(KGTV) — A Northern California judge has ruled against Gov. Gavin Newsom, saying he overstepped his authority when requiring all California registered voters receive a mail-in ballot for the 2020 election.Sutter County Judge Sarah Heckman said Friday that Gov. Newsom did not have the authority to amend or change the state's law through an executive order, which mandated all registered voters get a mail-in ballot and allowed counties to reduce the number of polling locations if in-person voting is offered ahead of Nov. 3, according to court documents.The ruling doesn't affect the results of the 2020 election.Newsom's executive order was made as part of the California Emergency Services Act, or CESA. The act gives the governor special powers during a public emergency.The ruling stemmed from a lawsuit by Assembly members James Gallagher (R-Yuba City) and Kevin Kiley (R-Rocklin), who claimed Newsom didn't have the authority to make the order. California's legislature later passed a similar law to the order.Kiley posted the judge's ruling online, in which the judge wrote, "Executive Order N-67-20 issued by the Governor on June 3, 2020 is void as an unconstitutional exercise of legislative power and shall be of no further force or effect. The California Emergency Services Act (CA Government Code §8550 et seq.) does not authorize or empower the Governor of the State of California to amend statutory law or make new statutory law, which is exclusively legislative function not delegated to the Governor under the CESA."The judge's ruling also put an injunction in place against Newsom, prohibiting him from changing any laws under CESA, according to the documents. 1687

They were killed illegally in the Clark Mountain Herd Area."We will pursue every lead until we've arrested and prosecuted those responsible for these cruel, savage deaths, and we welcome the public's help to bring the perpetrator or perpetrators to justice," BLM deputy director for policy and programs William Perry Pendley said.Under the Wild Free-Roaming Horses and Burros Act, burros are protected as "living symbols of the historic and pioneer spirit of the West." As such, they can't be killed, harassed, captured or branded in 10 Western states controlled by the Department of the Interior or the US Forest Service.Details about the crimes are slim, but BLM officials told the Los Angeles Times a few of the burros were killed while drinking water from nearby springs. (KGTV) — Former first lady Barbara Pierce Bush has passed away in Texas. She was 92.Her passing was confirmed in a statement issued Tuesday afternoon by the Office of George H. Bush post-White House spokesman, Jim McGrath.It was reported on April 15 that after a "recent series of hospitalizations" Bush would not seek additional medical care. She had been suffering from Chronic Obstructive Pulmonary Disease, or COPD, and congestive heart failure.RELATED: Social media reacts to Barbara Bush's passingInstead, she had chosen to seek comfort care. Since she has been surrounded by family members at her Houston home.As "everybody's grandmother" as she would say, Bush was regarded by many as warm, well-mannered, and quick with wit.Bush was born in 1925 in Rye, New York. She went on to attend boarding school in South Carolina, where she met her husband, George H.W., while she was 16 years old. The two became engaged a year and a half later, just before he went off to war as a Navy torpedo bomber pilot. The Bushes married on Jan. 6, 1945.As her husband mounted a career in oil and eventually politics, Bush was a linchpin, managing 29 moves of her family.Her sixth child, Robin, died from leukemia before she was four years old. Bush said "because of Robin, George and I love every living human more," according to the White House archives.Bush was a fierce advocate in her husband's corner during his political career.Before serving as first lady, she served as second lady from 1981 to 1989. During that time Bush was a proponent of literacy, calling it the "most important issue we have." She established the Barbara Bush Foundation for Family Literacy, which works to promote preschool and parental literacy.She was also an advocate for volunteerism, helping causes related to the homeless, AIDS, the elderly, and schools, according to the White House.Bush was the only living wife of one former President and the mother of another former President. She and her husband had been married for 73 years.Bush is survived by her husband; five children George W., Neil, Marvin, Jeb, and Dorothy; 17 grandchildren; seven great-grandchildren; and her brother, Scott Pierce.Shortly after Bush's passing, her son George W. issued a statement saying, "I’m a lucky man that Barbara Bush was my mother. Our family will miss her dearly, and we thank you all for your prayers and good wishes."Bush's funeral will be held at St. Martin's Chuch in Houston, according to ABC News.
