulf of Mexico on Wednesday, where it will meet warm, open waters that will fuel the storm's intensity, according to CNN meteorologist Haley Brink.There, it has a 90% chance of developing into a tropical storm over the next 48 hours, according to the National Hurricane Center. With a lower wind speed, it would be a tropical depression. Higher, and it would be a hurricane.Regardless of the classification this system develops into, Louisiana and Mississippi are forecast to see very heavy rain -- more than a foot in some places, Brink said.The Gulf Coast area is prepared for intense weather."Tropical Storm, Hurricane, and Storm Surge Watches could be required for a portion of the northern Gulf Coast on Wednesday. An Air Force Reserve Unit reconnaissance aircraft is scheduled to investigate the disturbance tomorrow afternoon," the National Hurricane Service said.Oil production companies operating in the Gulf of Mexico have also started to enact precautions.Shell has evacuated all non-essential staff from eastern Gulf drilling rigs, with more action on the horizon depending on how the storm develops, spokeswoman Cindy Babski told CNN."Our top priorities are ensuring the safety of personnel, protecting the environment and minimizing impact to production and operations," Babski said.Chevron has also evacuated some non-essential employees from the Jack St. Malo facility, with shut-in procedures initiated at five other facilities, spokeswoman Veronica Flores-Paniagua told CNN.Potential storm surge has caused the National Weather Service to issue a flood warning for the Mississippi River, including New Orleans, through Saturday. The NWS said that the river could crest at 19 feet, or 2.3 feet below the record. The city is protected to a height of 20 feet.The Flood Protection Authority said it will be closing several flood gates and structures in the New Orleans area starting Wednesday morning. 2644

An Alaska Airlines flight from San Francisco to Philadelphia was forced to divert, all thanks to a belligerent passenger who tried twice to light up inside the cabin.Passengers boarding Alaska Airlines' red-eye flight 1138 in San Francisco were in for quite a surprise. Over halfway through the flight, they had to divert to Chicago.One of their fellow passengers tried to break one of the cardinal rules of modern air travel: do not smoke on airplanes. Then the passenger refused to comply with flight crew instructions by trying to light up a cigarette -- again.About an hour before they were supposed to land in Philadelphia, pilots were forced to divert to O'Hare International Airport."Due to a disruptive passenger onboard and out of an abundance of caution, the flight was diverted to Chicago and landed at 4:22 a.m. local time," Alaska Airlines told CNN.Chicago Police say they were asked to meet the plane because of the cigarette-lighting passenger, who "was somewhat belligerent."While the individual was escorted off the plane without incident, the diversion added an hour onto the other passengers' red-eye flight, since the plane needed refueling.It's unclear if the passenger will face any punishment for their actions. The FAA, which enforces the regulations the passenger violated, told CNN the incident is under investigation.Chicago Police say they did not make an arrest. The FBI and US Marshals tell CNN they did not make any arrest either.According to the agency's own recommendations, a flight attendant or pilot in charge should be filing a noncompliance report.CNN has asked Alaska Airlines if the crew from the flight has filed a report but has not yet received a response. 1711

  

According to AAA's annual projection released on Thursday, 55 million Americans are expected to travel this year for Thanksgiving, making it the busiest Thanksgiving for travel since 2005.AAA said it expects a 2.9 percent increase in traffic over the Thanksgiving holiday weekend from last year, which marks about 1.5 million additional travelers. Of the 55 million planning to travel more than 50 miles, 49.3 million will do so by automobile. For those planning on traveling the day before Thanksgiving, major delays are expected, especially in major metropolitan areas. “With record levels of travelers, and persistent population growth in the country’s major metropolitan areas, drivers must prepare for major delays,” said Trevor Reed, transportation analyst at INRIX. “Although travel times will peak on Wednesday afternoon nationally, travelers should expect much heavier than normal congestion throughout the week.”If traveling by plane, AAA recommends to travel the Monday before Thanksgiving to take advantage of lower rates. Part of the reason for an increase in travel is due to strong economic numbers, AAA claims. “Strong economic fundamentals are motivating Americans to venture out this holiday in near-record numbers. Consumer spending remains strong, thanks to increasing wages, disposable income and household wealth, and travel remains one of their top priorities for the holiday season," said Paula Twidale, vice president, AAA Travel. 1467
