SAN DIEGO (KGTV)— The San Diego Police Department's Eastern Division opened up their “Trunk or Treat Haunted Station” to more than 500 kids the Skyline neighborhood. Officers and community members helped to transform the station, and students from Morse High School played monsters in the haunted house. The tradition began four years ago, with the goal of connecting the community with law enforcement.  “It’s so safe. It’s so fun. The kids are having a blast,” one woman said, as her cousin played with the police equipment on display.Outside the station, sponsors gave out candy and snow cones. Officers allowed Trick-Or-Treaters to tour the inside of a SWAT vehicle and ride a police motorcycle. “When I was a child, we didn’t have a place like this to come to,” one woman said, as her grandchildren played inside the SWAT vehicle. “As I was growing up, they would say 'Don’t eat the candy. Things are unsafe.' But we’re so glad to be here because we know our kids are safe here.”Residents said this was exactly what the community needed-- An experience that not only keeps the streets safe, but builds good relationships between residents and law enforcement. “A lot of the kids said, 'I want to be a police officer when I grow up.' And that’s what we want. We want kids from this neighborhood to get interested in becoming a police officer,” Lt. Ernesto Servin of SDPD said.  1414

SAN DIEGO (KGTV): The San Diego Sheriff's Department has a new tool to help keep deputies safe as they fight the war on drugs.The department just bought 15 TruNarc devices. The hand-held scanners can detect and identify drugs without the deputies having to come into physical contact.Previously, to determine what kind of drug was present at a crime scene, law enforcement would have to scoop a small amount into a kit for testing. The TruNarc uses laser technology to scan through plastic bags.This technology has become increasingly important with the rise of drugs like Fentanyl. Just a microscopic amount can cause an overdose, which has made first responders wary of handling it.The TruNarc can identify more than 200 different drugs and takes less than 2 minutes to complete the scan and give a presumptive result.San Diego Sheriff's Deputies used it earlier this month when they encountered an unconscious man in San Marcos. He was covered in white powder. Deputies called for the scanner and found the powder was Fentanyl. They called for a hazmat team to clean the scene. Officials with the department say the device likely saved the man's life, as he was able to get the medical help he needed. They say it also may have saved the officers, who didn't have to touch the man or the powder until after the scene had been made safe.The devices cost ,400 each. A grant from the Honorary Deputy Sheriff's Association helped pay for them. One has been given to each sub-station around the county. There is also one at every jail and another at the High-Intensity Drug Trafficking Area office. 1617

She opened the now-thriving shop four years ago."If you're really motivated, if you really enjoy something, wanna do something, you only live once," said Olivera of the gamble that paid off.While she always had a passion for cooking, it wasn't always how she made a living. Olivera was once a paralegal. She thought was a good job for a single mother of three, but it wasn't a job she loved. So, she decided to change that.  She went to the San Diego Workforce Partnership location in Chula Vista, where she found a program that would give her money to retrain for a new career. In her case, it was culinary school. "For me, they offered me a ,000 grant, the program was ,000. That's a third of the cost of the school," said Olivera.The partnership provides a long list of resources for job seekers depending on their needs. The service is free. It's a valuable tool Olivera says more people should utilize.Other resources available include career counseling, job searches, typing certificates and Microsoft Word classes. SAN DIEGO (KGTV)-- The special needs teacher accused of having a sexual relationship with a student, pleaded not guilty to 20 felony counts. He also declared he would represent himself in the case. Against the advice of the judge, 49-year-old Juan Carlos Herrera told the courtroom, he will fight this alone. "I would like to represent myself," Herrera said. Relinquishing rights to counsel, the San Diego High school special needs teacher read the 20 felonies for the first time inside the defendant's box. Those charges include having sex, performing other sex acts, and physically and emotionally abusing one student between February 2018 and this March, when she was 15 and 16 years old."They occurred on an almost daily basis," Deputy District Attorney, Jessica Coto said. "They took place in hotels, in his car, and in his classroom." Coto said his ongoing manipulation extended to making threats."The defendant also routinely threatened the victim, that if she told anybody about what was happening, that she would cut off her arms and legs," Coto said. This all came to light on May 5, 2019, when police arrested Herrera at the US-Mexico border. Days prior, the girl's mother found inappropriate messages from Herrera on her daughter's phone.Because of the nature of the charges, and Herrera's second home in Mexico, the prosecution requested million bail. As his own attorney, Herrera fought back, saying he is a Navy veteran with a 25-year clean record with the district."It's not conceivable for someone with my earnings to make million, nor would I flee," Herrera pleaded. "I have been a person of honor and honesty since the beginning."The judge disagreed and kept the bail at million, handing Herrera his first loss, leaving him in utter disbelief.The judge also put a criminal protection order for the now-17-year-old victim. If convicted, Herrera could face a maximum of 16 years eight months in prison. But the prosecution mentioned, more time could be added if they find more evidence of sexual abuse. 2037
