Federal Communications Commission Chairman Ajit Pai, a Republican, says he is leaving the telecommunications regulator on Inauguration Day. President-elect Joe Biden will choose a new Democratic head for the agency. A new administration typically picks a new chairman. The FCC typically has three commissioners of the majority party and two in the minority party. It currently has two Democratic commissioners, Jessica Rosenworcel and Geoffrey Starks, one of whom Biden could choose to elevate to chairman or choose someone from outside the agency.Pai and another Republican commissioner, Michael O’Rielly, are leaving the agency. O’Rielly is leaving because the White House pulled his nomination after he said he wasn’t sure the agency had authority on Section 230. Congress is weighing the nomination of another Republican, Nathan Simington.Pai has presided over a contentious FCC. He undid net neutrality rules that barred internet service providers like Comcast and AT&T from favoring some types of online traffic over others in 2017 and championed other deregulatory efforts. The incoming FCC is likely to try to reinstate net neutrality rules and focus on getting internet service to more Americans.They will likely not act on a recent directive from the Trump administration to look at Section 230 in an effort to regulate social media companies like Facebook and Twitter. Section 230 shields internet companies from lawsuits about posts by users. The Trump administration has gone after the law, alleging with no evidence that social networks censor conservatives. Pai had recently said the FCC could move forward making rules around Trump's directive about looking at Section 230. 1702

ESCONDIDO (CNS) - A 57-year-old man in a pickup truck was killed at a head-on collision in Escondido with a Honda Accord, a police lieutenant said Saturday.The crash involving the 2005 Honda Accord and a 1996 Toyota Tacoma occurred on Valley Parkway, north of Beven Drive, said Escondido police Lt. Michael Kearney.The Honda was going west on Valley Parkway and the pickup truck was going eastbound on Valley Parkway, just north of Beven Drive, at the time of the crash, Kearney said.Police were dispatched to the scene at 11:30 p.m Friday, where the 57- year-old man was pronounced dead at the scene and paramedics rushed the motorist in the Honda, a 36-year-old man, to Palomar Medical Center, where he was being treated for non-life threatening injuries, he said.Escondido police asked witnesses to the crash to call them at (760) 839-4470. 851

ENCINITAS, Calif. (KGTV) -- A surfer died after being rescued from Swami's Beach Monday morning, Encinitas city officials confirm. Lifeguards and the San Diego County Sheriff’s Department responded to a reported ocean rescue in the surf line at Swami's Beach just after 11 a.m. Monday. After arriving, crews found a man submerged with his surfboard attached and floating on the surface of the water while bystanders tried to rescue the surfer. The man was taken to shore where crews performed CPR. He was then taken to the hospital in critical condition where he later died. ESCONDIDO, Calif., (KGTV) — Farmers in North County are reacting to the President’s new immigration plans. 10News spoke to an avocado farmer out of Fallbrook at the San Diego County Farm Bureau annual luncheon in Escondido Saturday morning.Charles Wolk owns Bejoca Company. The avocado growers said long hours in the hot sun is not easy work. He said farm work requires skill. “Farm workers are not unskilled,” Wolk said, contrasting the President’s definition of skilled laborers.On Thursday, President Trump said he wants a “big portion” of immigrants to come into the United States through a merit system. Points will be awarded to immigrants who are English-speaking, highly skilled workers like doctors and engineers, and to those who have jobs already lined up. These immigrants are not people who could become Wolk’s employees. “What he said is not going to help fill the need for agriculture labor,” Wolk said, especially because many of his employees, who have been with him for more than 30 years, are aging out.“They are getting older, and they’re literally retiring. And there’s nothing coming in behind them, whether it’s immigrant or people in the United States,” Wolk said. “We just don’t have any relief in sight,” San Diego County Farm Bureau Executive Director, Eric Larson, said. “Our challenge is convincing the President and the members of Congress that agriculture is a skilled labor, and we need those workers here.”Wolk has looked into other avenues of finding workers. For example, there is the H-2A Visa, which allows immigrants to come to the United States, specifically for seasonal agricultural work. It requires employees to provide free housing, food, and in some cases, transportation. “The H-2A Program is cumbersome and expensive, especially for a small employer,” Wolk said. So at this point, he says he has no Plan B.But Wolk is optimistic. He believes legislators will realize the importance of American agriculture. Even foreign engineers cannot survive without food in their stomachs.“It might push out the requirements for the engineer,” Wolk laughed. “If you don’t have someone to produce the food we eat.”At this point, there is no indication that a provision for farm laborers will be added to the President’s plan. 2266
