(AP) — Two communities in Northern California's wine country were accessible only by boat Wednesday after a rain-swollen river overflowed its banks following a relentless downpour across an already waterlogged region.The small city of Guerneville north of San Francisco "is officially an island," with the overflowing Russian River forecast to hit its highest level in about 25 years, the Sonoma County Sheriff's Office said in a statement."Nobody is coming or going from the Guerneville area at this time," said sheriff's Sgt. It could crest at more than 46 feet (14 meters) by Wednesday night, officials said. About 4,000 residents in two dozen river communities were ordered to evacuate Tuesday evening but officials estimate only about half heeded the orders, Crum said.Jeff Bridges, co-owner of the R3 Hotel in Guerneville, said he and others who stayed behind were well prepared to ride out the storm. He and employees spent most of the night moving computers, business records and furniture to second-floor room. "Do not try to go through any water over a foot high because you never know what you're going to find."Firefighters in Monte Rio worked through the night pulling people out of cars stuck in flooded roadways and getting people out of their homes as water approached, Fire Chief Steve Baxman told the Press-Democrat newspaper of Santa Rosa."We took 17 people out of cars and houses during the night. Health officials say the U.S. faces an uphill battle in convincing some Americans to take a potential COVID-19 vaccine. While polling shows Americans have been more open to a vaccine in recent months, there is still skepticism in vaccines among non-whites across the country.Experts say that Black people, in particular, remain skeptical of vaccines due to past failings of the U.S. healthcare system, in particular, the Tuskegee syphilis study. But the National Medical Association — a nonprofit representing the interests of Black doctors across the country — is trying to fight that skepticism ahead of the potential authorization of a COVID-19 vaccine."We're already suffering more than other community, and we would hate to see that suffering gap widen because members of our community did not affect to receive a vaccine that could have prevented kidney disease, prevented lung damage from COVID-19," Dr. Leon McDougle, the president of the National Medical Association said.The National Medical Association's task force has been doing its own independent vetting of potential COVID-19 vaccines, and McDougle added they are doing so to ensure that politicians are not influencing the Food and Drug Administration (FDA)."We are trusted messengers for health in the Black community," McDougle said. "That's where we live. The good Samaritan driver said he saw the thief take off from the parking lot in a suburb of Cincinnati and told the dad to get in his car.Then they chased him together."Oh my god, he stole my truck! My kids are in the truck!" a man who identified himself as Courtney Wells yelled in a 911 call. "I'm in the car with somebody. We're chasing him. He stole my kids! Please, I got three kids in that car."The dispatcher asked Wells to calm down and tell him where they were driving. After a few moments, Wells came to a shocking realization."Did he turn? Oh my god, I think we lost him," Wells cried.The driver told the 911 dispatcher that he just happened to be there when the thief took off."I saw what happened so I said, 'Come on!"The thief sped off and crossed the center line several times trying to elude them, police said."We were so close. We were right there ... Oh, god, he was flying," the driver said on the 911 call.The suspect got away from them, but all ended well when the children - two 4-year-olds and a 1-year-old - were found safe and the suspect was arrested, police said.Someone claiming to be the father later posted a Facebook message that thanked the driver who helped him. He mentioned that the driver is wanted by police."Thankyu big s/o for all the help. He chasin this car down wit 5 warrants ... God was watching ova my babies," the post said.Police said 33-year-old Howard Mullis stole the SUV just before 2 p.m. after the father went in the Pit Stop convenience store. Police said he left the engine running with the three kids in the backseat.Mullis had been hanging around outside the store for hours, said an onlooker."The guy had been sitting right in front of this trash can all morning long, so I guess he was just waiting on somebody to pull up," said Keith Lipscomb.Another man said he heard the commotion in the parking lot. He got choked up talking about it."I heard somebody hollering and screaming that they are stealing my car and they have my kids in the car," said Dennis Cooke. "You got me kind of teary-eyed.
