BEIJING, June 22 (Xinhua) -- China's top legislature Monday began to review the first draft law on diplomatic personnel which intended to standardize management of diplomats in foreign countries and international organizations and improve their well-beings.     The draft, submitted by the Ministry of Foreign Affairs to the ninth session of the Standing Committee of the 11th National People's Congress (NPC) for a first reading, said the government should establish a floating mechanism to raise the diplomats' wages and other benefits.     China has about 5,000 diplomats serving in more than 250 embassies, consulates general and other overseas organizations who were sent by 32 domestic agencies of the central government.     The draft law will be the first of its kind written to regulate Chinese government agents working in the 171 countries that China so far has diplomatic ties with.     If a diplomat's spouse works for the government, a public institution, a state-run enterprise or is an active-duty military member and decides to move abroad with the diplomatic staffer, he or she could not be dismissed or face any charges from their employer, it said.     The draft only applies to overseas employees with diplomatic rank, not translators, messengers, chefs, drivers and other noncommissioned staff.     It also mandates that diplomats intending to marry must have their prospective spouses vetted, and that divorces must be promptly reported.     If a diplomatic spouse acquires a foreign nationality or permanent residence permit, the diplomat will be called back before the overseas tenure ends, the draft said.     Diplomats' domestic agencies would also have the power to decide if the spouse could accompany them abroad or whether those who remain in China would have government-paid visits to the diplomats.

BEIJING, June 10 (Xinhua) -- China hopes to deepen economic and trade cooperation with Kyrgyzstan for mutual benefit, Chinese Vice Premier Wang Qishan said here on Wednesday.     Wang made the remarks at his meeting with visiting first deputy prime minister of Kyrgyzstan Omurbek Babanov. Leaders are expected to discuss measures on tackling the economic downturn as well as expanding economic cooperation.

SHANGHAI, July 17 (Xinhua) -- U.S. Commerce Secretary Gary Locke said in Shanghai Friday that he expected cooperation between China and the United Stated in the fields of clean energy technology and carbon emission elimination would benefit both countries in the campaign against climate change.  "I believe there is great opportunity for greater cooperation between United States and China," said Locke, a Chinese American, in his speech at a welcome ceremony jointly hosted by American Chamber of Commerce in Shanghai and the US-China Business Council.     His audience included dozens of Chinese businessmen from across the country and representatives of international corporations with branches in Shanghai.     "I want China and the United States to lead the world and save the planet from irreversible climate change. BEIJING, July 13 (Xinhua) -- China's Ministry of Finance announced Monday that the country's fiscal revenue in June rose 19.6 percent year on year to 686.75 billion yuan (100.5 billion U.S. dollars).     However, in the first half of this year, fiscal revenue fell 2.4 percent to 3.398 trillion yuan, said the ministry in a statement on its website.     The growth rate last month was 14.8 percentage points higher than the growth rate in May. Fiscal revenue fell 9.9 percent in the first four months this year from a year earlier to 2.05 trillion yuan due to shrinking business profits hit by the global economic slowdown and active fiscal policies including tax cuts to buoy domestic economic growth.     The ministry attributed the revenue rise in June to the stabilization of overall economic performance, growing business profits and the increase in the cigarette tax.     The government announced on June 20 the tax on cigarette cartons costing 70 yuan or more would rise to 56 percent from 45 percent, and the tax on cigarette cartons costing less than 70 yuan would rise from 30 to 36 percent.     Sales tax revenues rose 63.1 percent year on year in June, with business tax revenues edging up 6.4 percent, but the ministry did not specify the figures.     In June, China's fiscal expenditure increased 21.5 percent to 640.56 billion yuan from a year earlier. From January to June, the figure stood at 2.89 trillion yuan, up 26.3 percent from the same period last year.     The government unveiled a 4-trillion-yuan stimulus package in November last year to be spent over the next two years to shore up the world's third largest economy, with 1.18 trillion yuan from the central government.     Fiscal revenue includes taxes as well as administrative fees and other government income, such as fines and income from state-owned assets.

WASHINGTON, April 22 (Xinhua) -- U.S. Secretary of State Hillary Clinton expressed concerns about the development of Taliban militants in Pakistan on Wednesday, calling for effective efforts to curb the insurgents advance in the war-torn country.     Speaking to the Foreign Affairs Committee in the House of Representatives, Clinton said that the U.S. government believes Pakistani government shares U.S. goals in defeating terrorism.     However, she criticized Pakistani authorities for having made a peace deal that allows militants in Pakistan's northwest to impose Islamic law in exchange for a cease-fire with Taliban insurgents. The local government has issued a formal notification on enforcing Sharia in Malakand and Kohistan divisions including the restive Swat valley. Washington has expressed concerns about the enforcement of Islamic law in the region.
