URUMQI, July 30 (Xinhua) -- Rescuers were racing to evacuate more than 800 people still trapped by rain-triggered mountain torrents in a remote valley in China's far west Xinjiang Uygur Autonomous Region late Friday afternoon.Rescuers managed to reach the site in Kuqa County, of Aksu Prefecture, at 1:26 a.m. Friday, about 24 hours after rains and floods stranded more than 1,000 residents, construction workers and tourists in the mountainous area.As of 5 p.m. Friday, more than 170 trapped people, including 120 tourists and some 50 railway construction workers, had been taken to safe places. BEIJING, June 21 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee Monday approved an education reform plan for the next decade, which aims for greater education investment and fairer distribution of resources.Presided over by the CPC Central Committee General Secretary Hu Jintao,a meeting of the Politburo approved the final version of the Medium- and Long-term National Educational Reform and Development Plan (2010-2020).The Politburo, the CPC's top decision-making body, said in a statement that education was the fundamental cause for the revitalization of China and social progress in the future.China had established the largest education system in the world since the founding of the People's Republic, which ensured education rights for millions of people, the statement said.The government promote educational fairness as a basic policy and increase education investment in rural, remote and ethnic minority areas, the Politburo agreed.According to the plan, government investment will increase steadily to support the education sector, with the ratio of education expenditure in terms of gross domestic product (GDP) to be 4 percent by 2012.In 2008, the ratio stood at 3.48 percent, compared with the average international level of 4.5 percent.The plan, released at the end of February for public scrutiny, was seen as setting the tone for the development of the education sector in China, which has long suffered from funding shortages and unbalanced development in rural and urban areas.The plan said giving students fairer access to quality education would be a "fundamental policy," with more public education resources for rural, impoverished and ethnic areas.The reforms would also encourage private organizations and individuals to play a greater role in the education system, said the statement.The plan took one year and nine months to draw up, during which public submissions were invited on two separate occasions.

BEIJING, Aug. 16 (Xinhua) -- China's central bank and banking regulatory commission have ordered the country's financial institutions to provide preferential loan policies to victims in the mudslide-hit regions of Gansu and Sichuan provinces.The minimum down payment for a home in the disaster-affected urban regions could be reduced to 10 percent while the interest rate for home loans could be cut to possibly 60 percent of the benchmark rate, the People's Bank of China, the central bank, and China Banking Regulatory Commission said in a joint statement issued over the weekend.Banks were also asked to help ease loan pressures for rural residents in the disaster-affected regions.A massive mudslide, which took place on Aug. 8 in Zhouqu County of northwest China's Gansu Province, has killed 1,248 people as of 4 p.m. Sunday, with 496 still missing. Flooding and mudslides in southwest China's Sichuan Province has left at least 13 dead and 59 missing.

BEIJING, July 6 (Xinhua) -- Pakistani President Asif Ali Zardari arrived in Beijing Tuesday evening, starting a five-day working visit to China.During Zardari's stay here, Chinese President Hu Jintao will hold talks with him. Premier Wen Jiabao and top political advisor Jia Qinglin will also meet with him.The leaders will exchange views on enhancing bilateral friendship and promoting reciprocal cooperation, and discuss international and regional issues of common concern, according to the Chinese Foreign Ministry.Zardari will leave Beijing for Shanghai later this week, and visit the Pakistani National Pavilion at the Shanghai World Expo.This is Zardari's fifth visit to China since he became president of Pakistan.
